After the 2008 Financial Crisis, a State of 'Productive Incoherence'(2/2) - Duration: 10:26.

I'm Sharmini Peries, and I'm in conversation with Professor Ilene Grabel.

Her new book, "When Things Don't Fall Apart: Global Financial Governance and the Development

of Finance in the Age of Productive Incoherence."

If you want to know what it's about, you have to turn into Part 1 of this interview where

we introduce the book and discuss what that title actually means.

In Segment 2 we're going to talk about international players, or the new international players

that are a part of international finance and governance.

I welcome you back, Ilene.

Thank you, it's a pleasure to be here.

Ilene, in Part 1 we were discussing the dominance of IMF and the World Bank when it comes to

international finance.

But as a result of the financial crises of 2008 and 2009, the landscape in terms of finance

and governance has changed.

I was wondering whether you could talk a little bit more about the ways in which it has changed,

and who are the new players.

Sure.

You know, the landscape of the global financial system has been evolving in very important

ways during the global crisis, and I would say very exciting ways.

What's been happening is that a variety of what we might think of as older players have

joined with newer players to start to reshape the landscape of the global financial system.

Since World War II the landscape has really been very constant.

It's been dominated by two institutions that were created as World War II was winding down.

That's the IMF and the World Bank, what are usually referred to as the Bretton Woods institutions.

And that was really the whole story of the global financial architecture from 1944 through

the global crisis.

It was a story about what were the Bretton Woods institutions doing?

What's exciting for me as someone who has been looking at the evolution of the global

financial landscape for quite a long time is that the global financial crisis made space

for a variety of new players to come to play much more important roles in the global financial

landscape.

And they've been playing essentially two important roles.

One is providing support to countries in crisis, what's technically speaking called countercyclical

liquidity support.

Essentially it's assistance to countries during a financial crisis.

And up until the global crisis that role was principally played by the International Monetary

Fund.

Not so anymore.

Prior to that global crisis it was also the case that if countries needed to take on long

term loans in order to finance things like infrastructure, say to build railroads, or

water purification systems, they could get those loans from the World Bank, which was

also created as World War II was winding down, or by other institutions that are in some

sense almost like cousins of the World Bank.

Those are the Asian Development Bank, the African Development Bank, the Inter-American

Development Bank.

Those were the only players in town.

During the global crisis what we started to see was that institutions that are based in

the Global South and the Global East increasingly began to take on these two roles of providing

crisis support finance and also long-term finance for things like infrastructure development.

Some of those institutions existed prior to the global crisis, but were fairly small in

scope.

And during the global financial crisis what started to happen was that those institutions

were essentially being built out.

That is to say, their capital base was expanded by member governments.

They began to develop more instruments that were used on many more occasions to provide

finance.

And they also began to partner with other similar institutions based in the Global South

and East so that institutions that were relatively small began to scale up during the global

crisis.

And of course, and as your listeners know, what was happening at the same time is that

a variety of new institutions began to be created during the global financial crisis.

Many of those institutions had China as a lead actor, and certainly an institution that

would come to the mind of listeners would be the creation of the Asian Infrastructure

Investment Bank, which is known as the AAIB, which is a China-led institution, but an institution

which by now has almost 70 member countries.

It's also the case that through the Chinese-led One Belt One Road initiative there have been

many other initiatives that have been aimed at providing long-term finance to countries

that are looking to build infrastructure.

It's also the case that institutions that bring together countries in what's called

the BRICS grouping, which is Brazil, Russia, India, China, and South Africa, the BRICS

countries have created two institutions of their own during the global crisis.

One is called the New Development Bank, and it provides infrastructure finance, principally.

The other institution is called the Contingent Reserve arrangement of the BRICS, and it aims

to provide crisis support finance.

Countries in the Eurasian region have created the Eurasian Fund for Stabilization and Development,

which both provides crisis support and also long-term infrastructure loans.

An institution in South America whose existence predates the global crisis but which began

to play a much bigger and more important role during the global crisis is called the Latin

American Reserve Fund.

Its Spanish acronym is FLAR, F-L-A-R, and FLAR began to play a much more important role

during the crisis.

One other institution of crisis support that your listeners may not be aware of is called

the Arab Monetary Fund.

And the Arab Monetary Fund also provides crisis support to the 22 countries in what's called

the MENA, region the Middle East and North Africa.

And it began to play a more important role during the global crisis.

