What to include in your Employee contract -Part 1 - Duration: 9:36.So, you've got employees,
and now you need a employee contract.
Where do you start?
What do you need to include?
And how can I actually draw up a contract
that would actually mean something and be productive.
Right, am I ready?
Okay.
But what do I need to put into my contract to really
make sure that my business is protected from employees
and so they know what they can and cannot do?
This is part one of a four-part video series.
What would cover the basics that you
need in your employment contract.

Let's kick off the video.
So the first thing you need to cover
in your contract, is your probation period.
So that your staff knows, what happens in the first few...
When they start with your company.
So if you don't know what a probation period is,
it's simply the amount of time that your employee
will be with your company in the beginning,
before they actually become like
a full-time staff member or a part-time staff member.
It's up to you if you want to make that
a month, three months or six months.
Basically, it's the trial period
where you're still trying them out
to see if they are a good fit for your company.
But you have to state, and you have to tell them that
this is the probation period, this is how long it is,
and this is what happens in the probation period.
And then after that probation period is finished,
I will call you in for a meeting, into the office,
and then we'll discuss if we are a good fit for each other.
And then this is also a very good time
after the probation period is finished
to discuss where they go from there,
where they need to improve, where they need
to maybe do a little bit less,
if they're a little bit more of a perfectionist.
But, things that could come up
and you can discuss to make them a better employee.
And within that probation period,
how much notice do they have to give you,
the company owner, if they don't think you're a good fit.
So you just have to say to them,
how long they have to give you notice for if they do.
So, say for instance they only work for a month.
You're probably not gonna need a weeks notice.
But if they actually have worked for your company
for six months, you probably would want some notice.
You just need to state in there,
How long the probation period is?
What is gonna happen in the probation period?
The training, how it happens?
How they get introduced to customers?
And all these little things to do within..
What's gonna happen in that period of time?
How much notice they have to give you?
If they do decide you're not a good fit.
And also, how much notice you're going to give them
if you don't think they're a good fit.
In the probation period, remember to mention that
if you take payment in lieu, what would happen
to the payment in lieu if they've only worked
with you for say for instance a month.
Some companies don't offer that
and you will also include your payment in lieu,
in the actual payment section of your contract,
how much they get paid, and all that.
And we'll discuss that a little bit later.
However, you just need to state in here
what actually happens to that payment
if it's gross misconduct, or stole from a customer,
or they kept equipment from your company.
That will affect their payment in lieu
and obviously you have the right as a company owner
if they do owe you any money or
they don't bring all your products back
that you can actually keep that payment in lieu,
otherwise you will have to give it back to them.
But just as long as they know,
how it works and what needs to happen.
So point two is a little bit more obvious.
Point two is, the job title and job description.
So yes, obviously when they first start
they will be a cleaner.
But you have to make it clear, that once they've actually
completed the training, they will become a technician.
Because they will be fully qualified, in a certain sense.
And I know a lot of people go,
"What do you mean a cleaner will be qualified?"
But you'll be certified, basically it is doing training
which improves them, it will make them a better cleaner.
Which means they won't just be a cleaner.
And some people actually prefer to be called a cleaning
technician or a technician, rather than a cleaner.
So, you have to state obviously,
what their job title is at the time when they come in
and then review your contract
as they grow with your company.
So say for instance they come in your company,
and you pay them a little bit less to start off
and but, you make it very clear to them,
like if you work out and you work really hard,
and you're also my employee,
then I actually will put your money up
after three or six months or whatever the case may be.
By then, they would've done the training
and then you could put their money slowly up.
Which means you can then call them a technician.
So you basically, letting them climb the ladder,
technically, without them actually
realizing what you're doing.
Because you're actually
rewarding them for a job well done.
And you should include a job description with this part.
Because, it's not just about you have
to go to custom houses and clean.
They have to take responsibility.
They have to do it a certain amount of time.
They have to turn up a certain way.
They have to look after your equipment.
They have to be or use materials sparingly.
They can't just use three bottles of bleach a day,
say for instance.
So you have to set out a proper job description for them.
So that they know exactly what the job entails.
And the job description will also include,
that they have to go through your training
and they have to follow your rules
and regulations by the dot.
And they need to sign that they agree
that they will follow your company rules and regulations
because you know what works,
and you've set that rules and regulations up for a reason.
So the job description has everything
that they need to do on a daily basis.
If they have to fill out a checklist,
guess what, it needs to be in the job description.
Like you pay them, say for instance, 10 pounds an hour.
So that 10 pounds an hour will include
filling in the checklist,
and if they don't fill in the checklist,
it means, they're not doing their jobs.
Because it's in the job description.
They need to work within a certain amount of time.
If you give them two hours to do a job,
they need to complete that job in two hours.
It's in the job description.
So work out your cleaner or cleaner technician's
job description and add it to your contract
so they know exactly what's expected of them, in that role.
Make yourself a list of everything that
you think a good employee has to be or has to do
and that will be your job description.
So point three will be training.
What training do you offer them?
What can they expect during the training period?
Who will be training them?
How will it be done?
And what's expected of them once the training is done.
So remember you just have to go through the whole step
of how they're getting trained.
What they do the first day, the second day,
what's expected of them.
What will be their responsibility?
The ability to respond to your training,
once they've done the training.
Remember to comment on cleaning boss down below
if you agree that you need to include these points
into your contract to make sure your staff knows
what to do and what not to do,
to stop taking advantage of you.
So, the fourth point we'll cover today is salary.
You have to state in their, what salary they'll be getting.
How much they get paid?
How much do they get taken off?
How they get paid?
When they get paid?
So start with an hourly amount.
So you will say to them,
"Right, so you will get paid this much per hour,
"this is the amount of hours you will be working
"for my business when you start off."
Because also they might come in
as part-time and then go on to full-time.
"So this is what you will be paid,
"this is how many hours you'll actually will be working
"or what I'm giving to you what you're agreeing to."
Please try not to do and I know a lot of companies do,
but if you ever say zero contracted hours,
basically you're not guaranteeing them work.
They've go no reason to stay with your company.
They'll just go and work for another cleaning company,
that actually gives them guaranteed work
or obviously sometimes they do more hours,
you just say variable, but it will still be paid
in to this bank account, their bank account,
on this day, say the 30th of every single month,
apart from obviously, February
which we've done a little bit earlier.
So just make sure that they know exactly what day,
so they don't text you 20 million times going
"When do I get paid again?
"When do I get paid again?
"Is the money in yet?
"Is the money in already?
"I need the money.
"When did you say the money is gonna be in."
So it's just making sure they know exactly
when they get paid, how much will be paid,
and how much they get paid per hour.
And making sure they know about the payment of lieu.

but some say it's under attack.

