POLITICSPDP chairmanship: Makarfi reveals what will happen to aspirants who bribe delegates

The Caretaker Committee Chairman of the Peoples Democratic Party, PDP, Senator Ahmed Markarfi, has warned aspirants of the national chairmanship position of the party against inducing delegates to the party's national convention.

PDP delegates will converge in Abuja on December 9 to choose their leader ahead of the 2019 general elections.

Makarfi warned that any of the aspirants that bribed or induced delegates would be disqualified from contesting at the convention.

The former Governor added that any aspirant that violated the rules could still be disqualified on the day of convention.

He gave the warning during the peace accord signed by the aspirants at the party's national secretariat in Abuja on Tuesday.

Seven of the aspirants signed the accord while one was absent.

They were Prof.

Tunde Adeniran , Prince Uche Secondus, Chief Gbenga Daniel , Rashidi Ladoja, Prof.

Taoheed Adedoja , Dr.

Raymond Dokpesi and Mr. Jimi Agbaje.

Chief Olabode George was not in the meeting and was said to have secured the permission of the national leadership of the party to sign the document on Thursday.

The accord read in part, "We will support whoever emerges amongst us as the National Chairman of our great party as long as the process is transparent, free and fair in accordance with the provisions of the constitution of the party and guidelines of the elective national convention.

"No aspirant shall leave the party or encourage his or her supporters, promoters etc to do so, as a result of the outcome of the national chairmanship election at the elective national convention.

"Any breach of the 2015 zero expenditure policy of the party, which prohibits the use of monetary inducement including lodging of delegates and providing money for votes , shall not be tolerated in the 2017 national elective convention and shall be grounds for disqualification on or before the 9 th of December, 2017; "Any aspirant / sponsor / supporter / financier, proven to have done anything contrary to the agreements reached herein and in circumstances that suggest the knowledge of the undersigned persons shall be disqualified from contesting the national chairmanship election.

"Solemnly abide by and uphold the tenets of this national chairmanship election according to which we hereby voluntarily subscribe.

Speaking before the peace accord, Makarfi commended the aspirants for putting the party first, adding that their resolve to sign the peace accord was a sign of greatness.

He assured the aspirants that the partys national leadership would remain neutral in the contest.

The Caretaker Committee Chairman noted that the coming together of the aspirants to pledge their commitment to the outcome of the convention would help put the records straight and "shame our detractors.

He added, "Our being here today is a clear confirmation that what they (a section of the media ) have been saying is wrong.

You have resolved that whoever is crowned by God and elected by the delegates will be acceptable to you.

"We didn't suggest anything to you.

You met and showed it to us and all we did was thank you for statesmanship.

Even PDP has not done this before, not to talk of other parties that are undemocratic.

"You have shown that whatever happens, the overall interest of the party prevails.

This is a sign of greatness; an indication of good things to come..

How Rappers like Eminem and Kendrick Lamar Create Cinematic Albums - Duration: 8:34.

piece of cake since Kendrick Lamar released his landmark album good kid

maad city and subtitled it a short film I've been noticing more and more rappers

compared their music and other music in the genre to movies we see it in this

moment from the miniseries J Cole released with his album 2014 Forest

Hills Drive I need to add like I was writing the soundtrack to a movie they

only really existed in my mind a similar description comes from ASAP Ferg talking

