How to make end grain cutting board - Duration: 8:05.
Hello everyone!
Today I will do all hotly favourite end cutting Board.
For this I has prepared 2 oak lot of boards small block of wenge
and birch Board, which saw off small piece
The Foundation Board I will consist of oak's. Both wenge and birch will serve
contrast small panels.
I'll start with the fact that joint Board
and then I level them up to a thickness of about 25 mm in the thickness planer.
As the block of wenge that I got the valuable wood species
I focus on its thickness and it turned out about 30 mm
therefore all other boards and I will saw in this size,
to make a shield thickness of 30 mm
So, I finished all the wedges
as you can see birch and wenge
they are specially made 2 times thinner as they will be accent inserts
as you can see, I divided them into three equal parts,
because it will be three different boards
which will have accent pieces in different places inserted.
now I have 3 small shield and on the basis of their length
I will divide them into 6 equal bars each of 32 mm
at all end cutting boards better to do not less than 30 mm thick,
because the processing of thicknessing machine they can break
if they are thinner
now I will divide them into 2 parts and stir so,
to get a diverse picture
in General, in the case of a plan is obtained as follows
that the thickness planer is chipping off the edge of the Board.
To avoid this, you need to make the thickness of the Board thicker.
Then there will be less chipping.
Now I'm going to finish the sanding machine drum type,
and after that, I will process the edges of the Board.
I will saw off that chipped and I level this edge after gluing
And the final stage-will process the Board with oil.
Oil special for kitchen accessories
Here is such succeeded the end cutting boards in the end.
This Board which I did in duplicate from an oak
with inlays of wenge and birch
With two sides she has grooves, to was convenient to take the Board,
it is also possible to cut from both sides.
I like on the texture of oak that he had at the ends
such beautiful Golden streaks turn out.
I also trained at ash,
with Sapele and wenge inserts.
They, too, succeeded the beautiful.
All the while!

Kenya Moore Accused of Faking Pregnancy AND Marriage! What?! - Duration: 3:27.
Kenya Moore went on a date night and she shared a photo of herself with her husband, Marc
Daly.
And then all hell broke loose in the comments.
Some followers wanted to know why Marc isn't wearing his ring.
Those comments were enough to get Kenya to actually respond.
And others questioned why pregnant Kenya Moore doesn't seem to be showing a baby bump.
Kenya shared this cuddly photo of the two of them.
She provided a little context in her caption:
"#DateNight with bae [red heart emoji]"
She also added:
"(Bae's ring is on the table thank you for asking)"
When a celebrity has updated their captions to answer a recurring question from fans,
you know that the comments are going to be interesting.
Kenya's followers did not disappoint.
"I thought you were pregnant?
Oh I get it #TryingToStayRelevant"
If you'll recall, Kenya said that she and Marc are expecting a child -- even though
she's 47.
"Where's the baby bump?
Maybe surrogate???"
That's always possible, though it's not the case for Kenya, as we'll explain later.
"Where's your baby bump?"
She's clearly hugging her husband.
That's not going to put her bump on display.
Then there's this ominous af comment:
"What we say and do, will be returned to us."
That unexplained comment is going to keep us awake at night.
"I thought she was pregnant she don't look pretty on this picture."
Rude!
"A surrogate mother is a blessing congrats!!!
Your lil one will be precious."
She's ... not doing a surrogacy, and it's weird that people assume that she is.
"Where is the pregnant belly?"
Right there, just not being emphasized by her pose, folks.
"I thought she was pregnant.
What happened?"
Nothing.
"I THOUGHT YOU WERE PREGNANT???????????????"
We did not in any way exaggerate the number of question marks in that person's all-caps
comment.
"Her ass looks pregnant."
RUDE!!
Kenya was also bombarded with questions about the location of her husband's ring, which
she answered in her own comment.
"Jeez on the table.
He can't swing the club with it."
Rings can get in the way, folks.
Kenya also had her defenders in the comments, of course.
"So happy for you both!
Who cares about a ring!!
Love has no boundaries held within a ring.
Be free and who cares what other people think!!"
When she offered that explanation, she was told that it was not owed.
"You do not have to explain anything."
Others shot down the absurd rumor that she was somehow faking a pregnancy.
"I see the bump...y'all blind!"
Fans wished her the best.
"So happy for you don't let Social media mess up your relationship."
One of Kenya's defenders left a comment so entertaining that we absolutely had to share
it with you.
Here, she smacks down one of Kenya's critics:
"Wow no child left behind law helped you move right along didn't it?
Anyone who still menstrates can have a baby.
Medicine can also assist in having a baby.
For example, IVF treatments is one.
Please educate yourself before making yourself look like a PURE FOOL."
Wonderful.
Kenya, by the way, took to Instagram stories to make one thing perfectly clear:
"No I don't have a surrogate."
Let celebrities share photos of themselves, please, without harassing them in the comments.

FitBit Charge 2 - Is it a smart buy? - Duration: 2:04.
[Jazzy trumpet music]
The FitBit Charge 2: it claims to track specific exercises like running, weights or yoga, help
you get a better understanding of your fitness level and see how you can improve over time,
and let you see calls, texts & calendar alerts on your wrist.
Size offerings for the Charge 2 include small, large, and extra large.
It comes in 4 different standard colors and 2 special edition options.
The design of the FitBit is clearly targeted at the athletic audience, and the form factor
is narrow to get out of the way during runs or workouts.
And while it does look good, getting the band on and off was cumbersome, and parts of the
device felt cheap.
The size you choose when you purchase the FitBit doesn't change the size of the device
itself, just the size of the band the device comes with.
You can buy aftermarket bands in a range of styles and materials.
On the back of the device, there is a heart rate sensor that takes regular, accurate readings
of your heart rate throughout the day.
But because of the small surface area of the sensor, you have to choose between either
wearing the band loose and interfering with the data or wearing it tighter and having
the sensor jab into your wrist.
The data the FitBit gathers is incredibly helpful and interesting.
It tracks heart rate, steps, calories burned, and sleep with a high level of detail.
You have to manually sync the device to the app on a smartphone or computer to view all
of the data, but because the FitBit runs independently from your smart device, you don't have to
worry about it staying within range of your phone when you are wearing it.
The FitBit Charge 2 does include some smartwatch-like features such as notifications, but they were
much less polished than other smart devices we've used.
The raise-to-wake feature of the device wasn't very reliable, and because of how narrow it
is, you have to wait for texts to scroll across the screen to read them.
it was often faster to just pull out your phone.
The charger for the FitBit is a proprietary clip, but the battery life was so good that
it wasn't a big deal to throw the band onto the charger every few days.
FitBit boasts that the battery can last up to 5 days, and in our testing we found that
to be accurate.
The FitBit Charge 2 sits in a strange middle ground between small, cheap fitness trackers
and more expensive smartwatch options.
But at $150, it's a good option if you want to regularly track fitness data and don't
care about missing out on fancier smartwatch features.
The verdict from our panel of judges..

PLAN WITH ME | June 2018 Bullet Journal - Duration: 13:48.
