S. Korea aims to drive economic growth with new sports industry development plan - Duration: 1:57.

South Korea's sports realm is expected to be a major growth engine in the 4th industrial

revolution.

To provide greater support to the sector that can drive the country's future economic growth,

the government established a mid-and-long-term plan.

Won Jung-hwan outlines what they are.

South Korea aims to drive economic growth with a new sports industry development plan.

The Ministry of Culture, Sports and Tourism announced on Monday a five-year development

plan for the sports industry to actively respond to the changing technological environment

and establish its own growth engine.

The domestic sports industry is expected to grow to nearly 9 billion U.S. dollars by 2023.

The Ministry laid out various plans and projects to help foster this growth.

First, it plans to support technology development in the sports market, such as the use of smartphones,

to foster the public's participation and viewing service in the sports arena.

It also said it will create a big data platform linking the health and sports industries,

for example by collecting data on people's physical health and ability in order to foster

the country's healthcare market.

In addition, after positive feedback, it will expand its school 'Visual Sports Room' project

to include public sports facilities.

The project helps people in remote areas to enjoy sports through state of the art VR technology.

The ministry also aims to focus its attention on the growth of sports-related companies

over the next five years.

It plans to expand its support for the entire period of a company's growth, especially for

startups and small firms, in order for them to grow into global companies.

And of course, through the support, the Ministry also aims to establish new jobs amid the sluggish

employment situation in the country.

S. Korea urges Japan to provide objective evidence in radar dispute - Duration: 2:39.

The nation's defense ministry once again urged Japan to accept a scientific and objective

process to verify the facts in the two side's recent military dispute.

This comes after Tokyo released an audio recording... it believes, proves that the Japanese patrol

aircraft was targeted by a South Korean warship in the East Sea.

Seoul's response: scientifically and objectively, the recording proves nothing.

We start things off by connecting to our defense ministry correspondent Park Ji-won.

Ji-won.

That's right, Daniel.

South Korea's Ministry of National Defense expressed deep concern and regrets to Japan

this evening... over the announcement.

Tokyo's defense ministry said Monday evening on its website that it is ending consultations

with South Korea over the matter,... and it released audio files it claims to be the sound

of electric waves from the targeting radar.

Seoul's defense ministry said, however, that the recording of unidentified sounds provide

nothing that can be verified scientifically or as evidence... such as the date it was

recorded, the location, or the direction and frequency of the supposed radar emissions.

Let's take a listen to what the defense ministry's spokesperson had to say.

"The sounds presented by Japan are unidentifiable mechanical sounds... from which we can never

verify the exact detection date, angle of direction or characteristics of the radar

frequencies,... which are the elements that South Korea has demanded for the sake of objectivity.

South Korea once again urges Japan to provide accurate evidence and accept a scientific

and objective verification, with the participation of radar experts from both countries."

A South Korea radar expert also said the audio files do not prove anything, lacking the key

evidence of system log files.

"The sound released by Japan is a processed mechanical sound.

Thus we cannot confirm that it is the sound related to the fire-control radar's frequency.

In addition, Japan did not provide a system log file to prove its claim that the sound

was acquired at the site."

South Korea's defense ministry also said the key matter of the dispute is what it called

Japan's "unmannerly" low-altitude flight near a South Korean warship on a humanitarian operation

to rescue another ship in distress.

It asked Japan to prevent it from happening again and to apologize.

The ministry stressed however... that South Korea will continue to pursue defense cooperation

bilaterally with Washington and with Tokyo.