Is there a war on journalism?

Now, people have been discussing the news on TV

or whatever.
But for decades,
even the most heated debates looked like this.
Isn't the certitude of the innocence
of Dreyfus a part of your sort of natural equipment?
Aren't you willing to come to historical terms

which originally said he was guilty, reversed itself
after Esterhazy had confessed that he was guilty.

Yes, so whit the new product lines that we have, we have, we did refresh our thermal
solutions so the way that we're win it is... we have upgraded,
we have upgraded the fan so before it was 4 volts right now is 12 volts, right?
so right now you have higher Peaks and you got, you got more hot power going to
your fan and also we have...we actually do have a renew design
in terms of the heat pipes and and the layout of a thermal solution
inside and other than that, you know something on the side to to prolong the
the products life. We now have, bring our patented task release
architecture of fans from other products and tell two more product lines,
including the brand new STRIX. So, yes, we do have a new thermal designs to
take on various different loadings and various different scenarios.
For the GPU we have covered a fairly wide range of GPUs and in our product
line so we have something that ranges from GTX 1080 to GTX 1050 and we also
have alternative lines that uses the max-q architecture. So I think we're
cover a good range of the the graphics power depending on, you know, different I
won't say budget because we are not designed based on budget but these based
on scenarios. So if you want thing one, we have powerful things one and
mainstream thing one if you want, if you're ok with the traditional sizes we have
super powerful one and we also have a little more measures ones. So in terms of
GPU I think we covered a good range for different types of demand and with some
CPUs. I think, right now, we have a very good coverage in the high-end CPUs
including when we were one of the first partners of Intel in 99. So
especially I mean that's the core essence of ROG, right. Getting the best
of our the industry and squeeze the most out of it, right. So
we have that in some segments. We are trying to see if we should
offer a more mainstream solutions but for ROG, I think we're still mostly going
to cap it at a higher end of the CPU but we do have at the product line with in
ASUS. So, the ASUS stuff gaming. So this serves a different type of target
audiences where their demand are a little different than you know what you
would have imagined the ROG user. So in that respect, we would have a core i5
that would be you know adequate for whatever their
demand is to pair with a pretty good GPU. So yes, we have these all different
mixtures in the product offered.
These kind of products is to fit into the demand of user they want to play
their gaming PC into their living room, enjoining the
immersive gaming environment, okay? For example, you know, traditionally
people may play with 27 inch or 32 inch. Thereby, that kind of a bigger size
as screen is good but how about the racing games, right? So you definitely want to see
different roads, right? The curve, the u-turn, right? This kind of, this is that.
So thereby, the bigger size will give you the wider a view angle yeah. So we do
think when people like to enjoy this kind of environment, they do need
the bigger screen size.
We haven't had the specific number yet
but, oh wait, yeah actually I remember yeah actually it's like 20 degrees
Celsius yeah compare was if there is no fan the
standard AIO cooling yeah. Because, you know, this is the same issues that we
happened years ago and we thought when we want to overclock the X 299 to CPU
but we found actually the CPU the overclocking is limited by the VRM.

The new product line actually we have two cools and the first one we call it Ryujin
and Riujin there is a water cooling
and plus a fan and there's a

SSD area, the Northbridge area. So which is very very helpful, is not
only improve the CPU overclocking but also the SSD performance and we have
another one is called Ryuo and Ryuo actually there's no embedded fan here
but we feature there's a whole OLED panel on the top so which is very interesting.
Actually you can display many system information on it, talking about if your
CPU temperature, your motherboard information. Actually there is a
proprietary software so we can using this OLED panel to display the
overall system information. So yeah this is others cannot do.
Okay we are the newcomer of this power supply business I have to
be honest the very first power supply we did not
started from zero but we study and cowork with many different current power
supplier players to build this powerful power supplies and also based on our
very experience many experienced our motherboards CPUs, graphic cards, GPUs. We
know them very well so that is why we decided to step in this industry. One of
the reason was because long time ago the GPUs and CPUs they were running at a
constant clock so the drain were very stable but nowadays NVIDIA and AMD has
their boost clock and Intel also have their boost technology so the GPU and
CPU now throws at a very very fast speed so now you do not just need a big power
supply with 800 watt or 1200 Watts. You will also need a fast power supply to

Stripping her daughter of her position as water goddess,
Einhasad ordered Shilen
banished from the continent.
Gran Kain turned his back on the situation,

While pregnant,
Shilen fled to the East.
Deep in the middle of a dark forest, she gave birth
cursing Einhasad and Gran Kain with each excruciating labor pain.
The babies born of Shilen's horrible labor
bore the despair and anger of her curses
and became demons.
Among them, the strongest creatures were called 'dragons.'
There were a total of six dragons born with curses against the six gods.
Shilen was filled with wrath towards Einhasad who banished her,
and towards Gran Kain who seduced and then abandoned her.
Gathering the strength of her children, she created an army to punish the gods.
The strongest dragons were ordered
to be at the front of the army of demons
to fight against the gods.
Hearing this, Aulakiria,

In spite of suffering many injuries,
Einhasad and Gran Kain, had stronger powers
and destroyed many demons.
The dragons kept fighting,
though they were deeply wounded and riddled with scars.
Their fatigue became more and more apparent.
After a time, it seemed like the war would come to an end
with the extermination of Shilen's army.
In the end, the dragons spread their wings
and flew to the earth to escape.
The surviving demons followed.
The gods wanted to kill the retreating army.
However, due to their own injuries,
all they could do was watch as the dragons and demons departed.
As Shilen's children perished one by one
nd lost the war, Shilen could not stand her sadness.
She invented The Underworld and ruled over it.