Hi guys welcome back for our June plan with me we are doing a beautiful
lavender inspired cover page a monthly calendar page as well as a garden herbs
doodle that's just perfect for your bullet journal so let's get started
Hey guys my name is Shayda Campbell thanks for stopping by just a reminder
that all the channel bonus content is now available on my patreon page and
that of course includes all the bullet journal printables so head over there
after the video and grab your printables everything's available for only $2.00 a
month okay so I'm gonna start with the June cover page here you can see I'm
right at the end of my journal so I'm just clipping the pages in place to keep
them out of my way and lavender theme is per a request and that's just something
I want to mention if you guys have something you want to see in the next
video or the next bullet journaling tutorial be sure to mention it so I've
just drawn a little square in the middle of the page here it's centered in the
horizontal access but not in the vertical and I am just going to fill in
this rectangle actually not a square that I've drawn with a bit of warm grey
marker it's like what color should I do ooh how about grey I just love grey and
I think if you have colors that you're really drawn to don't be afraid to sort
of you know go there again and again it's nice for you to have somewhere
you're comfortable and also to develop a style so you can see here I've got this
rectangle that I'm just filling in with a wash of color and all I want is it for
it to look like this very flat color block and it's about seven squares in on
each side and then it's sort of a little lower than it is higher and yeah so I'm
just trying to keep it even and I just want this nice simple block of color
that I can do an illustration against I want to make sure that's dry and then
I'm ready to go over it in pen but another option is to make this color
block or color wash using a bit of paper and you can rip it by using a ruler
better to do it on a hard surface I'm doing it on top of my journal which
isn't perfect but that's fine it's not supposed to be perfectly square and you
can see I'm just gonna paste it in I just used a glue stick and it's nice and
flat and then I'm gonna do the illustration on top of that color wash
so whichever way you want to do it marker or paper we're gonna put our
illustration on top of this nice block of color I've got a title across the top
and then I'm going to start sketching out some lavender
sprigs with pencil but I'm gonna go over them in pen so that you can really see
what I'm doing and we can talk about how to illustrate lavender now you can use
any artists pen the pen that I am using today is the graphic line marker from
Derwent in the O 3 nib 0.03 and it's just a new pen that I received and I'm a
sucker for a new pen I'm always like oh my god this is the best pen ever so I'm
really into this pen right now and to do the lavender they're really simple to
illustrate you just start with a line and don't try to make it straight the
more wibbly-wobbly curved or weird it is the better and you're just doing these
little hearts one heart at the top of the line and then pairs of hearts on
each side of the line going down so you can see I'm drawing the line heart at the
top and then two little hearts all the way down so one heart on one side and
then its pair on the other and you can get very wonky and playful with
this they can be really close together you can spread out those little
heart-shaped petals you could make them more just regular little ovals for
petals you can really play around you have a lot of freedom with lavender if
you do a straight line like this and then some kind of petal it's going to
look like lavender it's all about keeping it vertical and especially if
you did a little lavender purple wash in behind there or colored them in a
teensy bit with pencil crayon or something okay and then the last thing
I'm doing here is adding these little hearts sort of all over the place and
that's to make it look like maybe a breeze came along and blew the lavender
or maybe it's nighttime and there's all these little insects buzzing around
it's summery it adds some movement it just helps the piece come to life and
I'm gonna finish our cover page by adding the title right at the top of
that color wash whether it's paper or marker you're gonna put the title June
sort of just overlapping a little bit and it makes the piece quite interactive
you have this nice block of color that's just there to add a bit of interest to
add sort of a border to the flower illustration and by dropping that J down
on to the color it just makes it it it sort of live-ins up your piece it adds
interest and you can see I've done a cursive font or cursive lettering style
and then I'm thickening each downstroke to create that focal if you look that I
love so much and that is with the title page or the monthly cover page looks
like when it's all done I'm super happy with that and then as usual I want to do
a calendar on the right because I'm at the end of my book I'm just tucking a
sketchbook underneath to help me have a more flat working surface or drawing
surface and then I'm drawing a grid here to make a calendar and I've done the
grid the squares of the calendar are three long by two wide so they're a
little longer than they are wide and I'm just you know pulling the pen towards my
body to help me keep my lines straight but they don't have to be perfect but by
pulling that pen or moving it towards you that'll help you keep it steady now
you can see here I've made a few mistakes of this wonky line in the
middle it's like what am I doing with my life
and then at the bottom I really messed up so I just did a double line and
filled it in and you know there's always I just wanted to show you that because
there's always a way to fix your mistakes even when you're working in pen
A) probably no one's even gonna notice it doesn't matter or B) like I did with the
bottom line you know it's just so fixable by doubling up that line and
coloring it in looks like you meant to put that there and you can cover up the
fact that maybe the bottom of the calendar wasn't so straight you can see
I've put the numbers in the upper right hand corner and I've got this really
simple calendar and then what I want to do here is just draw like this drape
these draping sprigs of lavender underneath the calendar and it's just
another way to represent the flower I wanted to show at least two different
ways to draw lavender so I'm gonna get a little closer up here and you can see
you can sketch the lines out in pencil so that you sort of know where you want
your lavender to go and then on the end of each line you're doing those little
pairs of leaves or petals actually and I'm not doing heart shapes this time I'm
doing ovals so it's just one more way that you can draw and I think it looks
equally nice and equally sort of represents lavender it looks like
lavender equally as much as doing the heart-shaped petals and maybe this one's
just a little more sophisticated so there's what my monthly cover page and
calendar page looks like it's a nice simple minimal spread with lots of
negative space and I am going to enjoy that this June and I can't believe it's
June right okay so next thing I want to do is a little herbal doodle that I
thought would be fun because lavenders and
herbs so our theme is herbs so you can see I've got my sketch book underneath
there again and I've got my pencil and I'm just drawing a grid trying to make
sure it's centered but I'm not fussing about it too much I'm drawing a three by
three grid of nine squares that I'll eventually erase but I just want it
there to make sure that when I draw my herbs they're all equally spaced and
centered so let's draw some herbs together the first one we're going to do
is rosemary you start with just a few lines you might want to do those in
pencil and then you make one leaf at the top a very thin skinny leaf and then
pairs of leaves all the way down the stem very keep them very close together
very tight and rosemary is really fun and simple to draw so again just one
leaf at the top pairs of thin skinny leaves all the way down that stem and
then what I'm gonna do for my illustration here is just label all of
them centered directly below so eventually I'm gonna have this nice
simple grid of nine different herbs okay next one is sage another simple one
you're gonna do these big floppy leaves and nice to start in pencil and then you
can see here I've got these big oval leaves a little bit of a point at the
end not too pointy and then that simple line thin stem and that one is sage and
we'll label that and the next one I want to draw is lavender we're getting pretty
familiar with it by now you can again start in pencil so that you know you've
got those lines in the right spot but you're just gonna start with two or
three or four lines and then again we draw those pairs of petals all the way
down and you can do the heart-shaped pairs or just the pairs of petals that
are like little ovals and that's what I'm doing here label it lavender and
we've got our first three super simple the next one is mint I do like to start
this one in pencil because I'm sort of drawing a top down mint because it grows
like this flower where all the petals sort of emerge from one another so start
with three tiny tiny pedals and then three more that get a
little bit bigger and they all have a lot of veining on them this is sort of
like a spearmint or peppermint they're also sort of shaggy leaves with a with
teeth around the edges and then you're gonna do another three or four coming
out from those second three so you can see how this kind of comes together it's
very much like a flower that's opening up or its petals are opening so that's
my spearmint or peppermint and I'm just gonna label it mint okay for the next
one we're going to do oregano so this one is just these round leaves on curved
stems so just draw a curved line and then these really round leaves and the
curved line could be sort of bouncing all over the place
oregano has a lot of movement it's this sort of curly crazy plant I have one on
my windowsill so a very cute little plant and I'm just coloring some of the
leaves in to give it a little more visual interest so just adding lines and
a little bit of shading can really bring these little illustrations or little
doodles to life now for our basil I'm just drawing this stem in the middle and
then pairs of leaves getting larger and you can see starting with two got my
stem another two they get larger and then these ones at the forefront are
bigger still and they have a little bit of veining on them too so I'll do some
nice lines and that is my basil plant there are a lot of different ways you
could draw a basil and you could also add in little more leaves there at the
top if you feel like you're lacking something
okay so let's label the basil and then moving on we're already down to our
seventh herb I'm gonna do dill here and for the dill I'm doing again a curved
line with all these little lines coming off of it and then at the end of each
one of those lines you're doing a little burst of lines coming out like five
fingers and then at the end of those little finger lines you're doing these
little dots and circles and this is more like a dill flower or a dill that's gone
to seed it's just sort of a fun pretty way to represent it and again something
I'm thinking about when I'm doing these illustrations is if
is really detailed like the oregano or the rosemary those ones I'm sort of
interspersing with ones that are larger and simpler like the mint and the sage
and in that way I create a cohesive piece so here I'm doing some chives
really simple these are basically just lines and then the chives flower is that
big shaggy purple thing so I'm doing one chive flower on one of the chives other
than that pretty much just lines and I'll label that chives and then for the
very last one I'm gonna do some time so you can see the rosemary the oregano the
time they go in a diagonal row they're not sort of placed all in sequence
horizontally or vertically so by moving them around on the grid again just
creates a nice cohesive well-designed piece and for the time I'm starting with
this sort of burst of four lines that all begins in at one point and then just
these tiny little pairs of leaves not quite as long as the rosemary leaves a
little shorter but still quite close together and yeah that's the time I'll
label that and that completes my little herbs of the garden doodle all I have to
do now is erase that grid that I initially laid down so that no one knows
that it was ever there and it'll just be super centered and I'm gonna put a
little title garden herbs in capital print really simple print and then just
do a little flag around it to give it a nice whimsical gardeny picnicky feel
and I'm just doing that in pencil and then I'll go over it in my pen which you
can see me doing there and that's all there is to it you guys will be able to
print this out on my patreon but of course I think we've walked through
every herb so I hope you feel like you can achieve these doodles in your own

Scientists Just Transferred Memories... Between Sea Slugs - Duration: 5:27.