It's also the case that some longstanding development banks that are based in some of

the most important countries in the, in the developing world, such as China's development

bank, Brazil's National Bank of Economic and Social Development, began to play a greater

role outside of their country's borders and really began to take on a role which challenges

the role of the World Bank, and to some extent also challenges the role of the IMF in times

of crisis.

And so when you look across the global financial landscape today it's starting to look very

different from the old post-World War II landscape that was, again, dominated by the Bretton

Woods institutions that were created in 1944.

We have a landscape that has now many players, and those players are providing very different

kinds of products to countries in the Global South and East.

Those products are often available much more quickly than the Bretton Woods institutions,

which tend to be very slow to react to the demands of their membership and to the needs

of their membership.

The institutions in the Global South and East tend to be much nimbler.

They're smaller institutions.

They're closer to their client base.

Their client base has, in some sense, ownership of these institutions, and that allows them

to respond more quickly to demands for crisis support, and also demands for long-term infrastructure

finance.

And sometimes, though I would be clear, not always, sometimes those financial support

mechanisms are provided on terms which are much more attractive to countries in the Global

South and East.

And they are generally not associated with the kinds of strings associated with funding

from the IMF and World Bank.

And so for that reason many policymakers in the Global South and East prefer to borrow

from their neighboring institutions rather than the Washington DC-based institutions,

because those relationships of course have been so degrading of autonomy in the developing

world.

I think this is an ongoing conversation, and I thank you so much for joining us today.

Numeric Keypad Watch - CLICK THE KEYS | Nostalgia Nerd - Duration: 6:21.

Numeric keypads.

Now they're a thing aren't they.

They're a thing often attached to keyboards, providing easy fingering of numbers, symbols

and arrow keys.

For those maniacs that don't like the standard arrow keys.

Back when we were messing around with Commodore 64's, ZX Spectrums and like, we knew that

any computer with a numeric keypad, was a REAL COMPUTER.

Even computers which are fundamentally the same, such as the Amiga 600 and 500+, looks

far more serious and powerful in it's 500+ incarnation.

So you can understand my excitement, browsing the web, as I stumbled across this device

which appeared to be a numeric keypad in a wrist device.

I didn't even care what it did, because those keys were just asking to be clicked.

Well, it turned out to be a watch.

I found this model on eBay for about £50 delivered from the United States.

Apparently this originally popped up in 2011, but it's made by Click Watch.

Their website is actually still up and running.

If I'd known that I might have picked up a white one for that 90s aesthetic.

Apparently they do other watches in the form of a shower head and wall switchhhh, hmmm.

To be honest, they probably fall the wrong side of appealing, for me at least.

But anyway...

So the box is your standard cube affair, it says Click on it in some kind of retro style

font.

Inside is a cardboard inner showing further keyboard keys, and the watch face poking through

in a glory hole fashion.

The watch itself is found hugging a pillow, which both hides the instructions below and

provides reasonable padding for this terrifyingly large watch.

I mean, it is huge.

It would probably look a reasonable size on the arms of Andre the Giant (or those characters

modelled after him in Final Fight, but on my tiny wrists, it'll look like the legendary

Rick Moranis wielding a proton pack.

The watch operates by pressing a button, which then reveals the time one digit after another.

It's reminiscent of the Sinclair Black Watch, which used a press to activate button in order

to save battery life.

I've got a modern day version, known as the "Stealth Watch" here, which just does it to

stop other people from copying your time.

So even without the keyboard, it has retro heritage.

It also reminds me of those awesome Casio calculator watches.

But of course, this doesn't actually calculate anything, other than how much of a sucker

you are for buying it.

You can change between 24 and 12 hour modes by holding 0 and 8 for 2 seconds.

The watch will then display either 24 or 12 to indicate the current mode.

Setting the time involves depressing # and 9 for the same amount of time.

You can then jab the time in as it's written, so 20:09 will be 20:09.

You can set the date next by using the AMERICAN SYSTEM of entering the month first, so 04

for April and 07 for the day.

Then job done.

To display the time you press any key other than #. Whilst # will give you the date.

Other than that, the watch has no further functions.... well, other than to give you

that satisfying urge to press a computer key.

It's not as clicky as I'd hoped.

There are no clicky mechanical switches here I'm afraid, but it still feels warming and

a little pleasing to have access to keys on demand.

Particularly when you're venturing, in the scary outside world, and just need the comfortable

reassurance of a numeric keypad to guide you home.

