US Senators Urge Progress on US-India F-16, Guardian Drone Deals

Last week, a pair of U.S. senators from both the Republican and Democrat parties have jointly

sent two letters (see here and here) to U.S. Defense Secretary Jim Mattis and Secretary

of State Rex Tillerson urging the completion of two defense deals between India and the

United States.

Senator John Cornyn (R-TX) and Senator Mark Warner (D-VA), co-chairs of the U.S. Senate

India Caucus, in one letter, call on the United States to approve a deal to co-produce Lockheed

Martin F-16 fighters in India.

In a second letter, the two call for the U.S. government to approve the export of the General

Atomics Guardian.

The Guardian is a nonlethal variant of the MQ-9 Reaper drone, used by U.S. Customs and

Border Protection and the U.S. Coast Guard.

The two senators acknowledge the �strategic importance of the growing United States-India

defense and economic relationship,� which has enjoyed broad bipartisan support in Washington,

D.C., for well over a decade now.

They further note that India �increasingly serves as an integral partner in the United

States� security architecture in the volatile South Asia region.� This comment echoes

Mattis� own remarks to India�s national security adviser two weeks ago.

Mattis commended India for promoting �stability in the South Asia region� then.

In addition to highlighting the strategic value of the deals, Cornyn and Warner highlight

the potentially positive effect of the deals on preserving U.S. employment in the defense

sector.

With the inauguration of the Trump administration, things have been slow-moving on the U.S.-India

defense cooperation move.

When Mattis spoke to his former Indian counterpart, Manohar Parrikar, in February, he brought

up the Defense Technology and Trade Initiative.

His predecessor, Ash Carter, had long spearheaded that project to encourage U.S.-India collaboration

on defense commerce and technology.

In its final year in office, the Obama administration further recognized India as a �major defense

partner,� an effectively bespoke status for New Delhi that signaled the United States�

intent to deal with New Delhi as it would with its closest allies in the region.

Despite Cornyn and Warner�s calls to action, the two deals in question are actually quite

far from being actual �deals.� Following the demise of the old Medium Multi-Role Combat

Aircraft (MMRCA) tender, which had been awarded to France�s Dassault for its Rafale fighter,

and India�s decision to sideline the domestically developed HAL Tejas Light Combat Aircraft,

India will open up another 200-jet competitive bidding process for foreign suppliers, looking

for a medium-weight aircraft to succeed its fleet of MiG-21 fighters.

The F-16 may be a compelling option for New Delhi here, as it had been during the MMRCA

process, but under Prime Minister Narendra Modi�s �Make in India� initiative, New

Delhi will look to negotiate aggressively for concessions on technology transfer and

domestic production.

Meanwhile, the process toward concluding the sale of the Guardian drone is further along

in the sense that New Delhi officially filed a letter of request last year to the United

States, kicking off the latter�s Foreign Military Sales process.

With the change of administrations in the U.S., there has been little publicly reported

on the state of this deal.

The United States has yet to formally accept the Indian request and was examining the requests�

compatibility under its export rules for unmanned systems and based on existing commitments

under the Missile Technology Control Regime, which India joined last year.

MASS EFFECT PATCH 1.05 ANIMATION, MULTIPLAYER, INVENTORY & MORE - Duration: 4:09.

Bioware have released a blog post talking about the first proper patch for bug fixes

and a few quality of life changes,

it sounds pretty awesome and it really hits some of the issues with the game.

"Hi everyone, It's been two weeks since the launch of

Mass Effect™: Andromeda and we're thankful to the millions of you who have already joined

us on this journey. And though the game is now in your hands, it's really just the

beginning. Since launch, our team has been poring over

your comments and feedback, looking to discover what you like about the game, as well as areas

we can evolve or improve.

This Thursday, we'll release a new patch that addresses technical fixes (crashes, improved

performance),"

This is a big one for me as the performance has been super resource heavy, it's pushing

my PC to the limit to be able to play at ultra, record and stream, which I can do with most

games, but improving that is a big win I'd say

Then it continues... "but also adds a number of improvements we've

heard you ask for, such as:

• Allowing you to skip ahead when travelling between planets in the galaxy map

• Increasing the inventory limits • Improving the appearance of eyes for humans

and Asari characters • Decreasing the cost of remnant decryption

keys and making them more accessible at merchants • Improving localised voice over lip sync

• Fixing Ryder's movements when running in a zig zag pattern

• Improving matchmaking and latency in multiplayer"

Skipping ahead in the galaxy map is something I've even commented on in the streams, once

you've seen it, it starts getting old, so that's good,

I don't really think we need a bigger inventory but it'll be more convenient so that's cool.