Sometimes, scientists do things that kinda seem impossible.
Like, in a paper that came out on Monday, they took memories from one group of sea slugs
and stuck them in other sea slugs — so that the second group seemed to remember something
that had never happened to them.
It's an amazing feat of science, and it could someday help us understand human memory…
but it's also a little spooky.
This experiment, which was published the journal eNeuro, was part of our decades-long search
for an engram: a physical thing in our brains that contains our memories.
For the record, we haven't found one.
The most common idea says that long-term memories are probably housed in the connections between neurons.
But some researchers believe they're stored in your non-coding RNA somehow.
RNA is best known for helping your cells create proteins.
It's kind of like a recipe created from the information in DNA.
But non-coding RNA isn't involved in making proteins.
There are lots of different types, and we're still figuring out everything those molecules
can do.
And with this new paper, we have more evidence that one of their jobs could involve memory.
In this study, scientists repeatedly prodded the tails of 34 sea slugs, called California
sea hares.
Each poke triggered a defense reflex where they suck their tails inside their bodies.
Normally, they probably do this to protect their sensitive, squishy parts from predators.
But y'know, it's good for science, too.
The more the researchers poked, the longer that reflex lasted.
And after two days of this, the sea slugs had been trained to keep their tails in about
60 seconds longer than they had at the start.
Then, the scientists took samples of RNA from the sea slugs' nervous systems and injected
them into the circulatory systems of another group of sea slugs — ones who didn't get
any tail prods.
And after the injection, these new sea slugs also performed the tail reflex about 40 seconds
longer than normal.
It wasn't quite as long as the trained group, but the change was big enough to suggest that
the sea slugs had basically been injected with the memories of the first group.
Or at least, something in their nervous systems changed and made their tail reflexes last longer.
After follow-up experiments, the researchers believed this happened because that non-coding
RNA somehow triggered DNA methylation.
This is when methyl groups get attached to specific parts of DNA, and it usually stops
the production of certain proteins.
So maybe that, in turn, altered something in the sea slugs' neurons.
There's still a lot to figure out — like how non-coding RNAs cause methylation, and
how methylation changes sea slug neurons and, ultimately, memories.
And we can't say for sure that this works the same way in humans.
But if it did, it would put us one step closer to understanding where our memories live inside
our heads, and how we might even be able to alter them.
Which is all kinds of weird.
If you need a breather after all that, well, we've got the study for you.
For years, scientists have noticed that controlled breathing — like from certain meditation
practices — can provide all kinds of cognitive benefits, including improved focus.
And according to a paper published last Thursday in the journal Psychophysiology, we might've
figured out why.
It all has to do with a little structure in your brainstem called the locus coeruleus,
or the LC.
And the LC affects a lot of things, including your respiratory system.
It's linked to nerves that remind your body to keep breathing even when you're not thinking
about it.
As a result, the activity of this region is influenced by how much carbon dioxide is in
your body.
When there's more CO2, like when you inhale, your LC fires more often.
And the opposite is true when you exhale and your CO2 levels drop.
Now, the LC has another job too: It's your brain's main producer of a neurotransmitter
called noradrenaline or norepinephrine, which is a major player in your ability to focus.
The tricky thing is, your brain has kind of a sweet spot for noradrenaline levels.
If there's not enough of it, you don't feel stimulated, so it's hard to focus.
But if there's too much, you feel overstimulated or anxious, so you still can't focus.
According to this study, controlled breathing could help.
See, as you inhale and your LC fires faster, it also produces slightly more noradrenaline.
And it produces slightly less as you exhale.
So by controlling your breathing, the authors suggest that you can actually optimize those
noradrenaline levels — and your focus.
In their study, they tracked the locus coeruleus activity of 14 participants during two phases:
an 8-minute rest, and a 20-minute listening task.
In the task, they had to pay attention and respond as fast as possible to mostly random
tones, which could pop up anywhere between 2.5 and 3.5 seconds apart.
To monitor their brain activity, the team used fMRI scans and also tracked participants'
pupil dilation, since previous work has shown that's a good indicator of locus coeruleus
activity.
They found that participants who were better at the listening activity had more synchronization
between their breathing and the task.
Their inhales and exhales were more in phase with those 2-3 second intervals.
And they probably weren't trying to do that.
Instead, the scientists thought that their focus levels were actually changing their
breathing — to have the right amount of CO2 for the amount of LC activity.
The researchers suggested this wasn't a one-way street, either — that controlling
your breathing can influence noradrenaline production and how focused you are.
This was the first study to find a biological link between breathing and cognition in humans,
so we need more papers to know anything for sure.
But the next time you're struggling to pay attention in class or a meeting, maybe try

Illinois Lawmakers #3305: Budget Progress & Quincy Veterans Home - Duration: 26:48.
[Fast Paced Music]
>> WELCOME TO ILLINOIS LAWMAKERS
CONTINUING COVERAGE OF THE
SPRING SESSION OF THE ILLINOIS
GENERAL ASSEMBLY DURING THE
MONTH OF MAY.
JOINED BY STATE HOUSE
CORRESPONDENT HANNAH MEISEL WHO
IS CONTRIBUTOR TO RICH MILLER.
GOOD TO HAVE YOU ON THE PROGRAM.
>> GLAD TO BE HERE.
>> THIS WEEK OF COURSE THERE'S
SOME CAUTIOUS OPTIMISM IN TERMS
OF GETTING A BUDGET DONE BY MAY
31st.
WHAT ARE YOU HEARG?
>> IT SEEMS FROM THE -- WHEN YOU
THINK BACK TO A YEAR AGO AT THIS
TIME IT'S REALLY THE B THAT WE
COULD EXPECT AT THIS POINT IN
MAY.
CONSIDERING THE YEAR IT IS NOW,
THAT HAS GROWN BETWEEN I WOULD
SAY THE HEARS BUT BETWEEN
GOVERNOR AND HOUSE SPEAKER.
SEEMS LIKE THEY COULD DEFINITELY
COME TO SOME SORT OF AN
AGREEMENT, I FEEL LEEK MORE
OFTEN THAN EVERYONE WAS QUITE
EXPECTING.
