S. Korean gov't plans to spend more than $42 bil. on national defense in year 2019 - Duration: 1:59.
And the annual government spending on national *defense has also been increased by more than
eight percent from this year's budget.
Our defense ministry correspondent Park Ji-won has more details.
The Moon Jae-in administration has decided to allocate about 42 billion U.S. dollars
next year on the nation's defense budget.
It is a whopping eight-point-two percent increase from the previous year.
This marks the highest increase rate on the nation's defense budget since 2008,... and
almost the double of the average annual increase rate of four-point-four percent seen from
2010 to 2017.
The government expects to spend over 13 percent more than the previous year on developing
and improving defense capabilities,... such as the acquisition of state-of-the-art weaponry
like aircraft, and naval destroyers.
Included in this category are some four-point-five billion U.S. dollars the government expects
to spend on establishing its so-called "three-axis system,"...or the South's key three-part military
strategy system to counter any North Korean threats,... namely the Kill Chain pre-emptive
strike system, the Korean Air and Missile Defense system,... and the Korea Massive Punishment
and Retaliation strategy.
A defense ministry official told Arirang News that next year's budget for the establishment
of the three-axis system has also increased by more than 16-point-four percent, year-on-year.
The defense ministry explains that the increase on defense budget has been outlined to support
the Moon administration's defense reform initiative,... which aims to modernize and strengthen the
nation's military capabilities,... with active investment in the latest technologies.
The budget plan will be submitted to the National Assembly this Friday for parliamentary deliberation.

For 14th straight year, Japan repeats false claim to S. Korea's Dokdo Island - Duration: 0:57.
Japan has once again laid false claim to South Korea's easternmost island of Dokdo.
The Cabinet in Tokyo adopted its annual defense white paper on Tuesday, which wrongly says
that Japan has unresolved territorial issues involving the so-called "Northern Territories"...
and Korea's Dokdo, which it calls by the name Takeshima.
Japan has been making the claim since 2005.
Seoul's defense ministry strongly appealed against the statement and urged Japan to immediately
correct the phrase and stop making such claims.
Seoul's foreign ministry called in the Deputy Chief of Mission at the Japanese Embassy,
Koichi Mizushima, to lodge a formal complaint.
As for North Korea and its nuclear program, the white paper said Japan's view has not
changed despite the Kim Jong-un-Donald Trump summit, and it still sees the North's military
moves as a threat to Japan and the international community.

Dino-Bird Tutorial - Start of Skinning and Setting of Envelopes (3ds Max) - Duration: 7:03.
Hey, fellow animators, I'm Miloš Černý.
So, you already know this model.
We have done analysis and rig for it already in previous videos.
You can also download this whole finished model on my website for free.
If you want to try these tutorials for yourself, or animate something cool.
But now, let's continue with skinning.
This whole process will be quite long, so it will be separated into more videos.
Ok, so hide all the props we will not need at the moment and let's get to it.
Head to Modify Panel and apply a Skin modifier.
I had one already applied from the videos before, but deleted it and reapplied a new one.
Just to be sure everything is in it's default state.
Now add all the main body part bones.
And create a Motion layer, to test out if everything works alright.
Now to the most boring part of the whole Skinning process.
At least for me.
Creating the test animation, where we have to animate all the bones we are going to skin.
Just to see how they deform as we are skinning them.
For this video, I decided not to cut this part off completely, so you can see how I do this.
However, it's nothing too special or exciting.
But, first I am doing a quick pose, not an animation yet.
A pose where he is trying to touch the ground with his head.
I found out that for animal models, this pose can be often challenging.
Because of the way the models are created.
Same with this one, as I talked about in the analysis video also
Neck might have a problem to reach the ground, while still looking ok.
So that's why I am trying it now.
This is with the default skin however.
So I am just looking for the bone positions and rotations that look kind of ok and are
not deforming the mesh too much.
So that I know what will the problematic parts be, when I will be skinning them.
Maybe even check if I need to reposition some pivots of the bones to make it look better.
But in the end, I have decided that the pose can work as it is and to keep everything like
this for now.
Ok, so now the other layer, with the actual animation of all the bones.
I will not cut this off, but I will speed it up at least.
It's hard to say what you guys really want to see and what can be cut off to speed the tutorials up.
And to respect your time.
However, I know that I always hated, when I was learning stuff and watching tutorials myself.
When I was following tutorial step-by-step but then the cut happened and suddenly I was lost.
I didn't know what happened in between and if something wasn't exactly in my file as
it was in the tutorial one, I immediately blamed that something during the cut off part
must have happened.
And because of that, it not the same in my file.
Even if that wasn't the case.
So I try to do these videos with as few cuts as possible.
But I still want to respect your time as well and don't want them to be one hour long
each time.
That's why I speed up the less important parts.
Don't forget that you can always slow down the video on YouTube.
If you need to.
So I am still setting up animations for the bones.
But, try to use this process for also checking out how the individual parts of the mesh deform.
With the default skin.
And think about what parts will be harder so you know what to focus on.
Don't do things mindlessly.
Always try to look at the result and think about what might need improvments.
During any part of the whole rigging process.
Ok, well, the animation is finally finished.
And this is how it looks like.
I usually always find out later on that I forgot to animate some particular move,
but you can always add that later if needed.
This is enough to start from.
Now, let's do some skin fixing.
Give it a blank texture, so we can see the mesh better.
I usually start with setting up envelopes first.
They can not fix everything, but they are a nice base to start from.
Let's begin with the simplier things first.
Like tail for example.
The tail can be actually probably done just with the envelopes.
It doesn't have any other part of the model nearby, so we can expand those envelopes quite far.
Which we need to, because we want a nice, long blend between the bones.
Overall shape of the tail, when we move all the bones together, looked ok already.
But when you look at the animation of individual bones, it still needs some adjustments.
When we expand the envelopes even more, it looks much nicer.
Ok, tail done, let's move to the legs.
I don't have any specific tips for the envelope process.
You just want to move through every bone and try to move, expand or collapse the envelopes
to get as close to the final result as possible.
It will never be perfect, but sometimes, you can get pretty close.
Like with the knee here for example.
Or the tail.
Fingers are usually so close to each other that they affect each other, but it doesn't matter.
Just look at the deformations around the joints and try to make them look ok.
However, in the end, I decided that the fingers aren't even worth it.
Because they have only few edge loops to set and it will notbe hard to skin them manually.
Move through rest of the bones in a similar fashion.
Places like Pelvis, Spine and Chest are hard to do with just envelopes because there is
a lot of overlaps.
However go through them as well.
You might need to make them smaller.
But even default blend can sometimes work quite alright in fact.
Envelopes are best for separated parts, like Legs, Tail or Neck for example.
Ok, let's keep it at this for now.
Even though the envelopes are quite clunky and not very user friendly to work with,
don't overlook them.
Because they can give you a very nice base to start from.
And save you a lot of work during the manual skinning.
I will do the rest of the skinning process in a future videos.