The eyes have been the creepiest of the animation problems so that is fantastic!

The decryption keys are far more expensive than they should be for what they actually

do, so I agree with that.

Lip sync improvements are great.

Ryder's movement was another big one for the animations so that awesome.

And the improved latency in multiplayer is an issue I've heard about, it's not something

I dabble in but a few viewers have mentioned how bad it is, so it's awesome that they're

fixing that.

The post continues with... "There are many more adjustments being made,

all of which you can find in our patch notes. Over the next two months we'll be rolling

out additional patches which will go even deeper and look to improve several areas of

the game:

• More options and variety in the character creator

• Improvements to hair and general appearance for characters

• Ongoing improvements to cinematic scenes and animations

• Improvements to male romance options for Scott Ryder

• Adjustments to conversations with Hainly Abrams

These upcoming patches will also address performance and stability issues. And we're looking

at adding more cosmetic items to single player for free.

For multiplayer, over the same timeframe, we're going to continue to build on the

APEX missions that have been running since launch. We'll be adding new maps, characters,

and weapons. On Thursday, we kick off the first of three new chapters centred around

The Remnant Investigation.

This is just a taste of what's in store as we continue to support Mass Effect: Andromeda.

Ok, so, this is pretty fantastic news, this is more than I expected so soon, most companies

are very slow with this kind of thing and seriously lack the ability to actually inform

their fans of what's going on, so kudos to Bioware for addressing the problems and showing

their plans to fix them.

The main thing now is to see on Thursday just how well these fixes have been done and to

find out if they are all talk, it's easy to make promises but following through with them

is another thing.

This was kind of a reaction slash news video, not sure how this will fare, if you like this

The Hunt for Water on the Moon - Duration: 5:20.

The Moon.

It's a dry, dusty landscape.

Devoid of life, and certainly devoid of water.

Or is it?

Certainly that's how people picture the Moon,

and it was the Apollo astronauts' experience.

It was so dry and dusty that it caused serious problems with their equipment.

But in the decades since the Apollo missions,

astronomers have learned that there's much more water on the Moon

than we ever imagined.

And that water, in the form of ice, could hold the secret to colonizing the Moon,

and make it a perfect stop-off point for a mission to Mars.

The first time scientists seriously suggested we might find water on the Moon

was in 1961, when researchers at Caltech published a paper on the topic.

They said we might find water ice in craters near the Moon's poles.

There, in that shadowy, cold environment,

it would be possible for ice to survive for millions of years.

But it wasn't until 2009 that we were able to prove them right.

Astronomers knew that asteroid and comet impacts would've

brought some water to the Moon.

And there's more water forming on the Moon all the time,

when the hydrogen in solar wind interacts with oxygen in the rock and dust.

Bringing water to the Moon is one thing, but keeping it there is another.

Originally, few people thought there would be any water on the Moon.

For one thing, the temperature swings wildly between day and night,

reaching an average high of 107 degrees Celsius,

above the boiling point of water.

For another, even water vapor doesn't survive long on the Moon.

That's because the sunlight decomposes it into hydrogen and oxygen,

and then that lightweight hydrogen escapes the Moon's weak gravity.

In fact, when Apollo astronauts brought back Moon rocks with traces of water,

people were so sure the Moon was dry,

that they just assumed the samples had been contaminated.

Even ten years ago, while astronomers suspected there might be water,

they hadn't been able to prove it.

So how did we finally discover it?

Well, the short answer is we threw stuff at the Moon to see what would happen.

The long answer is that it took decades of unmanned missions

and careful measurements.

The first really solid evidence for water on the Moon came in 1994

with NASA's Clementine probe.

By bouncing radio waves into shadowy parts of the Moon,

we were able to discover areas of the Moon that reflected like an icy surface,

instead of a rocky one.