THE NUMBERS DON'T SEEM TO BE
TERRIBLY OUT OF WHACK FROM WHAT
THE NONPARTISAN --
>> COMMISSION ON --
>> GOVERNMENT FORECASTING
ACCOUNTABILITY HAS.
CALCULATED IN WHAT THE STATE
MIGHT BRING IN.
SO THERE'S NOT GOING TO BE
HOPEFULLY NOT GOING GO THE TO BE
TOO MANY SNAGS.
I AM NOT GOING TO PLACE THAT ON
THE TABLE YET.
>> THE ENTIRE DASH DID WHEN
GOVERNOR ISSUED VETO ON PIECE OF
GUNG LEGISLATION THAT BASICALLY
REWROTE A LOT OF THAT BILL AND
INSERTED BRINGING BACK THE DEATH
PENALTY FOR MASS MURDERERS AND
POLICE KILLERS.
>> YEAH.
THIS WAS VERY INTERESTING BY THE
GOVERNOR.
IT'S NOT SOMETHING HE HAS REALLY
TALKED ABOUT THAT MUCH BEFORE.
THE DEMOCRATIC CONTROLLED
LEGISLATURE PUT OUT A BUNCH OF
GUN BILLS IN FEBRUARY IN
RESPONSE TO THE SHOOTING IN
PARKLAND, FLORIDA.
AND THIS SPECIFIC BILL THAT THE
GOVERNOR REWROTE IT WAS 72-HOUR
COOLING OFF PERIOD BETWEEN THE
TIME THAT YOU WANT TO GO AND BUY
A HANDGUN AND BEFORE YOU
ACTUALLY CAN.
WHAT HE DID WAS EXTEND FROM --
TO ALL GUNS BUT IN THE SAME
STROKE OF THE PEN HE ALSO SAID
WE'RE GOING TO BRING BACK THE
DEATH PENALTY, SOMETHING THAT
WAS OFFICIALLY ABOLISHED IN
2011.
THAT IS REALLY HARD SELL.
>> THE HOUSE SPONSOR AND
ORIGINAL LEGISLATION IS SHOCKED
BY IT.
WE'LL TALK TO EVERYBODY AND GO
THROUGH THIS THING AND SEE HOW
IT WORKS OUT.
THERE'S ALSO A NEW DEVELOPMENT
THIS WEEK THAT THEY'RE TRYING TO
GET A SEPARATE APPROPRIATIONS
FOR THE -- CAPITAL APPROPRIATION
FOR THE QUINCY VETERAN STREET TO
REPLACE THE WHOLE THING.
>> RIGHT.
THAT WOULD BE -- STAND ALONE
CAPITAL BILL THAT WOULD ENSURE
THAT THINGS WOULDN'T BE CAUGHT
UP IN THE POLITICAL MEYER.
PEOPLE COULD FEEL SAFER BECAUSE
AS WE REMEMBER OUR 13 PEOPLE
WERE KILLED BY LEGIONNAIRE'S
DISEASE.
IT'S BEEN TERRIBLE FOR NOT
JUST -- BUT THE GOVERNOR COME
OUT LOOKING GOOD AT ALL.
THE GOVERNOR SEPARATE, THAT
TAKES AWAY SOME LEVERAGE FROM
DEMOCRATS THAT, YOU KNOW, THE
PRESIDENT SAID THE OTHER DAY
THAT HE WOULD BE OPEN TO IT.
>> WE'LL HEAR A LITTLE LATER IN
THE PROGRAM THAT THERE SEEMS TO
BE SOME BIPARTISAN AGREEMENT ON
THAT.
HANNAH, THANK YOU FOR YOUR TIME.
GOOD TO HAVE YOU HERE.
COMING UP NEXT WE'LL START
TALKING TO SOME OF THE HOUSE
BUDGETEERS HOW THAT MAY BE
COMING TOGETHER HERE AT THE
CAPITAL.
>> OUR ILLINOIS LAWMAKERS CLOSER
TO GETTING THE BUDGET DONE?
WE'LL TALK TO ONE OF THE HOUSE
BUDGET HE CANELS REPUBLICAN DAN
BRADY, GOOD TO HAVE YOU BACK ON
THE PROGRAM.
>> THANKS FOR HAVING ME.
>> THERE AVERAGES LEADERS
MEETING THIS WEEK, I DIDN'T HEAR
OF ANYBODY THROWING DEAD CATS AT
ANYBODY.
IT WAS CONSIDERED TO BE VERY
PRODUCTIVE BY ALL ACCOUNTS, WHAT
ARE YOU HEARING?
>> I'M OPEN TOE MYSTIC AND
CONTINUE TO BE OPTIMISTIC IN
THESE TIMES THAT WE'RE IN RIGHT
NOW, WE KNOW THAT THERE'S A LOT
OF FRUSTRATION LEVEL.
THERE'S A LOT OF PRESSURES ON
EVERYBODY.
ARE REGARDING THE BUDGETARY
PROCESS.
BUT WHAT IS ENCOURAGING TO ME IS
DISCUSSIONS CONTINUE THAT THE
LEADERS KEEP MEETING THAT OUR
BUDGETEER GROUP KEEPS MEETING.
WE'RE MOVING, WE DIDN'T HAVE
CONSENSUS ON THAT REVENUE NUMBER
THAT MANY REPUBLICANS, MYSELF
INCLUDED, WANTED TO HAVE.
WE'RE STILL MOVING FORWARD AND
WE'RE IN A POSITION TO WHERE
WE'RE LOOKING AT AGENCIES AND
DISCUSSIONS CONTINUE.
AT THIS STAGE OF THINGS I THINK
IT'S VERY POSITIVE.
>> I'VE BEEN HEARING IN YEARS
PAST WHEN THE WHOLE THING CAME
DOWN TO LIKE RIGHT BEFORE
MIDNIGHT.
THEY STOPPED THE CLOCK.
AT THIS POINT WE'RE COUPLE OF
WEEKS OUT TO HAVE THESE -- THIS
KIND OF DISCUSSION STILL GOING
IN A POSITIVE WAY IS NOT
INSIGNIFICANT.
>> NO, IT'S NOT INSIGNIFICANT AT
ALL.
THAT'S THE ENCOURAGEMENT THAT
I'M ACTUALLY SPREADING.
WE'RE HAVING OUR DISCUSSIONS
COULD THINGS CHANGE IN A MINUTE,
SURE, AROUND HERE, EVERYBODY
KNO THAT.
RIGHT NOW THE POSITIVE IS LET'S
KEEP RIDING THE WAVE OF WHAT
APPEARS TO BE GOOD FAITH
NEGOTIATIONS AND WE'LL CONTINUE
THAT.
>> SOMETIMES, WELL, DEMOCRATS
ARE SLOW WALKING THAT OR
REPUBLICANS AREN'T GIVING US THE
BILLS TO GET THE THING TOGETHER.
THERE'S A LOT OF RHETORIC THAT
FLIES AROUND HERE BUT WHAT
YOU'RE SAYING THERE'S
SUBSTANTIVE WORK HAPPENING BELOW
THE SIDELINES.
>> THERE IS.
THAT WORK HAS TO REALLY GO BELOW
THE RADAR SCREEN IN ORDER TO
KEEP GETTING THINGS MOVING
ALONG.
AND SO THE REPORTS ARE
ENCOURAGING, MY INTERACTION, MY
COLLEAGUES, DO WE HAVE BUMPS
SURE, THAT HAPPENS WHEN YOU'RE
TRYING TO PUT TOGETHER A MASSIVE
BUDGET AND TRYI TO BE
IDENTIFIED THE PRESSURES THAT
ARE ON SO MANY DIFFERENT PARTS
OF OUR BUDGET AND THE QUESTION
OF THE REVENUE.