Prepare the newspaper tubes for the weaving.
Then they'll be stained.

I rolled up the tubes using the 1.5 mm knitting needle.
Also the 7 cm and the 10 cm newsprint stripes.
The base tubes will be the carcass, so they are more tough.
But the weaving tubes made from the 7 cm stripes are softer.
It's necessary for them to be straight along the entire length.
I dyed them using the mokko color stain.
I diluted it in different proportions.
The bright one is 1:10,
the average one is 1:6
and the dark one is 1:1.
I've got that sort of palette.
I covered the tubes by the varnish with water solution.
It's shown in detail in the video in the description.
It's desirable to do it before the weaving.
However you can just moisturize them.
But that solution will make the tubes being more elastic and the weaving smoother.
It's also making the tube being more uniform
and the tray looking more neat.
Therefore I highly recommend to do it.
The edge there we applied the glue are not well dyed
because the glue is moisture resistant.
However it's not a problem,
because this edge is rough and will be cut anyway.
The edges on the opposite side are also look ragged and will also be cut
at the right angle, so make the connection point looking good.
Store the tubes in a film or a file to prevent their drying.
With the edges protruding outside, to make them dry and easier to connect them together.
Dye all the base tubes by the darkest solution.
1:1 with water.
Then dry them properly.

Wrap the base bowl in the food wrapping film

The tubes are usually placed at the 1.5 - 2 cm distance from each other.
I'll use the minimum one, 1.5 cm.
And now we have to count.
90 divided by 1.5,
so 60 tubes will be used.
We'll start to weave criss-crossing 2 groups with 6 tubes in each.
This way.
But we'll elongate them, because they are not long enough.
Connecting two opposite sides with each other.
The one that was cut with the one that was glued.
It's thinner, so narrow it down,
and insert it in the other tube applying the PVA glue.
It's not a problem that the edge is not dyed properly, because it'll be hidden in the weaving.
Criss-cross 2 groups with 6 tubes in each and glue them together.
Keep in mind that the connection points have to be on the side.
At the 5 - 7 mm distance.
To make the center look neat and to hide them in the weaving.
Press the tubes on the crossing.
Don't apply too much glue, because it can overflow from the backside.
Wipe surpluses immediately using a wet wipe.
Start to weave using the darkest tone tubes.
The same color as the base tubes.
To make it not stand out and look neat.
Connect the tubes to each other.
Cut the glued edge at an acute angle.
Narrow it down and insert to the opposite edge that were cut.
Bend this tube in half.
Start to weave using the Straight Rope method.
Bend it around the all 6 tubes.
Press it tightly to the base.
Start to weave criss-cross.
Bend the lower tube upside
and the upper tube downside.
Weave 2 rows this way.
The tubes will be separated later.
It's necessary to stack rows properly
and to tightly adjoin them to the middle.
The weaving will look good that way.
When it's time to elongate tubes, place the connection tubes in the crossing place.
This tube has to be elongated here, because it'll look untidy after the twist ahead.
Therefore, cut the edge even if it's that long.
At the 5 mm distance after the connection.
Elongate the second tube the same way.
I've finished the 2nd row.
Pull up the weaving.
The center has to look smooth.
Now we'll separate these tubes into pairs.
It'd be not easy to weave this row.
Bend the tubes to the corners.
to make the row look smooth and neat.
It'd be easier on the next row.
Press this row to the weaving, tightly.
Keep on weaving this way.
I've finished 6 rows.
To see where you started and how many rows finished, mark the first tube.
I used an elastic.
This is how the bottom looks like.
This is the front side.
This is the back side.
That's great, that the connection points are not seen from the both sides.
They are hidden in the weaving, so it looks neat.
Now it's time to swap the tubes to the brighter ones.
One of the tubes will stay dark, but the other will be swapped to the average tone one.
I'll swap the this dark one to the average one after the next row.
And then keep on weaving using this color.
We'll also add additional base tubes, because the distance increased
and the weaving doesn't look neat.
So we'll add them and weave 4 tubes each.
Afterwards, I've got 48 base tubes in total.
24 were at the beginning and 24 were added.
I need 60 tubes in total, so it left to add 12 ones.
I'll insert them in the middles a bit later.
I've finished 4 rows.
So it's time to insert the remained 12 tubes.
I've finished the average color part.
That's the texture I've got.
It's necessary to keep the distance.
However these tubes are pretty smooth.
But to make the texture look good, the distance between the base tubes have to be equal.
We're going to the next step.
We'll separate all the base tubes and start to weave using the brightest color tubes.
It would be hard to weave the first row.
Especially in these points.
Because the distance there is wide, bend the tubes to reduce it.
Also equalize it between the other tubes.
The first row is finished.
It's necessary to weave it tightly.
But it's impossible to make it ideal, because of the different distance between the tubes.
However after weaving the next rows, they will look neat and uniform.
The distance almost equalized after weaving 3 rows.
The main task now is to make the distance the same.
I've finished 5 rows, it remained 7 - 8 ones till the edge.
I want to insert the decoration here.
I'll weave using the darkest tubes instead of the brightest ones.
I'll swap these two to the darkest ones.
And glue the additional one behind the neighbor base tube.
Also keep in mind that I moved the mark to the neighbor tube on the left.
So the 1st tube is on the right to it.
This is the backside.
Elongating the tubes, keep in mind to make the connection point right in the middle.
To make the changing color point unseen.
I also inserted the glued tube in the weaving.
To fixate it better.
We were weaving by the Straight Rope earlier.
The left tube was bent above the right one.
Now we'll weave by the Reverse Rope.
The left tube will be bent under the next tubes and inserted after the next base tube.
Don't weave it tightly.
Keep on weaving that way.
Bend it under two tubes and then insert after the next free base tube.
Elongating the tubes then using that triple reverse rope method, place the connection points under 2 tubes.
These two will hide it.
Cut it near those it'll be bent.
Bend it after the marked tube in the end of the row.
2 tubes remained.
Insert the left one between the dark and bright ones.
Then bend it in front.
Insert the last tube under the two ones.
And also bend it to the front side.
Press it to the texture.
Now we'll weave by the Triple Straight Rope to make the braid.
Just as we've woven before.
The left tube will be bent above 2 tubes
and inserted after the next free base tube.
Do it also not tightly at the beginning.
Weave the same way as we've done there.
Using that method, cut the tube at the 1 cm distance after the tube where it was bent.
To make 2 tubes hide the connection point.
Weave till the marked tube.