The results weren't enough to say

that there was definitely water ice down there,

but it was a tantalizing hint that there might be.

Next came Lunar Prospector in 1998.

This NASA probe measured the contents of the Moon's regolith.

Scientists used the data to calculate how much hydrogen was in the regolith,

which was important, since water — aka H2O — has hydrogen in it.

Lunar Prospector found that there was a lot more hydrogen near the poles,

suggesting we might find water there.

But there was a wrinkle: the extra hydrogen they'd found near the poles

was bound up in what's known as a hydroxyl group,

which consists of a hydrogen and oxygen atom.

These hydroxyl groups are found in water,

but they can also be bound to minerals.

So they might not have been signs of actual water the way we imagine it.

At the end of its mission,

Lunar Prospector tried something else to solve the water mystery.

It pointed itself towards the surface of the Moon and crash landed.

The goal was to try to throw some water into the atmosphere

where it could be detected.

It was a great idea, but it didn't work out the way astronomers had hoped.

They didn't find anything new.

But then, in 2008, things really kicked off.

First, a study came out that analyzed lunar samples from the Apollo missions.

They showed that those samples really did contain water,

hidden away inside ancient beads of lava,

proving that the Moon once had plenty of the stuff.

Next, the Indian spacecraft Chandrayaan-1

did a similar trick to Lunar Prospector,

and crash-landed in a crater to see what would be thrown up.

And this time, astronomers found clear signs of hydroxyl groups

in the lunar soil.

Over at NASA, they rushed to launch a satellite

that could settle the question once and for all.

They called it the Lunar Crater Observation and Sensing Satellite.

It reached the Moon in late 2009, and produced similar plumes of debris

by crashing the rocket that carried it there into a crater.

Then, it flew through the debris plume and tried to detect water.

The data showed pure, crystalline water-ice.

Since there are no visible slabs of ice on the surface near the impact site,

this probably came from small chunks mixed in with the lunar regolith.

When researchers analyzed the data,

they estimated that in just that one 20-meter crater, there were 100 kg of ice.

This is a big deal for future space missions.

For one thing, humans obviously need water to, you know… stay alive.

And bringing it with us is expensive, because water's heavy!

For another, you can use water to create rocket fuel.

If we went to the Moon today, we'd have to bring any fuel we needed

for the return journey with us.

That's a lot more weight to blast up out of Earth's atmosphere.

Being able to create rocket fuel on the Moon would make space travel,

including missions to Mars and beyond, much more practical.

And the more we know about the nature and amount of water on the Moon,

the closer we get to finally colonizing our closest neighbor.

Reacting to My Latest SUPER awkward Chinese CCTV Performance // - Duration: 7:14.

Hey guys What's up, welcome to another video from Lingling here.

If you think that I seem a little awkard

well it's just because I was filming in this beautiful room and now a man is sitting besides me

and I don't know what he's doing here but I still want to make my video so I'm just trying to get used to it.

So today we're going to do a reaction video because I thought it could be hilarious.

A few months ago I did a video project with CCTV and we made videos about solar terms,

if you watched my vlogs at that time I think it was around October I mentioned it a few times

so anyways, now they finally shared the final video and it is hilarious like, hilarious!

I just had to share it with you guys and I thought why not put it here and then, you know,

you guys could see it together with me and we could react together.

I don't know, I've never done a reaction video before but I'm quite excited so without further ado, let's get started.

I just want to show you guys that my computer is here so when I look down it's because I'm looking at the video

I hope that's cool. Yeah so, let's do it.

We redid this one so many times it was really so awkward, oh my god.

Also the manuscript if you feel like the English sounds weird it's because we tried to correct it but,

CCTV wouldn't' let us, like, rewrite the manuscript, so we just had to kind of go with it and it was so difficult to say it.

Also if you feel like I'm doing a lot of weird pauses, it's because I couldn't wear my glasses so I couldn't see the manuscript.

I had to memorize everything

I actually never learned Jingzhe (solar term) even though I said it's the most difficult character I ever learned, I never learned it.

I didn't even know it, when we started what it was. Not before I started reading the manuscript.

So I don't know about you guys but I feel like the shirt is the worst thing possible.

Now they're not filming it anymore but I feel like "the girls" are just out there in the camera.