對於大國而言

維護周邊安全的挑戰將面臨新的考驗。

戰爭如此頻繁

以至於有人認為

一部世界歷史就是一部戰爭史。

就戰爭形態而言

今天的民族國家正面臨著三種戰爭形態的威脅：傳統的大規模正規戰爭、

小規模非正規戰爭和由這兩者整合出來的混合戰爭。

混合戰爭

簡言之就是一種戰爭界限更加模糊、

作戰樣式更趨融合的戰爭形態。

混合戰爭的出現改變了戰爭原來的面貌

以至於在我們還沒有完全認識它的時候

就已悄然而至。

它對國家安全所帶來的挑戰既是隱性的

也是現實的。

混合戰爭：從傳統戰爭中整合出的新型戰爭形態 混合戰爭理論源自美國軍事學界

經歷了一個由混合威脅到混合戰爭的蛻變過程。

2005年版的《美國國防戰略》最先提出混合威脅的思想：未來最有實力的對手可能會將破壞性能力與傳統、

非常規和災難性作戰樣式結合使用。

2007年由美國海軍、

海軍陸戰隊和海岸警衛隊聯合發布的《海洋安全協作戰略》首次把混合威脅視為現代戰爭的特點

並提出：通過創造性地運用低端和高端技術

非國家行為體、

常規和非常規戰術以及分散性計劃和實施三者交織混合正日益成為現代戰爭的主要特點。

同年

美國海軍陸戰隊退役中校弗蘭克·霍夫曼撰寫《21世紀衝突：混合戰爭的興起》一書

首次系統性探討了混合戰爭理論。

霍夫曼認為

在過去

常規作戰和非常規作戰雖然在戰略上是協同的

但在戰役和戰術層面無法實現協同。

但最近的一些戰爭案例表明

這種協同是完全可以的

過去將戰爭區分為「常規戰爭」和「非常規戰爭」的兩分法已經無法抓住未來戰爭的精髓。

未來美軍將要面對的是一種混合型的戰爭樣式

需打贏一種常規戰爭和非常規戰爭相混合的混合戰爭。

相比美國

俄羅斯對混合戰爭的研究遲至2013年才開始開展

但呈現出後來居上的態勢。

2013年2月

俄武裝力量總參謀長瓦列里·格拉西莫夫發表文章認為

戰爭的界限變得模糊

確定戰爭狀態愈加困難

常規軍事手段需要政治、

經濟、

信息、

人道主義及其他非軍事手段的支持。

2015年

格拉西莫夫在俄羅斯軍事科學院工作總結會議上專門作了題為《「混合戰爭」需要高科技武器和科學論證》的報告

首次系統闡述了俄軍對混合戰爭的理解。

他認為

在現代衝突中

鬥爭所使用方法的重心越來越向綜合使用政治、

經濟、

信息及其他非軍事措施方向轉移。

實施混合戰爭所使用的間接與非對稱方法能夠在不占領對抗方領土的情況下剝奪其實際主權。

正是格氏對混合戰爭理論的開創性探討

俄羅斯的混合戰爭模式也被冠之以「格拉西莫夫主義」的稱謂。

綜合美俄對混合戰爭理論的研究

混合戰爭有五個特徵：國家、

非國家行為體甚至個人等戰爭主體的混合；常規作戰、

非常規作戰、

恐怖襲擊、

犯罪騷亂等戰爭樣式的混合；作戰、

維穩、

安全、

重建等軍事行動的混合；政治、

軍事、

經濟、

社會、

信息等戰爭手段的混合；擊敗敵軍和爭取民眾等多種作戰目標的混合。

這些特徵也反映出混合戰爭相比傳統戰爭的「六個變化」： 一是戰爭的制勝機理在變。

傳統戰爭以攻城略地

通過對敵人實施摧毀達成戰爭目的；混合戰爭則重在改變觀念、

爭奪人心

通過對敵人實施軟殺傷來達成戰爭目的。

二是戰爭主體在變。

傳統戰爭是國家、

民族、

政治集團之間的對抗

而混合戰爭的參與主體日趨多元

既包括國家行為體

也可以是非國家行為體

還可以是兩者的混合。

三是戰爭界限在變。

混合戰爭打破了傳統戰爭和平與戰爭的界限

往往是不宣而戰

同時在戰爭爆發前會有數年乃至十數年的醞釀期。

四是戰爭空間在變。

混合戰爭極大擴展了戰爭空間

將對抗領域由傳統的陸海空天電多維空間拓展至社會心理層面

實現了「物理域、

信息域和人領域」三者的融合。

五是戰爭力量結構在變。

在混合戰爭中

信息戰力量、

特種作戰力量、

心理戰力量和準軍事戰力量開始由輔助手段上升為主戰力量。

六是作戰行動在變。

除傳統作戰行動外

混合戰爭更強調運用外交戰、

經濟戰、

網絡戰、

心理戰、

輿論戰等作戰行動

集中體現為信息和智力的對抗。

儘管有如此多的變化

但混合戰爭並沒有改變戰爭固有的社會屬性、

政治屬性和暴力屬性。

混合戰爭出現的原因 混合戰爭的出現並非偶然

而是有著深刻的時代和社會背景。

一是全球化深入發展帶來的影響。

人口、

資源、

信息的跨國界流動日益頻繁

使得國家和政治精英階層對民眾價值觀念的灌輸、

引導和控制大為減弱

普通民眾的價值理念日趨多元

社會不再表現為一個統一完整的理念板塊

這構成了混合戰爭出現的心理條件。

大量非國家行為體的出現為混合戰爭的進行提供了大量可資操縱利用的手段和力量資源

戰爭主體的多元性由此而來。

全球化深入發展還帶來先進技術的擴散

技術的易得性擴大了戰爭主體發動混合戰爭的能力。

二是信息技術的迅猛發展和廣泛運用。

在社會信息化時代

連結民眾不僅僅是族群、

血緣、

文化等傳統因素

還有信息、

心理、

價值觀念等全新元素。

信息技術的廣泛運用

便於這些全新元素的傳播

為「網絡戰」的實施供給了強大組織手段

同時也為混合戰爭大量實施精神和心理攻擊提供了網絡手段。

三是現行國際規範對傳統戰爭的強制約。

現行國際法和國際準則對國家發動傳統戰爭的權力作出了嚴格限制

但對混合戰爭這種隱秘的、

新出現的戰爭形態的制約較弱。

這樣一來

傳統戰爭和混合戰爭在國際規則規制方面呈現出截然不同的約束結果

這在一定程度上促使了混合戰爭的產生。

四是對傳統戰爭模式的反思。

美國之所以提出混合戰爭理論

一個直接的原因是對2001年發動的阿富汗戰爭和2003年發動的伊拉克戰爭的反思。

在這兩場戰爭中

美國贏得了戰場

卻輸掉了戰爭。

戰爭不僅大幅削弱了美國的力量

尤其是軟實力和國際形象大為受挫

更讓恐怖主義、

極端主義和分裂主義甚囂塵上。

這讓美國意識到

爭取人心而非攻城略地才是贏得勝利的根本。