Don't worry, Microsoft Excel is just around the corner.

Of course, before you get to that stage, there are a few issues to address.

The first being the strap size.

Thankfully you can just snip the strap down and achieve a snug fit.

Of course, this means that should you wish to sell on the watch, anyone with larger wrists

than you is in for a tough time.

This limits your sale market to people of ever decreasing size.

But why would you want to sell a numeric keypad in a watch for heavens sake?!

Well, one reason might be because, this thing is so bulky, it's actually difficult to put

it under your jumper, and once you do, all manner of buttons get pressed, both decreasing

the battery life and meaning that this thing can lose it's time programming actually quite

easily.

I managed to reset the time just walking home.

Anyway, none of this is interesting, compared to what lies within.

4 screws on the back and the entire watch practically disassembles by itself.

You can see we've got the keypad resting on a rubber mat, and that's what gives you the

feedback in each key.

Pretty similar to a cheap computer keyboard of the 1980s.

Under that is the circuit board with the sensors and LEDs on one side, and really not that

much on the other.

It's a very simple setup, but it does the job.

I'll just reassemble it, and you'll notice that the rubber mat has little dimples for

the light to shine through.

The manual states you should take this to a professional shop to change the battery,

but I imagine a 6 year old could probably manage this.

So there you go.

It's a numeric keypad watch.

It caught my eye and so I thought it might interest you as well.

However, I'll probably stick to Super Mario Bros 3 for that soul warming feeling whilst

out and about.

Mainly because it doesn't take up half my bloody arm.

Trey Gowdy Urges Trump To Play Hardball With Deep State, Gives 1 Brutal Reason.

Congressman Trey Gowdy (R-SC) is fed-up with the corrupt deep state hacks in the FBI and

the DOJ.

He urged President Donald Trump to play hardball, and he laid out a course of action.

The "bulldog" from South Carolina became unhinged on Fox News' Sunday Morning Futures

with host Maria Bartiromo after the deep state hacks at the FBI and Department of Justice

continued to delay handing over evidence of corruption.

Gowdy, who is a tremendous supporter of our law enforcement community at all levels, completely

let loose during the interview on Sunday, April 8, 2018, and blasted the leadership

of the FBI and DOJ while urging Trump to put the screws to the people whom he hired.Bartiromo

pointed out the fact that both the FBI and DOJ are dragging their feet and possibly hiding

sensitive information under the guise of national security.

One instance Bartiromo brought up involved corrupt FBI agent Peter Strzok's alleged

private meeting with a FISA judge who may have helped secure warrants to spy on Trump

and his associates.

"We saw one un-redaction and it was about this cocktail party that Peter Strzok and

Lisa Page were talking about that a FISA judge, judge Contreras was going to be at and Peter

Strzok wanted to go to that party so that he could talk with judge Contreras all while

they were trying to get this FISA warrant to spy on people from the Trump campaign,"

Bartiromo said.

"So, that raises the question well, 'If they are redacting something about a party

where he was going to go meet a FISA judge, that's not national security is it?'"

Bartiromo asked Gowdy.

"No, that's embarrassment," Gowdy fired back.

"And that is not a sufficient reason to redact anything is if the FBI and the department

might be embarrassed," Gowdy added.

In my opinion, it's time for the FBI and the Department of Justice to not only be embarrassed

over their corruption but publicly humiliated before those who are guilty are prosecuted.

At that point in the interview, Gowdy unleased the beast.

"So, that's why we want to see the clean version, and if there's a national security,

we want it redacted, but most of what they send us now looks like an ink blot test — the

Rorschach inkblot test.

And we can't figure out what's behind the black paragraphs and if it's just the

embarrassment of the bureau.

I hate it, but that is not a sufficient reason to withhold that information from Congress,"

Gowdy said.

Next, Bartiromo pointed out that FBI Director Christopher Wray promised to double the number

of people working on the documents requested by Congress.

She emphasized that Wray previously had 26 FBI agents processing Congress' request

and that only 3,000 documents had been turned over.

In reality, the FBI is still massively failing in processing over 1 million documents even

with double the number of agents working on the project, and Gowdy could not be more pissed

off about it.

"I made an 'F' in my last math class but I think anything times zero is zero.

So, if it's 26 agents and we are getting nothing and if it's 52 agents and we are

getting nothing the result is the same.