about one of my favorite biggie songs suicidal thoughts one song one whole

verse bars no hook crazy movie cinematic we even see this trend in the video for

ASAP 12 each strap when we get an interruption from ASAP Rocky don't talk

to these niggas nah now it's time to show these niggas show these niggas like

a movie that was selling patch I was worried about the rest so I started to

ask myself what can make a song feel more like a movie now of course in the

written verses themselves an emphasis on visual imagery well-defined characters

and consistent storytelling can create a narrative in an album but what I'm

wondering in this video is how have artists in the hip-hop and rap genre

specifically pushed this like a movie concept even further than just literary

lyrics to provide the listener with a full cinematic album experience to

explore this let's start at biggie suicidal thoughts right away we hear two

sound effects that set the scene a phone dialed in a phone ringing now at first

it may seem obvious that sound effects would always make a song more like a

movie but when I explored more examples I found that there were a number of

different ways to implement these types of sounds some a lot more cinematic than

others for example if we check out Drake's one dance we can see he uses a

gunshot sound effect to transition into the last verse

got a Hennessy but even though I do like that moment in the song it doesn't

actually fit into what they're singing about so it doesn't actually make the

verse more cinematic are just like nos and Eminem on the other hand have shown

how gunshot sound effects can help better paint a picture and make a verse

more vivid I got up the cops shot a bus stop glass bursts of bean drops a tiny

what makes a sound effect in a song cinematic is when it helps place a verse

in scene as if we can imagine where the artist is when delivering it and what

they're doing while delivering it this happens in Kendrick Lamar is you when

one well-placed sound effect makes his drunken self-loathing in the hotel room

just that much more palpable for the listener

this whole verse is about Kendrick thinking of everyone he's let down and

letting these thoughts bubble up and trying to push them away with alcohol

and these things are all fully expressed in that single gulp since in that moment

he's starting to think of another memory he's saying and that time you but after

another swig he gets distracted with the feeling that he's about to vomit

successfully repressing another dark memory here this one cinematic moment

can encapsulate most of what Kendricks trying to achieve in the entire written

verse and equally sound effects can be layered into the beat itself creating a

sort of soundscape that works more like a backdrop for the MCS delivery if we

look back to Eminem in Kendrick we can find two different examples of including

a siren sound in the beat the difference is on Eminem song hip-hop being in a

state of 911 sound more metaphorical it doesn't make you feel like you're

entering the world of the song in the same way we do in tracks like one shot

two shot my fault or 97 Bonnie and Clyde just to name a few

and xxx however Kendrick sets the scene of the phone call taking place right

after a murder and it's the sirens still blaring in the background that tell us

this man is calling from the scene of the crime

making the recent death just that much more visceral for the listener

now the second main cinematic element we find again and again on rap albums are

skits which also may or may not serve to make the verses themselves more

cinematic while some lead into a song and give you a better picture of the

setting or the character or the scene others are isolated and stand on their

own for example on one of my favorite more recent albums

Saba's bucket list project here's one person leave a voicemail at the end of

every song with their own personal bucket list go chance the rapper here

playing drums learn how to play the drums as always been on my bucket list

oh trying to just take it the girl now while I love this project and I love

this concept I do admit that it doesn't make the album more like a movie

while they provide a thematic backdrop they don't make the imagery in the songs

themselves more vivid or the characters more complex on the other hand

interludes like those on MF dooms operation doomsday or Kendricks good kid

maad city almost act like an establishing shot would in a TV show

providing context for the listener for a richer experience of the actual music

itself I got a pack of blacks in a beat CD get though free sale free with doom

especially introductions and interludes like these are essential to his project

which centers around building these supervillain personas this in my opinion

is also what makes biggie suicidal thoughts so revolutionary it takes the

traditional rap skit and blends it perfectly into the song itself blurring

the lines between the two the result sounds more like the ending of a dark

musical than the last song on a quadruple platinum record and the

depression and isolation Biggie's expressing in the verse is only

amplified by the fact that he doesn't even seem to hear a puff begging him to

calm down on the other end of the phone

while most hip-hop songs especially in the mainstream are just aimless free

association accounts of a rapper's lifestyle I found that I prefer songs

that bring me into a hotel room or a car or a club or out onto the street and

really inhabit that space and even little things can have a huge effect if

we return to the two sound effects that open biggie suicidal thoughts we can see

that the producer lord finesse fades the first to the left and the second to the

right almost as if we're seeing a classic split screen phone call in a

movie every little detail brings us further into the scene before big

delivers the album's final verse as if we're sitting right beside him for the

tragic gunshots at the end the more I look into this trend the more I think

it's one of the main reasons why hip hop has lately become my favorite genre to

listen to as someone who loves poetry music and film it's almost overwhelming

to listen to artists who can take these three vastly different mediums and fit

them together into one vivid listening experience and with albums like good kid

maad city setting the standard for modern cinematic rap and high-quality

production tools more and more available all the time to up-and-coming artists

I'm really just excited to see what comes next

Zimbabwe's political struggle seems to be deepening… what's the latest?

Robert Mugabe remains in detention at his home after the military declared on national

television that it had temporarily taken control of the country.

He told South African President Jacob Zuma that he was unable to leave his home, but

was safe.

In the televised address, an army spokesman denied that a coup was underway, saying it

was targeting what it called "criminals" around the world's oldest leader.

The spokesman blamed Mugabe's aides for causing "social and economic suffering."

But, the view from the ground appears to be that of a de-facto coup as armored vehicles

are blocking roads to the main government offices, parliament and the courts in the

capital Harare.

The atmosphere in the city, however, remains calm with citizens casually going about their

daily lives.

