ALBANY — Voter fraud is a "non-issue" in New York State, state Attorney General Eric Schneiderman reported Wednesday.
Schneiderman, in a letter to Democratic leaders in the House of Representatives, said his office had not found had one substantiated claim of voter fraud in any of the 2016 elections.
Instead, Schneiderman wrote, the state faces bigger challenges with overly restrictive laws and procedures that make it too difficult for people to vote.
"New York's voting system faces many challenges, which were laid bare in 2016's elections," the attorney general said in the letter. "However, rather than reports of voter fraud, the record number of complaints received by our voter hotline during last year's elections were overwhelmingly related to problems voters had in exercising their right to vote."
Schneiderman noted that he recently proposed legislation to expand voter participation that would, among other things, implement early voting, automatic and same-day voter registration, and shortened party registration deadlines.
"We would be happy to work with Congress to solve these problems — many of which persist not only in New York but also in states across the country — rather than seek to address the imaginary problem of voter fraud," Schneiderman said.

The letter was in response to an earlier inquiry from several top House Democrats seeking information about confirmed incidents of voter fraud in New York. President Trump has blamed his loss in the national popular vote to widespread voter fraud.
Schneiderman reported that his office received more than 2,000 calls during the election cycle and only two involved possible fraud. One was investigated and found to be unfounded, while the other could not be investigated because of a lack of information from the caller.
Additionally, the state Board of Elections has not referred any suspected cases of voter fraud to the Attorney General's Office for investigation or prosecution, he said.

"The lack of such complaints made directly to my office, as well as the absence of referrals from other agencies, leads me to conclude that voter fraud — the act of an ineligible individual casting a vote in an election — is a non-issue, at least in New York State," the attorney general wrote.
Meanwhile, Trump, who claims 3 to 5 million votes were illegally cast in the last election, has set up a task force headed by Vice President Pence to look into the allegations.
White House press secretary Sean Spicer said Wednesday that Pence is in the process of filling out the task force, although he did not elaborate on any names.
"(Pence) named the task force, and the Vice President is starting to gather names and individuals to be a part of it," he said.