Now weave using the bright tubes till the edge of the bottom.
Glue 2 bright tubes.
Apply the glue on the inner side and insert the tubes in the weaving.
It'll look more neat that way.
Let the glue to dry, then bend the tubes to the front side and weave 5 row by the straight rope.
I've finished 6 rows.
I've been weaving the same way as I started.
The first tube bent above the marked one, the 2nd - above the next one.
Now I'll cut them at an acute angle.
And will insert it in the weaving, one after the marked base tube, 2nd one after the next one.
The bottom is finished.
I looks so unique.
Especially in the center.
The braid also looks decent on the bright background.
Now juxtapose the weaving with the base bowl.
It's diameter is 2 mm wider.
It's OK, because now we'll bend up the tubes and weave them one behind another.
It'll look even better with this protrusion.
And it'll be easier to insert the bowl.
The tubes will covered by the varnish with water solution for 5 cm each to prevent cracks.
The solution that we used before the weaving.
Let's start to bend up the tubes.
Bend the temporary tube around the 1st base tube.
To insert the last one instead later.
Start to bend them from the left to the right after the next ones.
Do it tightly.
It's even easier to do it from the backside.
Because it's tighter that way.
However it's possible to do it from the front side that way.
Bend them up like that.
The base tubes will topple at the beginning, but will be fixated later.
Now I'll show how to do it from the backside.
I bent up all the tubes.
Replaced the temporary one by the last one.
It's easy to do it.
Just pull it out and insert the new one instead.
The bottom appeared to be neat.
Align all the tubes from the backside.
Make them being vertical.
Pull them up.
We'll weave one row by the dark tubes to make it look like a braid.
I'll glue them behind the base tubes.
We'll change the color to the average one later.
Put the base bowl inside.
And continue with it inside.
Now weave by the straight rope.
Put the tubes vertically.
And keep them at an equal distance.
I've finished the row.
Now we have to cut these tubes and glue the edges to the texture inside.
Cut them after the marked tube and after the next one.
Insert and glue them inside.
Now we'll change the color.
To what we used in the middle, the average tone.
I want some rows ahead to look like a braid.
I'll do it alternating the straight and the reverse ropes.
Like we've done here.
However here we used the triple ropes, but there'll be used ordinary ones.
It'd be better to use 4 tubes together, if you weave several rows alternating the ropes.
And to weave one row right after another.
Now I'll show how to do it.
But previously the tubes have to be hidden in the weaving.
Expand the gap on the left of the base tube.
Apply the glue and insert all the tubes inside.
And then bend them outside.
Glue the 1st tube behind the marked base tube.
Start to weave from the right pair.
We'll weave the row and then start to weave the next one by the left pair.
It's called weaving in a pursuit.
Start to weave from the reverse rope.
The left tube bent under the right one and then inserted after the free base tube.
Keep in mind to press it tightly to the bowl
and to the lower row.
I've finished the row.
Keep on weaving using the left pair by the straight rope.
That's what I've got.
It looks quite good.
Keep on weaving till the end of the bowl that way.
I've finished 6 rows
and will end at the same position as I started.
All the 4 tubes are protruding after the marked one.
Now they'll be cut the same way as we've done there and glued to the texture.
Because we'll now use that color anymore.
We have to cut the base tubes on this step.
They are too short, so we'll bend them inside using these weaving tubes.
I've got 64 of them.
We have to change the base tubes before attaching them.
Cut the base tubes as close to the weaving as possible
to make the edges being not so visible.
We'll insert the new ones from the front side.
Now they are hidden behind the tubes.
Looks neat.
Place them in the texture and press it down.
Then let it dry a bit.
All the tubes are attached.
I forgot to say that these are the darkest tubes.
I'll weave one row by the reverse rope to hide the gap between the base tubes and the weaving tubes.
And only then will bend the base tubes inside.
Attach 2 darkest tubes and start to weave.
Do it tightly and try to hide the cut base tubes edges.
Reach the end of the row.
Bend the left tube to the inside.
And the right tube under the next gap in the weaving.
Tighten it.
Then cut it from the inside and glue it to the texture.
Press down this row.
The tray is becoming much solid during drying.
Because the tubes became solid after varnishing.
I'll varnish it again by the same solution.
But it'd be better to add additional varnish and make 1:1 solution
to make it thicker.
Apply it from the all sides.
Sidewalls, bottom, inside, outside.
Dry the external layer by the hair dryer.
Then insert the base bowl and let it dry
for the 12 hours to make it dry and solid.
It's fully dried.
Now we can pull out the bowl.
Let's start to bend.
The base tubes have also be covered by the varnish with water solution.
We'll bend the left tube behind the right one at the beginning.
Also reserve the place for the last tube.
You can use a knitting needle.
Do the same with the others.
The first step is finished.
Pull up all the tubes.
This is how it looks like from the upside.
It looks like a braid from the inside.
I cut the tubes before the second step.
At the 9 cm distance, because I don't need them to be long.
The varnish solution is drying fast, so the tubes becoming rough.
I've moisturized them by the hot water.
So they became elastic again.
Reserve the place again.
The next step is to bend the tube under the next one and lift it up.
And again, bend up left tube under the next one.
Place it accurately.
Then bend down the first tube behind it.
Keep on that way.
We're reaching the end of the weaving.
This one goes up.
Remove the temporary tube.
Bend the tube behind the reserved one.
This tube has to be bent after the next one,
between these two.
And bend the last tube behind these two.
Place it in the texture.
Now it's necessary to tighten it.
Pull up the edges when they are still wet.
This is how the braid looks like 15 minutes after.
It's pretty smooth.
It has to be tighten to look good.
Now the glue has dried and the tubes are fixated in the right positions.
So, we have to cut the remained edges.
Cover it by the stain to hide the edges
and then apply a drop of glue.
Cover the bent edge by the varnish with water solution to make it solid.
You can varnish it twice to make it even more solid.
Then let the varnish dry.
The last step remained.
We'll cover it by the not diluted acrylic varnish to make it shine and sparkle.
However you can dilute it but I'll not.
Spread the varnish properly to prevent stains.
You can use the small brush to it.
To remove the stains from the weaving.
So varnish it and the tray'll be finished then.
Don't apply to much varnish, just a thin layer.