I mean, I don't care how many agents are working on it," Gowdy continued.

"It's really simple, you gave a million pages to the Inspector General, so take out

the Grand Jury material and give us what's left.

It is impossible.

I want to be able to support the FBI and DOJ, but the world's premier law enforcement

agency can't seem to operate a damn copying machine.

That is inexplicable.

I can't help them explain a million documents to the Inspector General and to the entity

who created and funds the FBI.

So they're going to have to do better than a thousand pages here and there," Gowdy

exclaimed in frustration.

For that reason, Trey Gowdy went on to urge President Donald Trump to start playing hardball

with the FBI and DOJ.

"President Trump picked every one of these decision makers.

Every one of them, he picked.

So I appreciate the tweets.

The encouraging tweets to these folks.

There might be a more efficient way of communicating," Gowdy added, according to the Washington Examiner.

I could not agree more with Gowdy.

The FBI should at the very least be able to run a damn copying machine.

The utter lack of competence in the Department of Justice and the bureau is unforgivable

at this point.

Gowdy knows what millions of American patriots know and that is for Trump to get any results,

some heads need to roll.

In my opinion, Trump should start with Attorney General Jeff Sessions and go from there.

SENATOR JESSE HAMILTON, WHO I'M

POLICE TO BEGIN WITH.

BECAUSE WE NOW KNOW THERE WERE

COMMUNITY POLICE IN THE NA

NEIGHBORHOOD WHO KNEW MR. VASSAL

AND THEY KNEW HE HAD MENTAL

ISSUES, BUT THEY DIDN'T RESPOND

TO A CALL.

>> WE HAVE FOR DECADES NOW IN

NEW YORK CITY POLICE OFFICERS

OVERREACTING TO MINOR CRIMES IN

BLACK COMMUNITIES WITH EXCESSIVE

FORCE.

HE WAS A YOUNG MAN WITH KNOWN

MENTAL ISSUES, HE WENT TO CHURCH

EVERY DAY, HE HELPED OUT ELDERLY

PEOPLE.

SO HE WAS KNOWN AS A GOOD KID

WITH MENTAL ISSUES, SO THE

COMMUNITY IS QUESTIONING, WHY

DID YOU HAVE TO SHOOT HIM DOWN.

SO WE HAVE A PROBLEM IN THE

POLICE DEPARTMENT OF

DEHUMANIZING PEOPLE OF COLOR IN

OUR COMMUNITIES, ESPECIALLY

YOUNG, BLACK MEN.

HAD SHAEED BEEN A PERSON WHO WAS

WHITE, WOULD THE POLICE HAVE

RESPONDED BY SHOOTING AND

KILLING HIM?

>> THERE'S SO MANY QUESTIONS

THAT FEED INTO THAT.

ONE OF THOSE IS THE 911 CALL,

AND WE HAVE NOW HEARD THAT

PEOPLE CALLING 911 WERE SAYING

WE THINK THIS MAN HAS A GUN, OR

THIS PERSON LOOKS LIKE HE HAS

SOMETHING THAT MIGHT BE A GUN.

BUT WHEN IT GOT TO THE

DISPATCHER, THE DISPATCHER SAID

HE HAS A GUN.

SO IS THAT REALLY THE FAULT OF

THE POLICE, WHEN THEY ARRIVE

WHEN THEY ASSUME THEY ARE GOING

TO A PLACE WHERE A SUSPECT HAD A

GUN?

>> IT WAS NOT A GUN, IN FACT IT

WAS A SHOWER HEAD THAT COULD

HAVE LOOKED LIKE A GUN.

AND OFFICERS HAVE SECONDS TO

REACT TO SOMEONE WAS SHOT.

THE POLICE DID NOT HEAR THAT

SOMEONE WAS SHOT.

IF YOU KNOW ONE HAS A GUN, HOW

DO YOU APPROACH THAT PERSON?

DO YOU TELL THEM TO STOP, PUT

YOUR HANDS UP AND WAIT?

DO YOU THEN CLOSE IN ON THE

PERSON GIVING THEM DIRECTIVES OF

WHAT TO DO OR DO YOU JUST COME

UPON A PERSON AND SECONDS LATER

START SHOOTING.

SO THE QUESTION IS HOW DO WE

DEAL WITH PEOPLE WITH MENTAL

ISSUES, SOMEONE WHO DOESN'T HAVE

THE MENTAL CAPACITY TO WAVE A

GUN AROUND IN A NEIGHBORHOOD.