SO, WITH THAT WE CONTINUE.
THE BLUEPRINT IS IN PLACE FROM
WHAT THE GOVERNOR DID.
OBVIOUSLY WE GOT TO CONTINUE TO
BUILD.
>> HEAVY LIFTING WAS DONE LAST
YEAR, WHETHER YOU AGREE WITH THE
TAX INCREASE OR NOT.
IT'S IN PLACE, THERE'S NO OP
TIGHT TO DO ANOTHER INCREASE
DURING AN ELECTION YEAR AT ALL.
YOU'RE GOING TO HAVE TO FIND A
NUMBER TO AGREE ON MAKE
EVERYTHING CONFORM TO IT.
>> TRUE.
YOU BRING UP A VERY GOOD POINT.
IT IS AN ELECTION YEAR.
THE FLIP SIDE THAT HAVE ELECTION
YEAR IS THAT THERE IS NOT ONE
RANK OR FILE, REPUBLICAN OR
DEMOCRAT THAT WANTS TO GO BACK
TO THEIR DISTRICT EXPLAIN WHY WE
HAVE NO BUDGET.
>> WE'RE ALSO IN A SITUATION
THIS WEEK WHERE WE'RE HEARING
SOME REALLY INTERESTING STUFF ON
GUN CONTROL, THE GOVERNOR OF
COURSE EARLIER THIS WEEK ISSUED
A MANDATORY VETO, REWROTE ONE OF
THE ORIGINAL BILLS.
HE'S GOT THAT.
HE WANTS TO REINSTATE THEEATH
PENALTY FOR MASS MURDERERS AND
PEOPLE WHO KILL POLICE OFFICERS.
STIRRED UP A LOT OF CONTROVERSY.
IS THAT GOING TO SUCCEED HERE OR
WHERE ARE WE GOING TO GO WITH
THAT?
>> TIME WILL TELL.
ONE THING FOR SURE WITH THE
ISSUE REGARDING GUN CONTROL AND
ISSUE OF WHAT WE'VE SEEN IN
SHOOTINGS THAT HAVE OCCURRED
'ROSS THIS COUNTRY.
EVEN MOST RECENTLY IN DIXON,
ILLINOIS, THANK GOODNESS IT
TURNED OUT THE WAY IT DID.
WE HAVE TO BE COGNIZANT SOME OF
THE POINTS THAT HE PUT IN THE
MANDATORY VETO.
SOME OF THOSE IDEAS HAVE BEEN
WITH THE REPUBLICANS.
LOOKING AT THE SCHOOL SIDE OF
THINGS, SCHOOL SAFETY SIDE OF
THINGS AND LOOKING AT WHAT WE
CAN DO ESPECIALLY IN AREA OF
MENTAL HEALTH AND PREVENTING,
THAT'S WHERE OUR FOCUS IS.
SO THE REST OF IT WILL PLAY
ITSELF OUT BUT WE'LL SEE WHAT
HAPPENS WITH THE RESPONSE TO THE
VERNOR'S MANDATORY VETO SOME
OF THE THINGS HE PUT IN, SOME
GOOD, SOME NOT SO GOOD.
>> SENATE IS SENDING ANOTHER
REVISED BILL OVER HERE ON GUN
LICENSING, DS IT ANSWER A LOT
OF THE CONCERNS THAT WERE RAISED
WHEN IT WAS VETOED EARLIER?
>> THAT IS A VERY GOOD QUESTION.
AS IT'S COMING TO THE HOUSE WE
NEED TO LOOK AT MORE INDEPTH.
CERTAINLY IT WAS NOT SOMETHING
THAT I WAS IN FAVOR OF THE WAY
IT WAS IN THE HOUSE.
I'M OPEN TO TAKING A LOOK.
BUT CERTAINLY HAVE MY CONCERNS
AND RESERVATIONS ABOUT IT.
>> LAST MINUTE, YOU'RE TALKING A
STRONG LOOK AT HIGHER EDUCATION
REORGANIZATION IN THE STATE.
HOW IS THAT MOVING ALONG?
>> IT'S MOVING ALONG GOOD.
IN FACT WE'VE ALREADY FILED SOME
BILLS IN THE SENATE AHEAD OF THE
COMMITTEES.
WHAT WE'RE DOING RIGHT NOW IS
ACTUALLY PUTTING PIECES,
LEGISLATION OUT THAT IS TRYING
TO DO ASSISTANCE TO THE
STUDENTS, FOLLOW THE STUDENTS,
HELP THE STUDENTS THROUGHOUT
THEIR COLLEGE CAREER.
DIFFICULT WITH THE PRESSURES ON
HIGHER EDUCATION.
BUT WE HAVE FOCUSED ON THAT IN
BIPARTISAN FASHION WHICH IS VERY
ENCOURAGING.
>> THANKS SO MUCH.
WE APPRECIATE YOUR TIME AS
ALWAYS.
>> GOOD TO BE BACK.
>> THANK YOU.
CONTINUING OUR DISCUSSION ON
LAWMAKERS ABOUT THE
BUDGET-MAKING PROCESS WITH STATE
REPRESENTATIVE CRESPO, QUESTION
CHAIRMAN OF THE CAUCUS AND CHAIR
OF THE APPROPRIATIONS FOR
GENERAL SERVICES COMMITTEE IN
THE STATE OF ILLINOIS AND THE
EDUCATION AND CURRICULUM AND
POLICY COMMITTEE IN THE HOUSE.
GOOD TO HAVE YOU ON THE PROGRAM.
>> GOOD TO BE HERE.
>> THIS WEEK OF COURSE ANOTHER
LEADERS MEETING HERE AT THE
CAPITAL WITH THE FOUR LEADERS
AND THE GOVERNOR.
IT SOUNDS LIKE PEOPLE ARE COMING
OUT OF THOSE MEETINGS BEING
SOMEWHAT CAUTIOUSLY OPTIMISTIC
THAT THE DEAL WILL GET DONE
BEFORE THE END OF THE SESSION ON
THE 31st.
>> I CAN TELL YOUWE'VE BEEN
MEETING WITH THE GOVERNOR'S
OFFICE AND ALSO CAUCUSES IN THE
LAST THREE WEEKS.
WE ARE MORE OPTIMISTIC NOW, THIS
IS A GOOD TIME I THINK.
WE HAVEN'T DRILLED DOWN THROUGH
THE WEEDS THAT'S WHERE THINGS
GET COMPLICATED, RIGHT?
SO FAR, WE'VE BEEN GOING ALONG
WITH THE ASSUMPTION, IS THAT THE
GOVERNOR BUILT INTO THE BUDGET.
WE HAVEN'T DISCUSSED THOSE YET.
WHEN HE GETS TO THAT POINT
THERE'S GOING TO BE SOME HARDY
BAITS GOING ON AS TO WHETHER WE
CAN GO ALONG WITH THOSE
ASSUMPTIONS AND WHETHER WE CAN
GET 50 VOTES IN THE HOUSE AND 30
VOTES IN THE SENATE.
>> OF COURSE AS ONE OF THE
BUDGETEERS YOU'RE TAKING A LOOK
AT THE LINE ITEM LEVEL.
YOU'RE GOING IN TO DIG DOWN AND
DOING A DEAF DIVE ON THIS THING.
WITH ALL THE MYRIAD LINES IN
THIS BUDGET, IT WEIGHS IN LIKE
THIS.
THAT IS NO EASY TASK.
>> NO, GOT DOWN TO THAT LEL.
USUALLY WE SEND THAT TO THE
APPROPRIATION COMMITTEE, FIVE
APPROPRIATIONS COMMITTEES IN THE
HOUSE, THE SENATE THEY HAVE
WITH.
WE'LL GO THROUGH IT LINE BY
LINE.