It's so difficult to concentrate on anything else 'cause they're just huge, out there because of the shirt.

The shirt is overdoing it way to much.

It was quite fun because everyone around me, like the staff, everyone was speaking Chinese so I could practice my Chinese

and I also learned a lot because I didn't know about these solar terms before

and I'm always curious when it comes to Chinese culture and history so I thought why not learn some more

and I realized that I'm not an actor and I'm probably never going to be.

Anyways guys, I just want to show you guys what I've been up to and I want to show you how it's done in China.

This video went through so many censors and it has been redone so many times,

it took them months just to finish the whole, like editing and scripting, oh my god,

like the script was written a few times already and we saw it and we were like, oh my god this is really bad English, like it makes no sense

and we had to redo it again but we couldn't redo it too much because if we did that then CCTV would be like "no no no no", and yeah.

If you're wondering why CCTV has a Facebook page then I can not tell you why. That's just the thing in China.

Cause you know, facebook is blocked in China, and CCTV is supported by the Chinese government and the Chinese government blocked facebook.

Yeah no comments on that one.

This week, Barack Obama's former national security advisor Susan Rice was exposed as

the person who requested the "unmasking" of Trumpworld names on raw intelligence reports.

Now, things have gotten even worse for her, as Sen. Rand Paul, R-Ky., just went on live

television to demand that she testify before Congress."I believe Susan Rice abused this

system and she did it for political purposes," Paul said on Morning Joe, according to Daily

Mail. "She needs to be brought in and questioned under oath."

Paul added that Rice needs to be asked if Obama ordered these names unmasked and whether

he knew about it. "This is a big deal," the Kentucky Republican

said. "If the outgoing administration was actually, literally sifting through things

and part of the administration already said we were going to scatter, we were going to

get as much information, we were going to scatter it out there publicly to try and harm

the Trump administration."

"This was a witch hunt that began with the Obama administration," Paul continued. "Sour

grapes on the way out the door. They were going to use the intelligence apparatus to

attack Trump and I think they did."

This came after U.S. Attorney Joseph diGenova confirmed that Rice had asked U.S. spy agencies

for "detailed spreadsheets," of legal phone calls involving Trump and his aides

during the presidential campaign.

"What was produced by the intelligence community at the request of Ms. Rice were detailed spreadsheets

of intercepted phone calls with unmasked Trump associates in perfectly legal conversations

with individuals," diGenova said.

During Barack Obama's sham of a presidency, he made sure his Department of Justice never

cracked down on the radical Black Lives Matter movement despite the many incidents of violence

and looting that was perpetrated by the group. Now that Donald Trump is in office, however,

he's making it clear that he has no intention of allowing the Black Lives Matter movement

to get away with this anymore.

The Washington Post reported that Attorney General Jeff Sessions just instructed the

Department of Justice to reform agreements with troubled police forces across the country.

These agreements were put in place by the Obama administration as a means of fighting

what it saw as an epidemic of police brutality against black citizens. However, Sessions

said he wants these agreements reviewed to make sure they don't undermine the Trump

administration's goals of promoting officer safety and morale while fighting violent crime.

Sessions revealed in a memo that was released on Monday that the agreements made between

the department's civil rights division and local police departments will be reviewed

by two top deputies.

US Senators Urge Progress on US-India F-16, Guardian Drone Deals

Last week, a pair of U.S. senators from both the Republican and Democrat parties have jointly

sent two letters (see here and here) to U.S. Defense Secretary Jim Mattis and Secretary

of State Rex Tillerson urging the completion of two defense deals between India and the

United States.

Senator John Cornyn (R-TX) and Senator Mark Warner (D-VA), co-chairs of the U.S. Senate

India Caucus, in one letter, call on the United States to approve a deal to co-produce Lockheed

Martin F-16 fighters in India.

In a second letter, the two call for the U.S. government to approve the export of the General

Atomics Guardian.

The Guardian is a nonlethal variant of the MQ-9 Reaper drone, used by U.S. Customs and

Border Protection and the U.S. Coast Guard.

The two senators acknowledge the �strategic importance of the growing United States-India

defense and economic relationship,� which has enjoyed broad bipartisan support in Washington,

D.C., for well over a decade now.