Literature Reviews: 3 Approaches | How To Write An Essay - Duration: 3:10.
Literature Reviews so sometimes yes you are asked to conduct a literature review
as a part of your assignments it's an section that normally goes above your
main area your main discussion and it features a review of the literature in
the area you're covering now if your entire assignments is just to do a
literature review then this video might not be for you but I will look at doing
a series on how to write a literature review. For this video we're assuming
that you've been asked to conduct a literature review as part of your essay
this section it is just purely for reviewing literature it's not something
you would get into making points about your essay on getting too deep into
details you will do some evaluating you will do some analysis but of the sources
you use and not how that relates to your essay question or the message or what is
you're doing on your assignments. A lot of people have trouble with how to go
about a literature review usually because there's a lot of literature out
there and what's the best way to approach it
now I've done three literature reviews and I've used three different methods so
the first ever literature review I did was on children in care and I read all
the literature and what I found was there were a lot of themes there was
what is happening within school and so what was happening after school what
qualifications they left with and that's exactly what my assignment at the time
was looking for what happens in school and what happens after so that's how I
went about it it's called a 'Thematic Approach' to literature reviews and
that's how I went about my literature I looked at literature that covered both
those themes all these key literature that covered and I reviewed them but for
my dissertation I looked at how children are grouped in schools and for that it
was all based around policy and how policies changed over the years so
naturally I did what I think's called a koala school a koala
a chronological order literature review where you start formed the oldest pieces
of literature which were me was a lot of policy an legislation research in the
60s and I went to the present date and then my third literature review was for
my master's research I was looking at the two different ways of grouping children
in two different schools I actually did a bit of both for this literature review
it was actually a lot of people refer to as the funnel method I think where if
you imagine a funnel and at the top you starting really broad you're looking at
I was looking at the grouping in general how we group children but then the
research got narrower and narrower to research that was just
in individual classrooms but that's what my research was I was just looking at a
classroom in it by itself so I started at research that covered the topic
generally but then I narrowed it down to research similar to mine we were just
doing it on the classroom basis that's good a funnel because you are you taking
all the broad research just to begin with but then you are filtering it
following it down into research just for your area. they're the three methods of how
to go about a literature review if you want to see more detail just ask me in
the comments I might be doing one anyway as mentioned in another series but this
in generally is how you go about literature review you are reviewing the
sources that you use you are not going as far to discuss it as part of your
essay or to bring out any conclusions or evaluations to supports to support the
ideas that you have that's for later that's for discussion which is also
our next video so keep watching to get the most out of your essay

size it says six decades of sonic boom research so it's 60 years in the making
really
a shape boom demonstrator this ex-59 is the next logical step
well the interesting thing about the ex-59 is that it looks really sleek and
fast and it is and it looks like a fighter but it's really not as you've
seen doesn't have a ford field of view there's no windscreen so because of that
we'll have an ultra HD camera and an ultra HD screen and that's what will be
essentially our forward window you know there's a big bunch of the field of view
that be blocked by the nose itself well the FPS cameras on the bottom so
they can actually kind of fill in that whole picture and make it look like I
don't have a nose on the airplane at all but now you know we're in the design
phase and it's really cool to be in on the ground floor of the design and
helping write the requirements and helping when it comes to some of the
little design issues and then three years from now it's gonna be really
awesome to get to go fly it up
play test will start in 2021 we'll do a handful of checkout plates followed by
envelope expansion and then from there on we'll go into our next phase which
will be what we call validation that's making sure that the sonic boom is as
quiet as we designed it to be and then we'll go into phase 3 and then phase 3
is community response testing so that's when we actually take the airplane out
across the country go to different communities and see how people respond
to the noise we're generating once we clear the way for a new regulation then
basically aircraft manufacturers can say hey if I can build to that regulation I
can go build a whole new class of aircraft
that'll get people you know from point A to point B twice as fast if we can
create an airplane that can perform like that that can fly supersonic and not
bother anyone and not have any problems with it and that's you know that's
awesome you look at X 59 it looks like you know like the airplanes that we
always saw in the 50s and 60s the big old pointy airplane when you look at it
you're looking and going hey this is that future we were promised 30 or 40
years ago