RIGHT NOW WE'RE STILL WORKING ON
THE REVENUE THAT WE'VE -- AND
THEN START ABOVE THE LINE ITEMS.
THOSE ARE THE MANDATED, THE
SPENDING THAT WILL BE
COMPLICATED, TOO.
BECAUSE THIS WILL DETERMINE HOW
MUCH MONEY IS THERE FOR THE
APPROPRIATIONS COMMITTEE.
WE NEED TO DISCUSS THAT SERVICE.
TALK ABOUT MEDICAID, HOW MUCH.
WE STILL NEED TO TALK ABOUT AND
REACH AN AGREEMENT.
I'LL TELL YOU THIS.
IT HAS BEEN MY EXPERIENCE IN THE
PAST WHERE WE'VE AGREED WITH THE
REVENUE ESTIMATE, WE GET TO IT
WITH T LINE ITEMS THAT'S WHEN
THINGS FALL APART.
>> IT'S GETTING TO THAT ACTUAL
AGREEMENT ON THE ACTUAL TARGET
NUMBER.
BECAUSE THAT'S SOMETIMES MING
TARGET.
LAST YEAR WHEN THE BUDGET WAS
PAST THE LAST BUDGET DIDN'T
CREATE AS MUCH MONEY AS WE
THOUGHT IT WOULD.
THEN LATER ON THERE WERE SOME
ADJUSTMENTS AND WE WERE BACK IN
THE BALLPARK.
>> YEAH.
IT SEEMS LIKE THE MAKE AN END
GAME AND IT IS NOT.
IT WAS POINTED OUTED THE DYNAMIC
NUMBER, WE NEED TO CONSIDER SO
MANY THINGS.
THE GOVERNOR INCLUDED, FOR
EXAMPLE, SALE OF THE THOMPSON
CENTER.
HE DID THAT LAST YEAR.
WE WERE TALKING ABOUT THE
LOCAL -- CUT 10% LAST YEAR.
ALSO BECAUSE CORPORATE LOOPHOLES
CAN IMPACT THAT NUMBER.
>> THERE'S ANOTHER, A LEFT OVER
FROM THE BUDGET IMPASSE, LIKE
OVER A BILLION DOLLARS OFF THE
BOOK SPENDING THAT WAS DONE TO
KEEP PRISONS OPEN AND HEALTH AND
HUMAN SERVICES THEY'RE LOOKING
FOR SUPPLEMENTAL THERE.
>> THEY ARE LOOKING FOR
SUPPLEMENTAL TO $1.2 MILLION.
THE PROBLEM FROM OUR PERSPECTIVE
PERSPECTIVE.
MOST OF IT WAS IN THE
APPROPRIATION AUTHORITY, NUMBER
ONE.
I'VE BEEN ASKING TO LET US KNOW
HOW MUCH IS THAT WITH THE
PROGRAM.
IT'S A PRESSURE THERE.
THIS POINT IN TALKING ABOUT
SUPPLEMENTAL RIGHT NOW.
>> THAT'S STILL OUT THERE.
THOSE VENDORS ARE BASICALLY
STILL WAITING FOR -- THEY SOLD
FOOD TO THE CORRECTIONS
DEPARTMENT AND SERVICES AND THE
LIKE.
THAT'S ALL STILL KIND OF LUMPED
IN WITH THAT NEARLY $7 BILLION
AND THE BILL BACKLOG, RIGHT?
>> RIGHT.
SOMETHING ELSE HAS HAPPENED
TODAY.
WE HAD REPRESENTATIVE PASS THE
BILL ON THE COMMITTEE, ASKING --
LIKE $63 MILLION DATING BACK TO
2011.
HE TELLS ME HE ALREADY HAS OVER
80 VOTES.
AND SURELY GOING TO PASS THE
SENATE.
TALKING ABOUT THAT PRESSURE THAT
IS AGAIN $63 MILLION.
>> THAT'S WHY THIS WHOLE THING
STILL REMAINS A MOVING TARGET SO
HARD TO NAIL DOWN.
AT THIS POINT WE'RE COUPLE OF
WEEKS BEFORE MAY 31st I'VE
BEEN TALKING TO SOME OTHER FOLKS
TODAY.
THERE'S STILL OPTIMISTIC THAT
YOU CAN GET THE JOB DONE.
DO YOU SHARE IN THAT OPTIMISM?
>> WELL, I THINK THREE DIFFERENT
POSSIBLE OUTCOMES.
THE IDEAL ONE WOULD BE THAT
SOMEHOW GET TO THE GOVERNOR'S
OFFICE, ALL HOLD HANDS TOGETHER
AND PASS THE BUDGET WITH THAT
THEN WE'RE OUT OF HERE.
SECOND OPTION, THAT WE WORK WITH
REPUBLICANS LIKE WE HAVE IN THE
PAST AND PASS THE BUDGET WITH
THEM.
THIRD OPTION WE PASS A BUDGET
BEFORE THE END OF MAY WITH ONLY
60 DEMOCRATIC VOTES.
WE'LL HAVE TO COME BACK, BECAUSE
GOVERNOR WILL VETO THIS.
WE USUALLY -- JUST LOOK AT WHAT
HAPPENS BEFORE WITH THE SENATE.
>> WE'LL SEE.
WE'LL JUST HAVE TO SEE IN THE
NEXT COUPLE OF WEEKS.
REPRESENTATIVE FRED CRESPO
THANKS FOR JOINING US ON THE
SHOW.
>> THANKS FOR HAVING ME.
TIME NOW FOR ILLINOIS SENATE
PERSPECTIVE ON THE WEEK'S NEWS,
SENATE APPROPRIATION CHAIRMAN
ANDY, BUNKER HILL DEMOCRAT ALONG
WITH JIL TRACY OF QUINCY,
REPUBLICAN SPOKESWOMAN ON THE
STATE SENATE GOVERNMENT AND
TELECOMMUNICATIONS AND
INFORMATION TECHNOLOGY
COMMITTEE, THEY JOIN US NOW ON
"ILLINOIS LAWMAKERS" LET'S START
OFF WITH AN ISSUE THAT IS
OBVIOUSLY OF CONCERN TO BOTH OF
YOU, THE QUINCY VETERANS HOME IN
YOUR DISTRICT AND THERE WAS
UNFORTUNATE SITUATION WITH
LEGIONNAIRE'S DISEASE OUTBREAK
L. THERE'S NEWS THIS WEEK THAT A
NEW WATER SUPPLY IS BEING FOUND
FOR THE QUINCY VETERANS' HOME
AND THERE'S ALSO A BILL, CAPITAL
BILL STARTING TO GO THROUGH THE
PROCESS HERE TO ACTUALLY
RENOVATE AND REPLACE THOSE
BUILDINGS.
>> YES.
THE FIRST COMPONENT WAS TO FIND
THE BEST POSSIBLE SAFE DRINKING
WATER.
THAT HAS BEEN THE PROBLEM FROM
THE VERY BEGINNING THAT PERHAPS
WATER FROM THE MISSISSIPPI IS
MORE PRONE TO THE BACTERIA WHICH
IS FOUND IN OUR WATER SOURCES,
UNFORTUNATELY.
PROBABLY THE BEST IDEA WAS TO
DIG A NEW DEEP WELL.
CITY OF QUINCY IS ON THAT SAME
WATER SUPPLY WHERE THE VETERANS
HOME WATER COMES FRO
AND SO IT WAS A GOOD JOINT
EFFORT TO TO SAY THE CITY ARE
PUTTING SOME MONEY, IPA GRANT
AND WATER SOURCE WHICH DEEP
WATER WELLS HAVE MUCH LESS PRONE
TO THE BACTERIA.
>> OF COURSE, THE CAMPUS THERE
IS QUITE OLD.