The Open Mind: Confronting Algorithms of Bigotry - Julia Angwin - Duration: 28:11.HEFFNER: I'm Alexander Heffner, your host on The Open Mind.
My guest today is leading a new investigative effort
exploring technology and algorithms.
Julia Angwin most recently was senior investigative
reporter at ProPublica from 2000 to 2013.
She was reporter at the Wall Street Journal where
she led a privacy unit that was finalists for a
Pulitzer Prize in explanatory reporting in 2011.
Her book "Dragnet Nation: A Quest for Privacy,
Security, and Freedom in a World of Relentless
Surveillance" was published in 2014.
And it was shortlisted for best business book
of the year by the Financial Times.
Announcing her new as yet unnamed venture,
Julia said she wanted to see if she could scale up
her style of tech-driven investigations by building
a newsroom around them.
That includes covering the big platform companies,
but also the tech that's used in other aspects of life.
Through the lens of these investigations.
At ProPublica, Julia explored racial bias
in software used in criminal justice and the algorithms
that generate unjustifiably higher car
insurance prices in minority neighborhoods.
She also plans to build tools similar
to the "Facebook political ad collector" that she built
at ProPublica to allow the public to understand these
critical technological issues. Welcome, Julia.
Congratulations on your terrific ProPublica
reporting and this new venture.
ANGWIN: Thanks, it's so great to be here.
HEFFNER: Your reporting at ProPublica really
clearly discovered this. Tell us how that came about.
How you were able to identify those algorithms
that were feeding into a cycle of bigotry.
ANGWIN: Yeah, you know honestly,
like a lot of investigations it was
something we kind of stumbled on.
It was about two years ago that my team,
we were trying to understand what Facebook
knows about you.
So we built a little tool and it asked people to
download the software, and when they downloaded it,
when they went to Facebook it went and found the privacy
settings page, which was like five menus
deep that said what they thought they knew about you.
And it would send it all to this public database.
So we built a database of like 56,000 attributes
that Facebook had collected about people.
'Cause we wanted to get a scope of like exactly how
granular were these different categories
that they place people in.
And we noticed that they had a category for race,
African-American affinity. Hispanic-American affinity.
And what affinity turned out to mean was not
actually [LAUGHS] you had never said what your race
was but just that they had intuited
that you had an affinity [LAUGHS] for people
of that race which is kind of a bizarre construct.
And so we noticed also that people in the
newsroom were getting different,
they weren't, you know I was given I think
African-American and I'm not obviously.
[LAUGHS] So... so we thought,
I wonder how advertisers are using this.
And we looked and saw that actually you could go in
and buy an ad for an apartment,
and you could, there was a dropdown menu saying
exclude my ad from being shown to these categories.
And you could say like never show my ad [LAUGHS]
to anyone of African-American,
Hispanic-American, Asian-American affinity.
So we called some lawyers and they were like
that sounds like a violation of the Fair Housing Act,
and that sort of kicked off our investigation
of discriminatory ads, which we then
found other areas as well.
HEFFNER: The most documented of which or
at least publicly known through the testimony of
the whistleblowers was an effort to advertise to
people who are engaging in some kind of bigotry.
So hate-mongering directed towards African-Americans
in the case of people who were being targeted
or Jews, you identified.
Subsets that could be advertised to that were
reflecting those groups' hatred of
African-Americans or Jews or other subsets.
ANGWIN: Right.
HEFFNER: Since then, has Facebook actually grappled
with this problem and changed the way
that it is doing business? Or no?
ANGWIN: Yeah, Facebook has made some changes.
I think it remains to be seen if they are enough.
But so with the ability to drop down and exclude
your ads by race, they've gotten rid of that dropdown menu.
So you can't do that, exclude by race, anymore.
You can still exclude, however,
by things like zip code, which often can be a proxy
for like a minority neighborhood.
So it's not clear if that fully solves it,
but it's something.
Separately, the thing we found where they had
this ad category, you could target Jew-haters
for instance, or people who wanted to burn Jews, right?
And what that turned out to be was people
had described themselves as that in their own like
field of description about themselves,
and Facebook just automatically turned all
of those fields into advertising categories.
So after we, it showed that that was a category,
they turned off that ability and said we're not
going to let people just create,
we're not gonna create ad categories out of every
single word that people put in their Facebook
profile about themselves. And so that might solve that,
but there are obviously all sorts of ways
to target by hate on Facebook still because
for instance, let's say you wanted to target,
you can still buy ads you know to the Nazi party, right?
Because Nazis are a legitimate political party
unfortunately in some places.
HEFFNER: Why do you think though we still haven't
seen a lawsuit outside of Cambridge Analytica
that is forcing Facebook in effect to face the music
of all of the harm done when those groups were
allowed to advertise?
It occurs to me that the Cambridge Analytica piece
is a relatively small piece of the Facebook
surveillance story.
And the idea that harm was done to the public
and there haven't really been any class action lawsuits
or examples of collective groups asserting
that they were harmed.
ANGWIN: Mm-hmm. Right.
Well the problem is you can never tell if you were
harmed on Facebook.
So, for instance, the harm of the discriminatory
housing ads would be that you didn't see an ad. Right?
Like the harm would be all sorts of you know people
of different races were not shown housing ads.
And so it's very hard for them to prove
they didn't see something.
And so there are a couple cases actually pending
right now so, there's a Fair Housing group
that just brought a case across several states
that alleges that you know they had bought ads
that were approved by Facebook that discriminated by race.
And so they have a case pending,
there's a case pending based on our work actually
about age discrimination because Facebook also
would let employers target their job ads only by
certain age ranges, which may actually violate
the Age Discrimination Act.
So there are a couple cases pending,
but they're all kind of in early stages.
So I don't know if we know yet what is going to
happen with the result of those.
HEFFNER: How do you see this intersecting
with the Free Speech Movement or the cause of free speech?
ANGWIN: Yeah, I mean it's a confusing situation, right?
Because people think of free speech
and it's certainly a value we have in America.
But it doesn't actually apply,
right, to commercial platforms.
And so Facebook has the right,
legally of course, to set any rules it wants
within its walled garden. And they do.
And they have their own rules about what speech they allow.
So they have secret you know hate-speech rules,
actually which I think they just published last week.
But we got sort of, obtained their secret
files, [LAUGHS] published them last summer,
and showed what the rules were 'cause people didn't
know what were the rules, why did they delete one
post but not another.
And so they actually are kind of like a government
in their own way, in the sense that they set
the rules for speech globally.
Like in every country, and countries go to Facebook to lobby.
To get like, well we don't want this kind of speech
in our country, like it's illegal. Right?
And so we're in a very weird position where
Facebook is like a government in the sense
that it has this ability to regulate speech
and yet we don't, as citizens, have any sort of mechanism
to hold them in check.
Like the way that at least we can vote out a
government and get a new one,
if we don't like how they're dealing with free speech.
HEFFNER: When he testified,
Mark Zuckerberg was asked repeatedly what is free
speech to you.
And there were a number of conservative senators who
