LAPD Kill Suspect & Hostage With 18 Shots Fired [GRAPHIC Video] | Heavy.com

In what can only be called a stunning and disturbing event, police bodycam shows LAPD officers shot and killed suspect Guillermo Perez, 32, reported to have been homeless, and the woman he's holding hostage with a large serrated edge knife at her throat, 49-year-old Elizabeth Tollison.

It was reported that Perez had begun to cut her throat when police fired 18 times, killing suspect and hostage.

The officers involved were identified Tuesday as Police Officer III Eugene Damiano, Police Officer II Andrew Trock, and Police Officer Cristian Bonilla all of the Van Nuys Division.

The fatal shooting happened in mid-June in Van Nuys outside a church that provides assistance to the homeless, but the bodycam video footage was just released by the LAPD late Monday, July 31 on the heels of the latest instance where police killed a Trader Joe's assistant manager Melyda Corado during a standoff with Gene Evin Atkins.

Wednesday it was reported that Tollison's family was expected to announce they intend to sue the the City of Los Angeles and the LAPD for wrongful death, assault and battery, and negligence.

LAPD Chief Michel Moore said Tuesday that on June 16, the LAPD Van Nuys Division were responding to a report that a man had stabbed his ex-girlfriend who had been transported to the hospital with reported non-life threatening injuries.

Cops arrived and confronted Perez who was brandishing a large knife.

Perez ignored repeated commands by officers to drop the knife.

Police fired bean bag rounds at him but he used a metal folding chair as a shield and again refused to drop the knife.

Police shouted for him to do so at least half a dozen times or more.

Moore said Perez "moved away from officers and grabbed an innocent bystander who was standing nearby.

Perez began to cut the innocent bystander's throat with a knife.

That's when three officers shot at Perez to stop his actions and prevent him from killing the hostage.".

Cops fired 18 times and two of those rounds struck and killed hostage Tollison.

It was reported by ABC 7 in Los Angeles that police said Perez moved the knife in a "sawing motion against her throat and cut her throat.

Local media reported that Chief Moore said that "hostages' lives are a priority and recruits are generally taught to use a 'precise head shot.

An investigation will be conducted Moore told local media to determine if the officers followed hostage training and policy.

In its initial statement from June well before the July 31 release of the bodycam the LAPD described the incident:.

Police arrived at the Central Lutheran Church which offers services for the homeless and found Perez "…holding a large serrated knife.

Perez approached the officers as they emerged from their vehicles and the officers immediately attempted to de-escalate the situation by verbally directing Perez to drop the knife.

Perez, however, ignored the officers' directions and continued to approach.".

The statement continued, "An officer equipped with a less-lethal, beanbag shotgun fired at Perez who deflected two of the rounds using a folding chair and then ran in the opposite direction.

As Perez ran from the officers he grabbed a woman standing next to a nearby building.

Perez then pushed the woman in between himself and the officers, raised the serrated knife, and pressed it against the woman's neck.

At this point three officers fired their handguns at Perez who was hit by the gun fire and fell to the ground.

Tragically, Perez's hostage was also struck by gunfire and collapsed.".

Perez and Tollison, who was not named at the time, were transported to local hospitals where they both died.

Chief Moore said he and the "Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with the LAPD's policies and procedures.

Additionally, representatives from the Los Angeles County District Attorney's Office who responded to the scene will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officer(s) violated any criminal laws.".

and welcome to another Tip Thursday now if you watch like Western mainstream media a lot you would

think that Ukraine is an extremely dangerous country the way that they

report on it but on this video I'm gonna be giving you an overview of exactly

what it's really like here how safe and dangerous dangerous it really is to

travel to if you are from North America Western Europe it's going to change your

mind about the country for sure if you've been relying on like the

mainstream media so let's get into today's video I'm speaking to you from

Maidan the main square and some ... probably a name you might be familiar with so let's

get into it and I'll be showing you exactly how how safe it is here

So I'm speaking to you now from Odessa which is in the south of Ukraine on the

Black Sea and this is a city where most people will speak to you in Russian

first but of course you can speak in Ukrainian that's not a problem at all

here and so I was saying when I was back down in Kiev where we were there at Maidan

were you know the revolution happened where you know I was there in Euro

Maidan back in 2014 end of 2013 and here in Odessa has by and large avoided any of

the strife or the negative publicity except for one day in May of that year

in 2014 where there were ... some people died here in clashes between pro-Ukrainians

and pro-Russians but otherwise I've spent like every summer here at least

part of the summer since then and it's been completely safe I've never had any

problems I would say in general that things that you know that are kind of

nuisances in terms of it being dangerous and say Western European

cities especially places like Italy or Spain where there's a lot of tourism

like petty crime that's something that you just don't really experience here in

Ukraine I hear occasionally stories about

someone you know being mugged but it's pretty rare and I have to say if you

kind of don't stand out as a naive tourist here then I think the chances

of you having an unfortunate experience are even less I've never had any any

issues never had anyone try to rob me I'm even trying to think of someone

trying to give you the wrong change I think it might have happened maybe once

maybe once in Kiev I think they tried to give me the wrong change in a bar just after

the European football championships where they must have been used to a lot

of people not understanding the currency but that was the only time so things like

petty crime are pretty low here especially if you're in the city centre

and you're not on the outskirts somewhere then those kind of problems are

something you can completely avoid here ... what else can I see it's completely

safe to walk around at night I would feel a lot safer here at night walking

around than I do in London for example or a big European capital like Paris or

even Dublin in Ireland I think it's a there's a you know just a higher

propensity to violence especially from drunk people after all the bars close

there there are of course a lot of drunk people also in Ukraine but I've just

never had them be that aggressive to me so yeah I've never really had any issues

without risk of terrorism of course as I refered to there is a war in the east of

Ukraine in Donetsk and Lugansk but when you're not actually in those two in

those oblasts the parts where the actual fighting is it's completely safe

there's very little in the way of risk of some sort of terrorist attack and

unlike what you'll of course unfortunately see in Western Europe when big cities

like Berlin, Paris and London of course have been hit in recent years by terrorist

attacks by Islamic fundamentalists targeting tourists so this is something

you definitely don't have to worry about here.

So one thing that you are going to see here in Ukraine are weapons and soldiers

that have been mobilized that's pretty pretty common here behind me there you

can see an old cannon but that's not really anything to worry about of course

but don't be shocked if you come here and see lots of soldiers in uniform

because of course there is a war in the east the country and people have been

especially young men have been mobilized to serve there so you're gonna see them in

their uniforms especially around train stations because

obviously that's how they travel in large part to the front in the east of

the country and yeah that's just something that's

the reality of that you're gonna see a lot of that of course doesn't affect you

whatsoever because you're gonna be visiting cities like Kiev, Odessa, Lviv

maybe Dnipro, Charkov and there there's no danger or risk of fighting at all

touchwood of course that continues ...