SOME THAT HAVE DATES BACK TO THE
LATE 19th CENTURY RIGHT AFTER
WE STARTED TAKING CARE OF
VETERANS OF THE CIVIL WAR.
SO THERE'S NOW APPEARS TO BE
STAND-ALONE CAPITAL BILL FOR THE
QUINCY -- BASICALLY REPLACING
THAT OLD CAMPUS.
THAT CAME UP THIS WEEK WAS KIND
OF A SURPRISE, GOING TO BE DEALT
WITH.
>> SEN TAR TRACY AND I HAD A
DISCUSSION ABOUT THIS ON THE
SENATE FLOOR.
I COMMEND HER FOR FILING THE
BILL.
A GOOD STEP IN THE RIGHT
DIRECTION.
I OFFERED TO HOLD A PUBLIC
HEARING TO GET THE PROCESS
STARTED IN THE SENATE.
I THINK IT'S A GOOD MOVE IN THE
RIGHT DIRECTION.
OBVIOUSLY THERE'S MATTERS
DEALING WITH HOW DO WE PAY FOR
IT AND WHAT IS THE TIMEFRAME ON
HOW TO MOVE FORWARD BUT I THINK
THAT COULD BE A PRODUCTIVE
CONVERSATION DISCUSSION.
>> THAT'S ACTUALLY JUST BEGS A
COUPLE OF QUESTIONS I WAS GOING
TO ASK.
IN TERMS OF THAT, WHERE DO YOU
FIND THE REVENUE STREAM TO
ACTUALLY PAY FOR SOMETHING THAT
COULD COST UPWARDS OF A QUARTER
OF A BILLION DOLLARS?
>> IT'S PAID FROM THE CAPITAL
DEVELOPMENT FUND WHICH MEANS IT
WOULD BE BOND PROCEEDS.
IT WOULD HAVE TO BE INTEGRATED
INTO THE BUDGET, CONSTRUCTION OF
THE BUDGE CHET IS UNDERWAY RIGHT
NOW BETWEEN BOTH SIDES OF THE
AISLE AND BOTH CHAMBERS.
THAT OUGHT TO BE AT THE TOP OF
THE LIST.
STARTING THAT CONVERSATION IN
THE SENATE I THINK WOULD BE A
GOOD STEP IN THE RIGHT
DIRECTION.
>> HOW MANY PEOPLE ARE CURRENTLY
AT THE QUINCY VETERANS HOME?
>> ABOUT 350 THIS IS A LARGE
POPULATION, WE RECOGNIZE THAT WE
NEED TO BE THERE FOR FUTURE
GENERATIONS OF VETERANS, TOO.
SO THIS WAS A BIPARTISAN EFFORT
IN BOTH CHAMBERS THAT HAVE
COMMITTED TO HELPING US GET
WHATEVER IT TAKES.
ONCE ALL EYES VISITED AND
UNDERSTOOD THE UNIQUENESS OF THE
STRONG QUINCY VETERANS HOME
BEING THE FLAGSHIP OF OUR
VETERANS HOME IN ILLINOIS WE
WERE DETERMINED WHETHER FEDERAL
LEGISLATORS AND STATE WANTED TO
CONTINUE THAT TRADITION THERE.
>> TALK ABOUT THE TIMELINE.
YOU'RE IN THE PROCESS OF PUTTING
LEGISLATION THROUGH AND
OBVIOUSLY A BIPARTISAN EFFORT TO
GET SOME MOVEMENT ON THIS.
HOW SOON BEFORE YOU BREAK GROUND
AND WHAT DO WE DO TO MAKE SURE
THAT THE 350 OR SO VETERANS WHO
ARE THERE AND THEIR FAMILIES ARE
IN GOOD SHAPE IN THE INTERIM?
>> THEY TEST WATER EVER DAY.
RIGHT NOW WITH THE NEW
INTRODUCTION OF THE FILTERS
WE'VE SEEN A VERY MINIMAL --
TESTING OF THOSE FILTERS, WHICH
IS A VERY PRONE.
WE'VE ALSO TAKEN STEPS TO GET A
SYCMORE NURSING HOME IS A FEW
BLOCKS AWAY THAT IF THERE IS A
PROBLEMECAUSE LOT OF
UNDERGROUND SO WE'RE BUILDING
OVER AN EXISTING PLUMBING AND
PERHAPS TEARING DOWN OLD
BUILDINGS.
SO WE MAY HAVE TO MOVE SOME OF
THOSE VETERANS, THEN THERE'S A
LONG TERM PLAN FOR THE USE OF
THIS FOR LATER USE.
BUT I WANT TO SAY ALSO, IT'S
VERY IMPORTANT TO NOTE THAT
THERE IS FEDERAL MATCHING
AVAILABLE.
AND SENATOR DUCKWORTH HAS
COMMITTED TO HELPING US ACCESS
OR MORE OF FEDERAL FUNDING FOR
THIS PROJECT.
WE WOULD BE ABLE TO MAXIMIZE
THAT.
>> THERE'S ANOTHER NURSING HOME
THAT'S BEEN UNDER CONSTRUCTION
FOR AWHILE, THE CONSTRUCTION
STOPPED UP IN CHICAGO.
IS THERE ANY MOVEMENT ON TRYING
TO GET THAT PLACE BACK UNDERWAY?
>> SHOULD BE PART OF THE
CONVERSATION, I THINK SOME
UNDERSCORES THE NATURE AND NEED
FOR CAPITAL CONSTRUCTION ACROSS
THE STATE.
WHETHER IT'S FOR THESE TWO
PARTICULAR HOME OR FOR ANY
NUMBER OF OTHER THINGS.
THERE'S A PRETTY HEFTY LIST THAT
IS PENDING RIGHT NOW THAT SHOULD
BE PART OF THE CONVERSATION.
>> I SAW A LIST THE OTHER DAY
FROM THE GROUP THAT STUDIES THIS
ISSUE THAT SAID WE PROBABLY
SPENT $31 BILLION A YEAR JUST TO
KEEP PACE WITH ALL THE STUFF,
BUILDING SCHOOLS OR REPAIRING
BRIDGES, ROADS, THINGS LIKE THAT
THAT.
IS THATTISH A DISCUSSION THAT
DID TAKING PLACE?
IT'S LATE IN THIS SESSION BUT
THIS IS OBVIOUSLY SOMETHING OF
CONCERN TO ALL LAWMAKERS.
>> I THINK IT'S VERY MUCH.
WE LIVE IN RURAL COMMUNITIES
THAT VERY MUCH HAVE COMMUTERS,
PUBLIC SAFETY AND ECONOMIC
DEVELOPMENT ARE INTEGRAL TO
CAPITAL PLAN.
I THINK WE'LL SEE VERY MUCH
MOVEMENT, AS YOU SAY, WE'VE HAD
ENOUGH TO DEAL WITH THAT I THINK
VERY MUCH WE'LL SEE THAT NEXT
SESSION.
>> LET'S TALK ABOUT, OF COURSE
ALL OF THIS IS WRAPPED UP IN THE
BUDGET NEGOTIATIONS.
THERE WAS A LEADERS MEETING TO
WEEK BETWEEN THE FOUR LEDGE
SLEIGHTIVE LEADERS.
AND THE WORD THAT WE'RE HEARING
PUBLICLY THAT CAME OUT OF THEM
WAS VERY CONSTRUCTIVE, NOBODY
WAS THROWING ANYTHING AT ANYBODY
THAT WE COULD TELL.
WHERE ARE WE TOWARDS GETTING
BUDGET WRAPPED UP BY THE END OF
THE MONTH?
>> I WOULD SAY THE POSITIVE
NEWS, I'VE SPENT MORE TIME WITH
MY FELLOW BUDGET NEGOTIATING
THAN I HAVE MY FAMILY IN THE
LAST TWO WEEKS.