seemed to think that free speech gives a license to,
and I shouldn't say conservative,
Republican senators who were sort of suggesting
that free speech gives a license to racism.
It's the whole question of the marketplace of ideas.
And when bigotry is being monetized then it makes it
a more competitive force in the marketplace of ideas.
How did you view the Senate's response to
Zuckerberg's testimony and Zuckerberg's own defense
of that Facebook standard of free speech.
ANGWIN: Well you know it's interesting because
I think that Facebook actually does try to to
limit bigotry, right?
I don't, I think most people would say it's like
pretty it's like moderately successful at best.
But they do try, and but the thing that is-
is really the main legal challenge there is that
Congress gave all the tech companies a
blanket-immunity from liability for speech on
their platforms. Back in the 1996 Telecom Act.
And so essentially, even if something on Facebook
violates an actual law, right?
There's a legal question about whether they
actually are liable for that because they got
this special immunity.
And so everything that they do to monitor speech
or to monitor bad practices is actually kind
of just at their discretion.
Because they're not really going to be held
accountable for it under this standard of immunity they have.
And Congress I think is right now considering
whittling away or maybe taking away that immunity.
They've already taken a little piece of it away.
So they've passed a law that I think has not been
signed yet by the president,
but basically says that for sex trafficking,
that particular category of things they are not
immune from liability.
Which they previously were,
they could say look I didn't know what was
happening on my site.
Whatever, right?
And now they're not gonna be able to do that.
And that might happen for more standard,
more sectors of- of bad behavior.
HEFFNER: And this perfectly explains why
Richard Burr could convene that hearing,
that first hearing on social media influence
on the election and basically get these social media
executive lawyers, the counsels,
to admit that they were violating FEC laws
from the outset in terms of selling ad-space
and receiving a whole lot of revenue from entities
that they didn't know, that could've been agents
of foreign governments, intelligence services,
extremist organizations.
But it was always notable to me that
in that hearing, the very first exchange was them
basically admitting, confessing that they
did break the law, but liability has shielded
them in a lot of respects I guess.
The thing I wanted you to reflect on is there's a
kind of conventional attitude as it pertains
to Facebook versus Twitter that Facebook is
financially robust enough to actually engage in that
audit of its own governance and to increase
the standards of discourse.
Whereas, Twitter, on the other hand which has
struggled over time to have that same
profitability has gotten nowhere near the level of
control to ensure the integrity of information
and to ensure the end of harassment.
And you noted in a recent Tweet that hate-baiting
is the new click-bait.
Hate-bait is the new click-bait.
So I just had hoped you could maybe position us to
contrast the Facebook and Twitter situation.
ANGWIN: Sure.
You know yeah I mean I do think like if you think
about my Tweet on hate-bait versus
click-bait, In some ways, you know,
all of these platforms are designed around engagement.
The more that you are, stay on it and interact,
the more ads you're gonna see. Right?
And that's essentially their business model.
And so what you have is sort of the escalation
of outrage 'cause it turns out that outrage
is a really great way to get you to stay...
So when I was talking about hate-bait versus
click-bait, right?
The fact is that all these different platforms
are built around the idea of increasing your
engagement, and what has happened over time
is they've realized, and people have realized,
that outrage is a great way to get people engaged.
The more outraged you are, the more times you click
and then you write a comment,
and then you get in a fight with somebody,
and like that stays on the platform.
And so then you're on there longer,
you see more ads, and so unfortunately outrage is
like a really great business model for both
of these companies, for Facebook and Twitter.
Facebook has recently said they're going to try to
limit outrage and try to like keep people happier
on their platform.
I don't know how you know they're going to do that
and whether it's measurable and whether
that makes a difference.
What it does mean is that news websites are already
suffering because they're seeing less traffic
because their stories unfortunately
the definition of news is usually that it's
something bad right?
So they aren't getting as high up in there.
On Twitter they're not doing I think the same thing,
although they have said they're going to do
some experiments to try to figure out how to increase
better positive interactions over time.
And it's true that both platforms have different
financial resources to bring to bear, right?
Facebook is a behemoth and Twitter is less so.
But honestly the money needed to do that isn't so
much that I think both of them could adequately do
it if they wanted to.
But the question is what's their real incentive?
I mean their incentive is to make the bad press go
away, but in the end they still need people to stay
on the platform and look at ads and that's their
business model.
HEFFNER: So that's what I wanted to ask you.
How can they incentivize engagement that is not
the chest-bumping, if we thought of this not as
surveillance but as kind of stewardship,
could users' actions be incentivized to stay on
the platform in a way that is more healthy?
ANGWIN: I mean possibly they can be, right?
I think there's, I think it remains to be seen.
I think the real question is not whether Facebook
and Twitter can provide the proper incentives
for good behavior.
It's really the question is do Facebook and Twitter
have the proper incentives to do that experiment?
Because they're both for-profit,
publicly traded companies.
And in the end, like stewardship is like low on
the list of priorities for all publicly traded
companies, right?
And so that's where you really get to the question
of, which I hate to raise but is worth raising,
which is like, do they need to be regulated in some way?
Because if there's a public interest that isn't
really the for-profit interest, right?
The way government has addressed that in the past
is through regulation, right?
And so you know we have people who are noted
scholars sort of raising the issue of like maybe
they have to be regulated as a utility. Right?
Like maybe there's a whole level we have to go to.
And I'm not necessarily advocating for it,
but I'm just saying I'm not sure how you get
those incentives aligned in the for-profit model.
HEFFNER: And you're noting the absence,
there's basically been a dead or defunked FCC in
the internet age.
You identified it in the fact that they're shielded
from legal culpability.
But the reality of the Telecom conversion
to the digital culture is that there is,
the FCC became a bystander at most to all
the activities in that digital arena.
The Honest Ads Act, Amy Klobuchar,
Mark Warner, John McCain have sponsored this,
is a very basic first step.
You know there have been in the chattering class
who have talked about for years that the fact
that Bloomberg or a verified and reputable news company
needed to buy Twitter because it was refusing
to convert into a kind of sensible cooperative,
we've been having this conversation on the air
for four years, and I remember when Sue Gardener
was here with us explaining why they went
in the direction of for-profit instead of not-for-profit.
So I just, as you continue to investigate these
issues, what kind of regulation could work?
ANGWIN: Right, it's a really good question.
I did write a story recently for my last
article at ProPublica for the Atlantic about four
small things that could be used to sort of patch some
of the holes, regulatory holes, around Facebook.
And the one about election ads is one I think
that's really worth thinking about.
So this woman Ann Ravel who's a former
commissioner of the Federal Election
Commission has suggested that the tech companies
should have some sort of know your customer laws,
where essentially for political advertising