一個間接的原因是對2006年黎巴嫩真主黨與以色列為期34天戰鬥的研究。

這場戰鬥

以方約有120名軍人死亡、

40餘名平民死亡

被擊毀、

擊傷「梅卡瓦」坦克18輛；真主黨方面約有500名軍人死亡

近1200名平民死亡。

儘管傷亡遠低於對方

但它表明此前被主要已開發國家軍隊奉為圭臬的「科索沃」行動模式的失敗

即

憑藉占絕對優勢的空中力量和高科技武器

通過典型的非接觸作戰

僅靠大規模突襲作戰就能達成戰爭目的

而且優勢一方可接近實現戰場零傷亡。

可以說

美國提出混合戰爭理論在很大程度上是對其一貫推崇的「技術決定」的校正和反思。

俄羅斯則從「顏色革命」、

科索沃戰爭和利比亞戰爭的研究中找到了混合戰爭的靈感。

混合戰爭帶給國家安全的新挑戰 混合戰爭的興起有可能使得核威懾平衡與經濟相互依賴下的大國間的戰爭行為變為現實。

作為一種戰爭形態

混合戰爭並不是一種大規模的戰爭

其目的也不在於攻城破國而是爭取人心

在於製造一種「可控的混亂」。

與此同時

它針對的並不是大國本身而是大國的傳統地緣政治範圍和周邊地區

惡化大國的周邊環境卻又不與大國直接對抗。

混合戰爭的間接性、

長期性和非正面對抗性

使得它很難被認為是國家行為

這就意味著核武器並不能保障國家免除戰爭的威脅

至少大國間發生混合戰爭的可能是存在的。

混合戰爭因為非對稱和非暴力手段的使用而大大降低了戰爭的成本

戰爭不再是昂貴的奢侈品。

混合戰爭核心打的是信息戰和智力戰

高度依賴網絡、

輿論、

外交、

心理、

人文等非暴力手段。

這樣一來

戰場的硬投入其實是下降的

對發動混合戰爭國家的經濟要求並不高

但可能需要一個長期的醞釀時間

以待戰爭的對象國內部出現有利於己的變化。

其結果是

混合戰爭的時間成本要超過經濟成本。

這對於經濟不太景氣的國家而言

依然算得上是一種理性的選擇。

從戰爭機理上講

混合戰爭也注重對「低端技術的創造性運用」和對「非國家行為體、

常規和非常規戰術以及分散性計劃和實施三者交織混合」

這些做法雖然追求的是戰場效果的最大化

但在客觀上也降低了國家發動戰爭的經濟成本

戰爭也將由此而變得廉價。

同時

混合戰爭本質上是一場有限戰爭

其目的也是製造一種可控的混亂或者說是一場可控的危機

為未來目的的達成塑造一種有利的態勢。

有限自然也就意味著成本的可控。

混合戰爭對國家的力量尤其是軍事力量的建設和運用提出了新挑戰。

混合戰爭依賴軍事手段、

信息手段、

網絡手段、

輿論手段和外交手段等諸多手段的協調配合以產生最大的戰場效果

更離不開國家安全決策體制和國防指揮體制的高效運行。

這說明國家力量強大固然重要

但整體力量結構是否合理

同時能否集中、

迅捷、

有效地使用已有的力量並打出組合拳則更為關鍵。

否則即便擁有強大的力量

可能依然不能適應和勝任混合戰爭

一樣會在戰場上摔大跟頭。

當然

隨著指向大國周邊的混合戰爭越來越成為大國間地緣政治博弈的手段

對於大國而言

維護周邊安全的挑戰將面臨新的考驗

這也對國家應對國際重大危機和塑造地緣政治環境尤其是周邊環境的能力提出新的挑戰。

An old Sci-Fi from overseas, set in a future world.

The world was already polluted, and without a mask your lungs would burn,

in the debris of a metropolis, and the Earth was like an uncivilized planet.

The point of refuge was a bunker over 80,000 km^2;

it was once called a ''shelter'',

but now nobody could object to calling it a city.

A man-made sun, man-made plants - actually there was nothing not man-made,

and an almost-human AI, but nobody seemed to have any problem with that.

Homicide, looting, no public order; you could only resist power with power,

50% of criminals were androids, and the protagonist detested this saturation of science.

The CG was a little bit outdated, but it was a steadily progressing mystery.

But actually the whole time, he was also an android -

That was the movie's last scene...

Maybe the truth we believe in is just someone's work of fiction?

 The 43-year-old, who shares daughters Mabel, two, and Peggy, six months, with his other half Laura Gallacher said he's no good at changing nappies

 In addition, Russell hasn't looked after his babies for longer than 24 hours, and jokes it's because his wife 'respects and cares for their safety too much.'