They further note that India �increasingly serves as an integral partner in the United

States� security architecture in the volatile South Asia region.� This comment echoes

Mattis� own remarks to India�s national security adviser two weeks ago.

Mattis commended India for promoting �stability in the South Asia region� then.

In addition to highlighting the strategic value of the deals, Cornyn and Warner highlight

the potentially positive effect of the deals on preserving U.S. employment in the defense

sector.

With the inauguration of the Trump administration, things have been slow-moving on the U.S.-India

defense cooperation move.

When Mattis spoke to his former Indian counterpart, Manohar Parrikar, in February, he brought

up the Defense Technology and Trade Initiative.

His predecessor, Ash Carter, had long spearheaded that project to encourage U.S.-India collaboration

on defense commerce and technology.

In its final year in office, the Obama administration further recognized India as a �major defense

partner,� an effectively bespoke status for New Delhi that signaled the United States�

intent to deal with New Delhi as it would with its closest allies in the region.

Despite Cornyn and Warner�s calls to action, the two deals in question are actually quite

far from being actual �deals.� Following the demise of the old Medium Multi-Role Combat

Aircraft (MMRCA) tender, which had been awarded to France�s Dassault for its Rafale fighter,

and India�s decision to sideline the domestically developed HAL Tejas Light Combat Aircraft,

India will open up another 200-jet competitive bidding process for foreign suppliers, looking

for a medium-weight aircraft to succeed its fleet of MiG-21 fighters.

The F-16 may be a compelling option for New Delhi here, as it had been during the MMRCA

process, but under Prime Minister Narendra Modi�s �Make in India� initiative, New

Delhi will look to negotiate aggressively for concessions on technology transfer and

domestic production.

Meanwhile, the process toward concluding the sale of the Guardian drone is further along

in the sense that New Delhi officially filed a letter of request last year to the United

States, kicking off the latter�s Foreign Military Sales process.

With the change of administrations in the U.S., there has been little publicly reported

on the state of this deal.

The United States has yet to formally accept the Indian request and was examining the requests�

compatibility under its export rules for unmanned systems and based on existing commitments

under the Missile Technology Control Regime, which India joined last year.

When Pakis helplessly watched India's Foxbat buzz their Airspace to take photographs 20

years ago

On a secret mission in 1997 a MiG-25 entered Pakistani airspace subsonically at around

65,000 ft and photographed strategic installations near Islamabad.

It then turned back towards India with the pilot accelerating up to Mach 2 and dropping

a large sonic boom as he exited Pakistani airspace.

In May 1997 a MiG-25R aircraft of the Indian Air Force (IAF) flew deep into Pakistani airspace

on a reconnaissance mission, photographed sensitive defence sites and broke the sound

barrier, sending a powerful sonic boom over Islamabad.

Before the Pakistanis could figure out what had hit them or scramble their fighter aircraft,

the intruding MiG-25 � codenamed Foxbat by NATO � was back in Indian airspace.

Details of the missions are classified, so it remains a mystery why the Indian pilot

chose to reveal his presence over a heavily populated area of Pakistan.

Some sources like Spyflight, a website dedicated to reconnaissance and surveillance aircraft,

have speculated that the MiG-25 pilot wanted to show that the Pakistan Air Force (PAF)

was India�s bunny.

�The aircraft entered Pakistani airspace subsonically (below the speed of sound) at

around 65,000 ft and was undetected,� says Spyflight.

�Then having overflown and photographed strategic installations near the capital,

Islamabad, the aircraft turned back towards India.

Perhaps to rub the Pakistanis� noses in it, the Foxbat pilot decided to accelerate

up to Mach 2 and dropped a large sonic boom as he exited Pakistani airspace.

A number of Pakistan Air Force (PAF) F-16As were scrambled, but had insufficient time

to make an effective intercept.�

India denied the incident but Pakistan�s Foreign Minister, Gohar Ayub Khan, believed

that the Foxbat photographed strategic installations near Islamabad.

Air Power International says the Pakistan government considered the breaking of the

sound barrier as deliberate: to make the point that the PAF had no aircraft in its inventory

which could come close to the cruising height of the MiG-25.

Flying at speeds approaching Mach 3 � 3700 kph � at altitudes ranging from 65,000 to

90,000 ft, the MiG-25s flew faster and higher than anything the enemy had.