they need to know who's buying them. Right?
I mean that was the problem with the Russian
ads is they were like who knows who these people are? Right?
It's fine.
And so and she has sort of said there's a model
like the way Treasury requires the banks
to know their customers.
And what they have is sort of an enforcement
division, and whenever the banks have somebody
suspicious they have safe harbor to bring those
people's names and information to the
enforcement division.
And that law enforcement group can investigate, right?
And that sort of tracks with what Facebook said
actually in their hearings.
They were like look we didn't know these were Russians,
and we would actually need the
intelligence agencies or the law enforcement to
tell us that because we don't kind of know every
bad actor out there.
And we need more cooperation with the intel community.
And so there are mechanisms in place
for other industries to have that,
where you have sort of like you get your immunity
from liability when you bring it to the
enforcement operation. And they investigate.
And I think that seems like a pretty reasonable
kind of first step approach for just the
problem of election ads.
But then you have to kind of come up with different
solutions for each thing like discriminatory ads
and hate speech and you know there's all sorts
of issues that we wanna solve on these platforms.
And not each one of them can be solved
with some blanket thing.
HEFFNER: Right, right.
The, with your new outlet, what are you hoping to
achieve when it comes to being solution-oriented
in your reporting so that you're targeting each one
of those problems associated with the new media climate?
ANGWIN: So essentially what I'm hoping to do in
my newsroom is basically I want to build a newsroom
around real tech expertise.
So the way I do my investigations is
generally like alongside a programmer,
and we together figure out how to investigate
different issues that involve technology.
And having technology experts involved in the
investigations leads to better outcomes.
And what I have found is that it also leads
to what I call like a better diagnosis of the problem.
So lots of people are writing articles like
Facebook is too big or it's sort of creepy or
it's too whatever.
We're writing like hey, they have a dropdown menu
for racism, how 'bout we get rid of the dropdown menu?
And so it's just much more easy to fix,
and eventually Facebook was like yes I think we
will get rid of the dropdown menu,
and now you can't do that.
And so by diagnosing the problem specifically
enough, then it's, makes it solvable.
So that's why I think journalists' contribution,
from my point of view is to diagnose the problems
correctly and in the most concrete and data-rich way possible.
HEFFNER: That's really helpful, Julia.
When I said radical transparency before,
this idea it was the idea that you could hover over
an ad on Twitter or Facebook or you could even
hover over a handle or a Facebook page,
and get some immediate sense of statistics.
So the first thing that comes to mind is Dove.
Dove is doing an advertisement on these channels.
You hover over the ad and you see how long the ad
has been in stock, how many people have brought the product.
I mean how many people have been directed to it
from these IP addresses, you know?
How many people are accessing it from the US?
The Midwest? The Northeast. Europe, Asia.
This kind of view that is open book.
Would that be a way to experiment with radical transparency?
ANGWIN: It's an interesting idea.
I think sometimes it's hard with commercial speech.
So like with ad, like a Dove ad, right?
Because the public interest in Dove's
targeting is maybe less than it is for political advertising.
So I think you know...
HEFFNER: So let's use the other example.
ANGWIN: Yeah, so let's start with political advertising.
HEFFNER: New example, let me give you a different
example of someone who is suspected,
another example could be a meme that's circulating
that is partisan in nature or that is making
a fallacious or baseless claim.
And you could hover over it,
and ultimately could be flagged and removed.
But you would be able to see where it originates,
which is important especially on Twitter
when so much content has been stolen to mass-produce
these automated bots and troll accounts.
So that's another example where you could see beyond
what Amy Klobuchar has advocated which is
in the first five seconds of that online ad is gonna be held
to the same standard of an ad on television,
paid for by X organization.
I mean a step further than just knowing who
might've bought the ad within the embedded video.
ANGWIN: So what you're describing is probably
exactly the kind of tools I'm hoping to build
in this new newsroom.
So one of the things I really believe is that
journalism doesn't always have to be words.
Like journalism is about educating people.
And so one way you could educate people
is by building a tool, right, that teaches them
something about what they're looking at.
About the memes or the Twitter account, or whatever.
And so we, I can't promise you which of these things
of how easy it would be to do,
but that's the kind of thing we want to build
is sort of maybe we're going to have a thing which like you-
you go and look at comments.
You know how like these days it feels like
everything on Amazon has a hundred million good reviews.
Obviously some of them must be fake,
all of them, it's unclear. Right?
We'd like to do some analysis and give you kind of a rating.
Like well is there gonna- what's the likelihood of
this being truthful, right?
And so I think there's a lot more room to be done
from journalism to try to bring some accountability
to these online platforms, but not always in the form
of a story but sometimes in the form of tools.
HEFFNER: Will those tools perhaps suggest that these
companies despite the new scrutiny are not going
to turn at least immediately to radical transparency,
and are not going to eliminate in any kind of
wholesale way the perpetuation of fake
misleading information?
ANGWIN: I suspect yeah, I suspect that like you know
I think they're going to try.
But I suspect there'll be plenty of work for me to
do in the next couple years,
I'm not worried about lack of topics to cover
on these type of platforms.
HEFFNER: Right.
And just to go back to the outrage factory
for one more moment that I have you here.
What could be done internally within the
tools outside of regulation because this is
particularly problematic on Twitter.
Just with the, if you look at a Donald Trump Tweet,
or if you look at a New York Times reporter Tweet,
you'll see in response just so much garbage,
venom, toxicity but and some of it's programmed,
some of it's maybe intelligence officers,
some combination of genuine partisan tribalism
and the proliferation of the trolling through bots.
And what in the short term can we do with that problem?
ANGWIN: It's hard, right?
I mean the truth is these are public squares,
and they're policed by private companies.
And the truth is that really what it is is there
are mobs who really just want to drive certain
types of people out of the public square.
They want to make it too costly for them to have a voice. Right?
And of course, we shouldn't let them
do that as a society.
And yet the cost personally to each person
who gets a million death threats is super high
and many of them do opt out and stop talking publicly.
And that's a really terrible outcome.
That's, unfortunately, the First Amendment
is not really written to address that issue.
We don't have a kind of legal infrastructure to
understand that issue.
And so I'm not sure what can be done in the short term.
I will say Twitter has done a kind of nice thing
where you can change your mentions so you can sort
of basically not see anybody who replies to you
who you don't already follow.
And so you can kind of limit you know
and I think maybe more, the platforms
will come out with more tools to kind of limit your view.
But that's also super sad.
'Cause then it just brings the filter bubble even
closer, like all you ever hear is the same people
over and over again.
And the beautifulness of the social networks was
the serendipity that you might find an interesting
new person to talk to.
And so I wish, I don't actually have an answer
except to say that it's a super hard challenge.
And it's probably one that we have to all
as a society collectively solve.

