Today I want to tell you about two bills that have been introduced in the U.S. Senate and
House that need our attention.
You probably remember Cecil the Lion.
His shooting by dentist Walter Palmer for a fee of $54,000 spurred outrage and prompted
a social media outcry.
A media analysis showed that the majority felt Cecil's killing was wrong.
The outrage over Cecil highlighted the fact that trophy hunting is opposed by the majority
of the public.
Just as Cecil was, gray wolves are currently protected by their listing as an endangered
species.
They are now a target for trophy hunters and trappers in 4 states (Wyoming, Wisconsin,
Minnesota, and Michigan).
Sponsors of Federal Senate Bill 164 and companion bill HR 424, dubbed the "War on Wolves", seek
to remove Endangered Species Act protections for wolves in these states, allowing trophy
hunting and trapping to resume.
However, as was the case with Cecil, the majority of citizens in these states value the presence
of wolves and are against hunting and trapping of these animals.
In addition to public surveys and three overturned court attempts aimed at legalizing wolf hunting
in Michigan, a 2014 statewide vote rejected a wolf hunt by a wide margin.
Despite clear public opinion, the state ignored the people and passed a law allowing wolf
hunting that will go into effect if these bills are passed.
There's an additional reason these bills are problematic: they block citizens from using
federal courts to challenge this action.
Both bills include statements that say they "shall not be subject to judicial review."
But Judicial review is considered to be the most important power at federal and state
levels and is an essential part of our system of checks and balances.
Well, you might wonder, Are gray wolves in a position to be delisted?
Many scientists believe that it is too early to delist them and this action could derail
wolf recovery around the country.
A greater concern is that if politicians are allowed to cherry-pick which endangered species
they'd like to delist, the science behind the Endangered Species Act is undermined.
The motivation behind these bills is informed by rhetoric and mythical ideas about wolves.
If gray wolves are delisted, their management transfers to the state level.
And there's history that shows state management doesn't work: In 2011, the protections for
wolves were removed and management was transferred to state level.
Here's what happened then: In Minnesota, nearly a quarter of the state's
entire wolf population was wiped out in just one year.
The majority were killed by hunters and trappers using strangling neck snares or steel-jawed
leg traps.
Similar trends occurred in all 4 states, leaving wolf populations decimated.
If you're strictly the economics sort, you'll find this bill problematic.
In a National Park Service study , wildlife watching tourism was found to generate over
$1 billion and 16,600 jobs in Yellowstone and Grand Teton for local residents in Montana,
Idaho, and Wyoming in 2015 alone.
But if trophy hunting is allowed, they're going to destroy the wildlife tourism that
generates so much income.
In reality, trophy hunting generates only a fraction of the income that wildlife tourism
does.
Citizens routinely vote against cruel and unusual behavior towards animals with their
dollars.
So now you're convinced, but what can you do about it?
Calling your state legislators is the best way to be heard on any issue.
During business hours call the congressional switchboard, which will ask for your zipcode.
You will then be directed to your two Senators or your U.S. Representative.
Simply say, "I am your constituent.
Please oppose S. 164 or H.R. 424, which would expose wolves in four states to cruel trophy
hunting."
If you think this bill sounds too unfounded to get through Congress, especially with the
provision that this law will not be allowed judicial review, just look at a similar bill
that just passed in March 2017.
SJ Resolution 18 allows for trophy hunting of bears and wolves and reversed rules that
prohibited cruel methods including leg-hold traps, lures with tainted meat, aircraft tracking
of animals, and shooting animals in their dens.