Flying at the edge of space, the aircraft was virtually undetectable to Pakistan�s

radar network.

Only the sonic boom and the fact that it was flying at an unusually low level allowed a

Pakistani forward operating base to trace the Foxbat and scramble a couple of F-16As

from Sargodha air base.

But chasing the Foxbat was pointless.

Sources in the PAF told Air Power International there was no need to intercept an aircraft

flying at 65,000 feet as the F-16 could climb to an altitude of only 50,000 feet.

Peering across the border

For a 25 year period that stretched from 1981 to 2006, eight MiG-25s of the Trisonics squadron

based in Bareilly, Uttar Pradesh, flew unchallenged over Pakistan (and sometimes Tibet), taking

countless high definition photographs and radar images of the situation on the ground.

Plus, they recorded electronic emissions from Pakistani and Chinese military communication

networks.

On an average they flew 10-15 missions a month.

The MiG-25 was Russia�s secret weapon against American bombers and therefore was not supplied

to even its closest Warsaw Pact allies.

However, the defection of the traitor Viktor Belenko in 1976 compromised secrecy and it

became available for export.

Aviation expert Shiv Aroor quotes former IAF Chief Idris Latif: �I was shocked and delighted

to learn that the Soviets were actually offering MiG-25 Foxbats to us in 1980.

I phoned up Mrs (Indira) Gandhi and she told me to go ahead and make a decision�.The

Foxbat was the best in the world and it was made available to us.�

Tough as nails

Although the photographs taken by the Trisonics remain classified, legendary aviation author

Yefim Gordon offers a glimpse into the secretive world of these high-performance jets.

The Foxbat has no defensive armament but relies on its Mach 3 speed and its high operating

ceiling to escape any attacker.

In 'MiG-25 Foxbat, MiG-31 Foxhound: Russia's Defensive Front Line' Gordon writes: �The

MiG-25RB (reconnaissance/strike version) and its versions were popular with their crews

due to their exceptional performance: high speed, excellent picture quality, the ability

to reconnoitre large areas in a single sortie and low vulnerability to enemy fire.�

The Foxbat spy plane could detect parked aircraft, trains, ships and visualise the condition

of bridges and similar structures.

The IAF often flew special missions for the Indian Army when it sought intelligence on

Pakistani armoured assets.

The picture generated by the radar was developed on the ground in a specially equipped van.

According to former IAF Wing Commander Alok Chauhan, �These aircraft can map a country

the size of Pakistan in a single-digit number of missions�.�

The aircraft could stand out in all kinds of weather and never needed cosseting in an

air-conditioned hangar.

The MiG-25 was extremely easy to maintain and service, demanding less specialised equipment

and manpower than similar western aircraft.

Gordon adds: �Arguably the most impressive thing about the MiG-25 was that its extraordinary

performance was obtained in a relatively conventional aircraft, one which was simple and cheap enough

to be produced in very large numbers and to be exported.

Interestingly, the only confirmed Iraqi air-to-air kill of the 1991 Gulf War was scored by a

MiG-25, which downed a U.S. Navy F/A-18 Hornet, and MiG-25 reconnaissance aircraft can still

operate with impunity over many parts of the world.�

The MiG-25 holds 29 world records, among including the altitude record in an aircraft using jet

engines.

On August 21, 1977, Russian test pilot Alexander Fedotov climbed to an altitude of 123,523

ft above the Earth.

Flying into the sunset

With India acquiring high resolution remote sensing satellites with the capability to

read even the licence plate of a parked army truck, there was no longer a need for reconnaissance

aircraft to overfly enemy territory.

The MiG-25R began to look like a Cold War weapon.

The other reason was the issue of spare parts from Russia.

IAF officers report that the Russians had closed down the plants that made Foxbat parts.

They had even got rid of the blueprints.

(This isn�t as negligent as it sounds; the Americans destroyed the blueprints of their

top secret SR-71 spy plane.)

The IAF was, therefore, forced to rely on made in India parts, which carried potential

risks in such a high-performance aircraft.

The magnificent Trisonics are gone but hopefully one day the IAF will release the stories of

the daredevil missions conducted in these powerful MiGs and the brave men who flew them

over Islamabad and Tibet.