A LOT OF TIMES PEOPLE WITH

MENTAL ISSUES WHO ENCOUNTER

POLICE USUALLY DIE.

I WANT TO MAKE SURE WE HAVE

TRAINING FOR POLICE OFFICERS.

LAST YEAR I HPASSED A LAW

REQUIRING ALL POLICE OFFICERS TO

TAKE A CPR COURSE EVERY TWO

YEARS.

WE DO THE SAME THING FOR POLICE

OFFICERS NOW WITH MENTAL HEALTH

TRAINING, IF SOMEONE HAS A GUN,

HOW DO I RESPOND?

IF THIS PERSON HAS A MENTAL

HEALTH ISSUE, IS HE A THREAT?

DO WE APPROACH IT LIKE LIFE AND

DEATH?

IS HE THREATENING ANYONE?

HE WAS NOT THREATENING ANYONE.

>> ACCORDING TO THE VIDEO, WE

SEE THIS YOUNG MAN WITH THIS

METAL PIPE WHO'S DRAN

BENEF

BRANDISHING IT IN A VERY

AGGRESSIVE WAY.

AND IT LOOKS LIKE A PERSON WHO

HAS A GUN.

>> WE STILL HAVE A PERSON WHO

HAS A MENTAL DISABILITY, IN HIS

MIND, IT'S A PLAY, HE MIGHT HAVE

BEEN REACTING, AS FAR AS HE HAD

A BAD DAY, MAYBE DIDN'T HAVE HIS

MEDS, BUT HE WAS ACTING IN A

MENACING WAY.

IF SOMEONE DOESN'T TAKE THEIR

MEDICINE -- IN A

DISPROPORTIONATE AMOUNT OF

PEOPLE WHO EVEN COUNTER PEOPLE

WHO DO DIE, VERSUS THE PEOPLE OF

COLOR WHO DO DIE.

>> WE ALSO KNOW THAT SO MANY OF

THE PEOPLE IN COMMUNITY KNEW

THAT SHAHEED HAD MENTAL HEALTH

ISSUES, AND HIS FAMILY KNEW HE

WAS NOT TAKING HIS MEDS.

IS THERE ANY RESPONSIBILITY ON

THE FAMILY THAT THEY KNEW HE WAS

NOT TAKING HIS MEDS AND DIDN'T

DO ANYTHING TO?

>> I WANT TO MAKE SURE -- AND

THERE'S A STIGMA IN OUR

COMMUNITY, THE STIGMAS IN

COMMUNITIES OF COLOR ARE SEEING

PSYCHIATRISTS OR PSYCHOLOGISTS.

THAT'S WHY WE'RE TRYING TO GET

MORE SOCIAL WORKERS IN THE

SCHOOL.

WE HAVE PSYCHIATRISTS AND SOCIAL

WORKERS TALKING TO CHILDREN IN

THE COMMUNITY TO FIND OUT IF

THERE IS ANY PROBLEMS.

JUST GROWING UP IN A SHELTER,

JUST GROWING UP BLACK SOMETIMES

CAN HAVE A SIDE EFFECT.

WE CAN'T MANDATE THAT HE TAKE

HIS MEDICATION, BUT THE QUESTION

IS, HOW DO WE CREATE LAWS AND

CREATE SERVICES.

THE COMMUNITY AT THE PROTEST?

LUTHER KING 50 YEARS LATER, AND

WE'RE STILL TALKING ABOUT THE

THE POLICE GETTING ON THE SCENE

AND HIM BEING SHOT.

HOW MUCH TIME ELAPSED BETWEEN

THE POLICE OFFICERS ARRIVING ON

THE SCENE AND HIM ACTUALLY

SHOOTING HIM?

THAT'S THE QUESTION THAT I DO

NOT HAVE ANSWERED.

THEY DO HAVE A VIDEOTAPE, THE

QUESTION IS WHY HAVEN'T THEY

SHOWN IT.

THERE'S ALWAYS TWO SIDES TO THE

STORY, AND MAYBE ONE IN THE

MIDDLE.

BUT THE OTHER SIDE OF THE STORY

HAS NOT BEEN SHOWN OF THE ACTUAL

ENCOUNTER BETWEEN THE POLICE AND

MR. VASSAL, AND AS SOON AS

PEOPLE CAN SEE THAT, A LOT OF