Jordan's Heroes - F**k You, Super Dad - The Opposition w/ Jordan Klepper - Duration: 5:10.You know what,
it has been a tough week.
There's a lot of anger and shouting recently,
some of it within the-the last 30 seconds, to be honest.
So I felt that this would be a great time for a segment
that highlights some feel-good stories
about the real people out in real America.
It's a brilliant idea that I just had
and small-town stations have been stealing from me for years.
It's time to take a look at some of the week's best videos
in our segment called Hey, Watch This.
We get to meet some more of Eric's Heroes.
REPORTER: It's time for Cool People Doing Cool Things.
REPORTER 2: 7 Everyday Heroes.
For Goodness' Sake, I'm Bill Anderson.
(chuckles): Oh.
For goodness' sake, I'm Jordan Klepper.
And unlike local news,
I can afford lamp shades.
You know what, let's take the focus off of me
and put it on the everyman doing good
in my long-running,
first-time segment, Jordan's Heroes.
-♪ ♪ -(cheering and applause)
Um, first up,
a man who loves the great outdoors
almost as much as he loves helping those in need.
Which is a lot, if that wasn't clear.
A man is traveling across the country to spread goodwill,
and his only tool is a lawn mower.
Rodney Smith Jr.'s known as Lawnmower Man.
He says the idea came from a chance encounter
he had one day with an elderly man.
He looked like he was struggling, so I pulled over
and helped him out. That night, I decided
to mow free lawns for the elderly,
disabled, single mothers, and veterans.
McBROOM: Smith says he'll travel to all 50 states
to mow laws for those in need.
Wow, inspiring story,
mowing lawns for the needy in all 50 states.
Your neighbors must love you.
Heck, the whole country is gonna be your neighbor soon.
Everyone's friend, that's you, Rodney.
Everybody loves Rodney.
Rodney, must feel pretty good about yourself.
Pretty... good.
Hey, Rodney...
You think you're better than me?
Is that what you think, Rodney?
I can mow lawns in all 50 states.
I'm handy, I'm good with tools.
I built a birdhouse in fifth grade,
a good one, the bird is still in it.
I can buy a lawn mower.
I can definitely buy one, and find one,
and identify one in a hardware store,
then I can buy it in a heartbeat.
How much could it be? I don't know.
$30,000, probably, could be.
Plus, I can go to any state I want,
as long as it's not both Dakotas or one of the Virginias.
They know what they did.
Screw you, Rodney.
You're not better than me.
This next story is sure to make you smile.
And maybe also a bit hungry.
A fast food worker in Chesterfield County
is receiving a lot of praise after this video went viral.
You can see him-- Run, Forrest, run--
chasing down a customer who forgot part of her order.
The dedicated worker successfully got
the customer's second bag of food to her
before jogging back and looking just a little bit tired.
Oh, well, you can't argue with that.
That's just a nice thing to do.
Glad a nice guy like that in the middle of the country
is getting that kind of attention.
He's probably feeling pretty good about--
You think you're better than me?
That's not a run, that's a shuffle at best.
I've sprinted out of Chick-fil-As
twice as fast as that, carrying way more bags
of morally-dubious fried chicken.
And how dare you abandon your post?
It's chaos back at that Chick-fil-A with you gone.
They're serving burritos and grilling pad Thai,
and not weighing in on what constitutes love anymore.
You're a monster.
How on Earth can you think you're better than me?
