トランプ米大統 領は5日に行 った一般教書 演説の中で、 米朝首脳会談 の日程を2月 27・28日 と明言すると ともに、金正 恩委員長との 関係の「よさ 」を強調した。 さらに、ト ランプ大統領 は8日、自身 のツイッター で米朝首脳会 談の開催場所 について、ベ トナムの「ハ ノイで行う」と表明した。
今回の米朝首脳 会談で北朝鮮 の核・ミサイ ル、そして、 拉致で何らか の進展が期待 できるのか、 予断は許され ない状況だ。
開催場所は、当 初、2017 年にAPEC を開いたベト ナム中部のダ ナンが有力視 されていたが 、北朝鮮側が 大使館のある ハノイでの開 催を強く希望 したため、ダ ナンでの開催 を提案してい た米国が譲歩 し、米大統領 自らが明らか にした形とな った。
米大統領の国外 移動は、一大 軍事オペレー ション
米大統領の国外 への移動は、 一大軍事オペ レーションで もある。 大統 領が乗機する と「エアフォ ース・ワン」 と呼ばれるV C-25型機 だけでなく、 全世界の陸、 海、空に展開 する米軍に指 揮を行うため の空飛ぶ指揮 所、E-4B ナイトウォッ チも移動する 。
また、米大統領 が訪問先で使 用するのも、 分厚い装甲と 特別な通信機 材で知られる 、通称、『ヴ ィースト』だ。 会談場所に ついて、米政 府が、警備を 重視したのは 当然だろう。 それ故に、一 度は「ダナン 」の名が上が ったのだろう が、例えば、 非核化等で、 大きな進展が 得られるという見通しもないまま、北朝鮮の"希望"に、米大統領が"譲歩"したということならば、その理由は何だろうか。
逆に言えば、北 朝鮮に"譲歩 "してでも米 側は、米朝首 脳会談を開催 する"必要性 "を感じてい るかもしれな い。
防衛省の資料に よれば、北朝 鮮は2017 年9月以降、 核実験を行っ ていない。 さ らに弾道ミサ イルの発射試 験も2017 年11月以降 、行っていな いとされる。
密かに何らかの 活動を行って いたとしても 、2017年 当時に比べれ ば、"小康状 態"にも見え るかもしれな い。 この"小 康状態"を維 持するための 米朝首脳会談 であるなら、 当面は開催す ること自体に 意味があると 考えられても 不思議ではな いのかもしれ ない。
米国の安全保障 上の懸念 ベ ネズエラ
ではトランプ米 大統領が、も しも北朝鮮と は当面、"小 康状態でいい "と考えたの なら、それよ り懸念される 安全保障上の 懸念があるの だろうか。
南米・ベネズエ ラでは現在、 左派と言われ るマドゥロ大 統領に対抗し て、野党指導 者のグアイド 国会議長が、 暫定大統領に 名乗りをあげ たのに対し、 英国や仏独な ど、欧州の2 0か国が承認 を表明し、ト ランプ政権も グアイド国会 議長を支持。 一方、ロシア や中国がマド ゥロ大統領側に立っている。
ベネズエラ軍の 急激な中・露 寄り
もともとベネズ エラは、米F -16戦闘機 ・仏AMX3 0型戦車・英 スコーピオン 偵察戦闘車な どを装備し、 その軍隊は" 西側との関係 の深さを象徴 するような存 在"だった。 しかし最近、 相次いで公開 されたベネズ エラ軍の演習 ・訓練の映像 を見ると、そ の印象は一変 する。
例えば、ロシア 系のBTR- 80系列の装 甲歩兵戦闘車 、それに中国 製のVN-4 治安用軽装甲 車が映りこん でいるなど。 また、米ベル 412EPま たは412S P型ヘリから 、兵士が水の 中に飛び込む 水面には、1 05mm砲を 備えた中国製 のVN-18 水陸両用戦車 、それに30mm機関砲を備えたVN-16水陸両用歩兵戦闘車の姿もあった。
ベネズエラ空軍 は、マドゥロ 大統領？グア イド暫定大統 領？

石川潤一氏が指 摘するのはベ ネズエラ空軍 の練習機だ。 ベネズエラ空 軍は、ロシア 製の強力なS u-30MK V戦闘攻撃機 を導入してお り、同系列の Su-30M KK戦闘攻撃 機を配備して いる中国の練 習機は、パイ ロット育成に 都合がよいと いう判断があ ったのかもし れない。
ベネズエラ空軍 のジャネス将 軍が2月2日 、SNSで「 グアイド暫定 大統領承認」 を打ち出した 背景には、軍 隊を急激に中 ・露寄りにし ようとしてい るマドゥロ大 統領への反発 があったので はないだろう か。 西側の装 備で慣れ親し み、それ故に 西側諸国の軍 人とも交流が あった軍の高級幹部にとっては、足元が崩されるような変革と感じていても不思議ではないだろう。
露ブラックジャ ック戦略爆撃 機のベネズエ ラ飛来の意味
2月6日、マド ゥロ大統領は 「我々はアメ リカ帝国のト ランプ大統領 によって脅か されている。 彼は、ベネズ エラに対する 侵略を準備し ているといっ た」と非難し た。 だが、ベ ネズエラ軍が 中・露よりに なれば、米国 そのものの安 全保障にも、 大問題だ。
昨年12月10 日には、ロシ アの戦略爆撃 機、Tu-1 60ブラック ジャックがベ ネズエラに展 開した。 搭載 できるのは、 射程4000 km以上のK h-102、 Kh-55S M核弾頭搭載 巡航ミサイル や、通常弾頭 のKh-10 1、Kh-5 5巡航ミサイ ルだ。
ベネズエラのシ モン・ボリバ ル飛行場から ワシントンD Cまでは37 00km。 米 政府にとって は、とても無 視できない動 きだっただろ う。
誰に見せる？夜 間、ロサンゼ ルス市街地で の訓練
2月4日、米・ ロサンゼルス の市街地で夜 間、軍用ヘリ コプターが住 宅地の近くを 飛ぶ訓練が市 民に目撃され た。
その映像はSN Sで拡散し、 市街地で兵士 を載せ、無灯 火で飛行した このヘリコプ ターについて 、前述の石川 潤一氏は、米 陸軍の特殊部 隊が使う「M H-60K型 かMH-60 M型ではない か」と指摘す る。
一説には、この 部隊は、米陸 軍第160特 殊航空連隊、 通称「ナイト ・ストーカー ズ」といい、 ほぼ同時期に 同市内では、 同部隊のもの とみられるM H-6リトル バードという 特殊作戦ヘリ を使って、兵 士が建物に突 入する訓練の 模様も市民に 目撃されてい たという。
2月9日まで続 いた訓練の目 的は定かでな いが、米国内 で特殊部隊が 大規模な作戦 を行うとは考 えにくいので 、どこかの国 の市街地で、 近々、空から 特殊部隊が作 戦を行うため の訓練、また は、政治的に そう見せかけ ようとしてい るという風に も受け取られ るかもしれな い。
SNSで世界中 に動画が拡散 したこの特殊 部隊の訓練を 、ベネズエラ のマドゥロ大 統領がどのよ うに受け止め たか、興味深 いところでは ある。

start it early and work up to it. I would try it about a minute at a time, sort of
similar to what I did. I am a stranger to her so I think with a family member she might
do better. HI! She has forgiven me already. I love this.
So that that was this time around's trial and we'll be able to compare it to new