The apparent goal of the apparent military coup seems to be preventing Mugabe's wife

Grace, whose whereabouts is unknown, from succeeding him.

The military is reportedly seeking to replace Mugabe with his vice president, Emmerson Mnangagwa,

who he sacked two weeks ago.

UN Secretary-General Antonio Guterres, the African Union and Western countries have called

for calm.

China's special envoy to visit N. Korea on Friday - Duration: 2:34.

China plans to send a special envoy to North Korea this week... to talk about the Communist

Party's recent Congress.

As the visit follows a series of meetings among world leaders,... some experts believe

the main focus will be Pyongyang's nuclear and missile programs.

Lee Jeong-yon shares with us their analysis.

Chinese President Xi Jinping's special envoy will visit North Korea on Friday... and is

expected to meet with North Korean leader Kim Jong-un.

That's according to both Beijing-based Xinhua News Agency and North Korea's state-run Korean

Central News Agency on Wednesday.

The envoy, Song Tao,... is currently head of the Chinese Communist Party Central Committee's

department for international affairs.

It's the first time since October last year... that Beijing's high-level official will visit

Pyongyang.

(Korean) "The head of the International Department

of the Chinese Communist Party is a very senior, high-level official.

Also, Song Tao is pro-Pyongyang.

Sending him means that China wants to recover its party-to-party interactions with North

Korea... in contrast to how their interactions until now have mostly been carried out via

low-level channels."

China usually sends special envoys to communist states immediately after concluding the Party

Congress.

But, after this year's 19th Party Congress,...

Beijing sent Song Tao as an envoy only to Vietnam and Laos,... excluding North Korea.

Xinhua reports...

Song will inform Pyongyang about the 19th Party Congress that took place in mid-October.

But experts believe... as the envoy's visit to Pyongyang comes after U.S. President Trump's

visit to China,...

Beijing may be looking for an in-depth discussion with the regime... on its nuclear and missile

development.

(English) "North Korea and the U.S. had very different

ideas on how to enter into dialogue from the start.

So the Chinese government has been trying to mediate with both of them.

I think the Chinese government will probably reaffirm to North Korea that Beijing prefers

dialogue over any other measures to denuclearize North Korea."

The experts added... that China might have wanted to show the world that it's still proactively

taking part in the North Korea issue,... after it seemed for a few months that China couldn't...

or was not willing... to exert influence on North Korea.

Nurturing Anti-Corruption Culture in Asia-Pacific Region - Duration: 2:54.

Efforts to fight corruption are growing in all corners of the world.

Since the dawn of the 21st century, Asian Development Bank and the OECD brought together

governments in Asia to find solutions.

Their latest session is held here in Seoul.

Our Ji Myung-kil gets us better acquainted with this anti-graft gathering.

The three-day Regional Conference on Anti-Corruption Initiative for Asia and the Pacific kicked

off in Seoul on Wednesday... during which, the 31 participating countries exchanged approaches

to tackling corruption.

(Stand-up) "The so-called 'Anti-Corruption Action Plan

for Asia and the Pacific' was formally endorsed in 2001.

It has three pillars:… integrity in the public service...

strengthening anti-bribery actions... and supporting active public involvement.

The participating governments voluntarily commit to the plan to combat corruption."

During the policy dialogue...

Korea presented an anti-corruption law that came into effect last year...

aimed at preventing bribery among public officials.

(Korean) "The Asia-Pacific nations are very interested

in benchmarking Korea's anti-graft law.

Therefore, the government introduced methods to evaluate transparency and a system to assess

the level and impact of corruption... to countries like Indonesia, Vietnam and Mongolia."

The Asian Development Bank helps participating governments establish a mechanism through

which overall reform progress can be promoted and assessed by providing practical assistance.

"ADB spearheaded this idea way back 17 years ago and it continues to lead the way throughout

this initiative and in bringing countries on board to the anti-corruption fight.

Throughout the year, there are initiatives and other smaller groups that are launched

as a result of this annual conference."

The OECD's Anti-Bribery Convention also establishes legally binding standards... criminalizing

the bribery of foreign public officials in international business transactions.

"We put peer pressure on countries and in some cases we can be much more proactive when

you have reforms that are in the byline in a country.

We can comment on draft clauses in the name of the whole working group on anti-bribery,

so we send letters to governments."

The ADB and OECD hope the conference will help policymakers, civil society and business

sector representatives assess progress and exchange ideas to help fight corruption.