SO THAT'S A VERY BIG CHANGE FROM
RECENT YEARS.
NOTHING IS GOING TO GET SOLVED.
THERE'S GOING TO BE NO
COMPROMISE IF PEOPLE DON'T HAVE
FACE TO FACE CONVERSATIONS,
THAT'S GOING TO HAPPEN.
IT'S GOING TO HAPPEN TODAY FOR
SEVERAL HOURS FOR EXAMPLE.
I'M HOPEFUL THAT THAT IS GOING
TO LEAD TO SOME COMPROMISED
PROPOSAL THAT COULD BE CALLED
FOR A VOTE IN THE HOUSE AND
SENATE.
NOT GOING TO LEASE EVERYBODY.
THESE ARE TOUGH CHOICES THAT WE
THAT HAVE TO MAKE.
THE GOOD NEWS RIGHT NOW IS THAT
DEMOCRATS AND REPUBLICANS ARE
COMMITTED TO THOSE CONVERSATION,
IS THAT WOULD I THINK
ESSENTIALLY LEAD TO BIPARTISAN
BUDGET.
>> IN YOUR CAUCUS, THE
REPUBLICAN SIDE?
>> SAME THING.
THE BUDGETEERS AND LEADERS ARE
VERY MUCH MEETING.
IT'S BEEN QUIET.
BUT I HAVE FAITH IN THEM THAT
THEY RECOGNIZE THAT SHORT
TIMEFRAME AND SOMETIMES PRESSURE
REALLY GETS GOOD RESULTS.
>> THERE'S OLD SAYING AROUND
HERE IF YOU DON'T HEAR ANYTHING
THAT'S PROBABLY A GOOD THING
BECAUSE PEOPLE ARE ACTUALLY
TALKING BEHIND THE SCENES AND
GETTING SOME THINGS DONE.
THERE'S BEEN A LOT OF DISCUSSION
ABOUT, WHAT REVENUE ESTIMATE ARE
WE GOING TO USE TO NAIL THIS
DOWN?
ARE WE GETTING CLOSER TO KNOWING
WHATHAT BUDGET NUMBER IS GOING
TO BE?
>> THERE WILL BE AGREED UPON
REVENUE ESTIMATE.
WHAT OUR POSITION IS IN THE
SENATE AMONG THE DEMOCRATIC
CAUCUS IS LET'S PSENT BOTH THE
REVENUE ESTIMATE AND SPENDING
PLAN AT THE SAME TIME.
THEY SHOULD MATCH.
IT SHOULD BE IN BALANCE THAT'S
HOW WE SHOULD MOVE FORWARD.
>> AT THIS POINT LOOKING AT
SOMEWHERE IN THE NEIGHBORHOOD OF
JUST UNDER $30 BILLION, IS THAT
RIGHT?
>> IF YOU DIG DOWN INTO IT,
MINUTIA IS IMPORTANT IN BUDGET
MAKING THERE ISN'T THAT MUCH
DISAGREEMENT BETWEEN THE
LEGISLATIVE BRANCH ESTIMATE
VERSUS EXECUTIVE BRANCH ESTIMATE
VERSUS PARTISAN ESTIMATE BETWEEN
DEMOCRATS AND REPUBLICANS IN THE
HOUSE AND SENATE.
I THINK THE BIGGER FOCUS IS THE
SPENDING SIDE.
THOSE TWO THINGS SHOULD BE
PRESENTED IN CONCERT WITH EACH
OTHER.
>> WHAT YOU'RE DOING BEHIND THE
SCENES IS GOING THROUGH THE LINE
ITEMS ON EACH OF THE --
LITERALLY IF NOT DOZENS OF LINES
TO GO IN THERE FIGURE OUT HOW IS
THIS GOING TO MEET OUR NEEDS FOR
FISCAL YEAR 2019 AND BEYOND.
AND THERE WAS A NEW RINK THEY
WILL WEEK IN THE SENSE THAT
THE'S POTENTIAL FOR A NEW
REVENUE SOURCE FOR THE STATE OF
ILLINOIS THAT IS SPORT BETTING,
THE SUPREME COURT OVERTURNED
STATE BANS ON SPORTS BETTING
EVERY THIS WEEK.
BEEN A DISCUSSION AT THE CAPITAL
LAST COUPLE OF YEARS.
PROBABLY A LITTLE TOO EARLY TO
FACTOR THAT IN TO GETTING DONE
BEFORE THE END OF THE SESSION.
WHAT ARE SOME OF THE
CONSIDERATIONS BEFORE ILLINOIS
TAKES A POSITION.
>> FROM A BUDGET MAKING
PERSPECTIVE WHAT I DON'T WANT TO
SEE IS AN OVER ESTIMATION OF
REVENUE.
SO, FOR EXAMPLE, COUNTING A
NUMBER AS A RESULT OF THE
SUPREME COURT DECISION I THINK
WOULD BE PREMATURE.
WE WANT TO MAKE SURE THAT WE
HAVE A CONSERVATIVE REVENUE
ESTIMATE THAT IS AGREED UPON
BECAUSE WE DON'T WANT TO BASE
SPENDING ON REVENUES THAT AREN'T
GOING TO COME THROUGH.
SO I'M TAKING A CAUTIOUS
APPROACH WITH THIS ONE.
I THINK WE WILL HAVE TIME TO DO
IT BUT I DON'T THINK THE TIME TO
COUNT REVENUES FOR THIS IS IN
THE NEXT TWO WEEKS.
>> OF COURSE, I THINK IT'S
PROBABLY SOMETHING THAT WILL
MOST LIKELY WAIT UNTIL FALL OR
MAYBE EVEN SPRING OF NEXT YEAR
TO GET EVERYTHING LINED UP.
>> I DO.
I THINK HE'S SPOT ON, IN THE
PAST WE'VE BEEN TOO OPTIMISTIC
AND WE NEED TO BE CAUTIOUS AND
NOT.
I DID WANT TO MENTION THAT THE
SCHOOL FUNDING BILL THAT WE'VE
RECENTLY PASSED, THE SENATOR WAS
THE LEADER ON THAT,
EVIDENCE-BASED FUNDING.
WE'RE HEARING FROM OUR TEACHERS
WHEN THEY GOT THAT FIRST
PAYMENT, THEY DIDN'T THINK IT
WOULD REALLY HAPPEN.
I SEE IT AS A REAL BOOST FOR
RURAL EDUCATION.
WE'VE FOUGHT FOR A LONG TIME FOR
THE FORMULA, AND THE PRINCIPALS
ARE HAPPY WITH BEING ABLE TO
PLAN A LITTLE BIT.
THEY'RE CAUTIOUS IN THEIR
PLANNING BECAUSE THEY KNOW THAT
THEY'RE NOT SURE EXACTLY IF IT
WILL KEEP COMING.
THEY HOPE BUT SMALLER CLASSROOMS
AND GETTING MORE MATERIALS AND
ADDING STAFF IS REALLY BEEN A
PLEASURE FOR THEM.
>> THAT WAS ONE OF THE -- THAT'S
EVIDENCE OF EXAMPLES OF
BIPARTISAN, TRUE BIPARTISANSHIP,
CONGRATULATIONS TO EVERYONE WHO
WORKED ON THIS.
>> PROVIDING BETTER EDUCATION
AND SERVING OUR VETERANS,
THEY'RE NOT PARTISAN ISSUES.
THAT PART IS EASY.
>> THANK YOU SO MUCH.
WE APPRECIATE YOUR TIME.
THAT'S IT FOR THIS EDITION OF
"ILLINOIS LAWMAKERS" WE'LL BE
BACK NEXT WEEK WITH THE SPRING
SECTION DURING THE MONTH OF MAY.
