The top diplomats of South Korea and the United States have agreed on the urgency of addressing

North Korea's advancing nuclear threats,... with the U.S. Secretary of State calling the

regime an "immediate threat."

Both are planning to meet face-to-face soon to find a cooperative way to solve the issue.

Kwon Soa reports.

Seoul's Foreign Minister Yun Byung-se and his new U.S. counterpart Rex Tillerson affirmed

the strength of the South Korea-U.S. alliance on Tuesday.

The two also exchanged views on the possibility of continuous threats from North Korea...

and agreed to maintain close communication on the matter.

The U.S. Secretary of State, who took office last week,... called North Korea the most

"immediate threat"... and said it is the most urgent security issue facing the U.S.,...

which he said is why cooperation between Seoul and Washington must be flawless.

"The two ministers vowed to maintain the South Korea-U.S. alliance as it has been for more

than sixty years,... and develop it into the strongest alliance from here on in.

U.S. Secretary of State Tillerson reaffirmed that the United States' extended deterrence

to South Korea will be steadfast."

Two top diplomats agreed that the deployment of the U.S. missile defense system THAAD to

South Korea should go ahead as planned,... saying it will only serve as an extra layer

of defense against North Korea... and won't hurt other countries' interests.

The two also made tentative plans to meet in February to outline a bilateral plan of

action on pending matters,... especially the situation on the Korean Peninsula.

"It's likely that Yun and Tillerson's first face-to-face will happen in Germany,... on

the sidelines of the G20 Foreign Ministers' meeting in Bonn, and the Munich Security Conference

that take place later this month.

Seoul says S. Korea has no plans to reopen Kaesong complex - Duration: 2:21.

Almost a year has passed since the joint industrial complex in Kaesong -- a beacon of hope for

reunification -- was shuttered.

South Korea continues to say it has no plans to even begin discussing its resumption...

unless North Korea demonstrates it's serious about giving up its nuclear weapons.

Connie Kim reports.

It has nearly been a year since South Korea shut down the inter-Korean Kaesong Industrial

Complex, in the wake of North Korea's fifth nuclear test and subsequent ballistic missile

launch.

At the time, South Korea made clear that North Korea would have to change its nuclear weapons

program for talks on reopening the complex to begin.

An official from Seoul's unification ministry said Tuesday that South Korea has no plans

to re-open the complex and that doing so could stir up controversy without resolving concerns

about how the money generated from the complex was used.

After the complex was shut last year, Unification Minister Hong Yong-pyo had said that 70-percent

of the U.S. dollars paid as wages and fees for the complex had been diverted to the North's

nuclear weapons program and to pay for luxury items for leader Kim Jong-un.

The ministry official also said that resuming operations at the Kaesong complex, when the

North has shown no will to denuclearize, would go against the international community's efforts

to push North Korea to give up its nuclear weapons.

In fact, the stipulations laid out in the latest two UN Security Council resolutions,

imposed after North Korea's fourth and fifth nuclear tests, would make it nearly impossible

for Seoul to restart the complex.

Article 34 of Resolution 2270, imposed after the fourth nuclear test, says that member

states should prohibit financial institutions within their territories from opening branch

offices or bank accounts in North Korea,... while article 31 of Resolution 2321, imposed

after the fifth test, says that member states should close branch offices or bank accounts

in North Korea.

"The ministry says the key to reopening the Kaesong complex is for the North to show it

is sincere about giving up its nuclear weapons.

It added... if Pyongyang shows a willingness to denuclearize, discussions on the complex

could begin... and could also lead to a lifting of international sanctions on the regime.

Senior Japanese official denies coercive recruitment of women into sex slavery during... - Duration: 1:53.

Another denial of documented history by a Japanese official is threatening to derail

a landmark agreement between Korea and Japan... on Tokyo's wartime sexual enslavement of Korean

women and girls.

The latest controversial remarks come amid chilled Seoul-Tokyo relations over the recent

installation of a statue in Korea's port city of Busan.

Kim Mok-yeon has more.

Japan's Chief Cabinet Secretary Yoshihide Suga has once again denied his country's sexual

enslavement of women during World War II.

When asked about a recent CNN report on the so-called "comfort women" issue,.. Suga said

the Japanese government has found no evidence that the authorities at that time abused the

women.

"Among the data discovered by the Japanese government, we were not able to find any proof

that the military or government authorities abused comfort women."

The latest statement by such a high-ranking Japanese official is expected to deal another

blow to Japan's already strained ties with Korea, as it runs counter to Tokyo's acceptance

of responsibility in a landmark agreement reached with Seoul in late 2015.

In the 1993 Kono Statement,... Japan also admitted its direct and indirect involvement

in the coercive recruitment of women into sex slavery during the war.

Nearly a month has passed since Japan recalled its ambassador to Seoul and its Consul General

in Busan in protest over a statue in Busan dedicated to the victims of wartime sexual

slavery.

The Korean government has announced that it will refer to the statue as "Sonyeosang" which

means "statue dedicated to women and girls" to show respect to the young girls sexually

abused during the war, as opposed to Japan's announcement that it will call it the "comfort

women statue".

The row over their shared history is expected to rumble on as reports say Japanese Prime

Minister Shinzo Abe has ordered the diplomats to stay in their home country until the Korean

government removes the statue.

Dream of Flying Painting in Clip Studio Paint (Manga Studio) (commentary in subtitles) - Duration: 12:22.

Hello and welcome to my painting video "Dream of Flying".

I got the idea for this painting

while listening to Crystals by Of Monsters and Men.

I wanted to paint something with that tranquil feeling.

99% of my painting time I use a flat, slightly textured brush

that rotates according to the rotation of the pen.

(No idea why I named the brush "beast" :D )

In the left-bottom palette you can see I often turn "Mix ground color" on and off.

I have set the "Q" key for that,

that's why you'll never see me click it in the actual palette ^^.

You can download some of the brushes used here over at my patreon.

They're free and I'm adding new ones occassionally,

so you can follow me there (also for free, don't worry :) ).

As for layers,

usually I fill the whole character with flat color

and then draw separate color areas, like hair or clothes,

on layers clipped to that base one.

On those clipped layers I lock transparent pixels

so I don't have to worry about the lightening and darkening colors getting out of their area,

like the light in the eyes won't get into the white or the cheek.

I drew this picture on a borrowed display with some huge resolution,

but I hope you can still read what you need.

(I'm really surprised that my laptop managed both drawing and recording like that :D )

A new layer set to Add Glow for the backlight.

The "fish" also emits some light

that we can use as another source of light in addition to the back light.

Add Glow layer is also good for light shining through wings ^^

I had made these "fish" into a ribbon brush a long while before,

so I don't have to draw each of them separately.

I draw them on a vector layer so that I can tweak them

if I don't get the right pose on the first try.

The ones in the very front are blurred with Gaussian blur for depth of field effect.

I tried blurring the ones in the back too,

but then I decided to paint some background

so in the end I used a backup version of the layer.

It's fair to say that without Clip Studio Paint and its ribbon brush settings

these "fish" and other floating creatures that appear in my comic

would probably never come to be

because I would be too lazy to draw them again and again :D

Now, time for my favorite ruins ^^

This is when I realized that sharp background behind blurred background fish is a nono

so I returned to the non-blurred backup layer.

The fish in the very front will be ok blurred though.

Some color tweaks on a layer in Overlay mode.

And glows in Add Glow mode.

I added some soft rays of light in the background.

Some finishing touches.
