Harry Kane struck a hat-trick as England marched into the last 16 of the World Cup after with a record 6-1 win over a woeful Panama in their World Cup Group G match on Sunday.

The result, a record win for England in a World Cup finals match, means England qualify for the knockout stage with a game to spare, along with Belgium who also have six points.

Tournament debutants Panama are eliminated along with Tunisia.

England were 5-0 up at halftime after taking full advantage of a poor Panamanian defence.

马来西亚人民并不热衷于严厉批评警方，因为警察在任何一个序和文明社会里都扮演重要和关键的角色。他们要的只是将马来亚全民——不分种族、宗教、地位或社会经济阶级——所应该享有的项根本权力制度化，那就是：免于罪恶，在安全及受保障的环里生活、工作和游玩的权力；以及拥有更有效率、问责和透明化警方运作模式，以及在拟定、落实和监督旨在降低罪恶以及对罪恶的惧上的警察议程上，涉及具有意义的公众咨询和参与

人民要一支行事有效和高效率的警力，并会和警方合作，以保我们的街道、公共场所和住家安全。这就是为什么设立IP MC很重要。设立IPCMC是第五任首相敦阿都拉在他就任首初期时所设立的警察皇家委员会所做出的最重要建议，以把拥有"先国基建；第三世界思维"毛病的马来西亚转变成一个在全方位都先进国家，尤其是拥有良好管治、政府问责以及透明化

IPCMC的目的就是要透过铲除警察贪污、警察行为不检以滥权行为来恢复民众对警方的信心！然而，我们却似乎倒退至由首席大法官敦再丁担任主席、前全国总警察长丹斯里韩聂夫为副主席警察皇家委员会成立之前的时期，当民众对警察的信心达到史上最低而有关警察贪污、暴力事件以及违反纪律事件的申诉是如此之多，这原因也导致如此多宗的警方扣留所死亡事件

所有有关警方滥权、暴力和甚至是扣留所死亡事件的可怕故事会被遏制不会发生，假如IPCMC如警察皇家委员会在十多年前所议般成立；而真正成立的执法机构廉政委员会（EAIC）只是一个无牙"机构，没有权力、人员和经费，所以不能成为有效制衡警察行不检和滥权事件的机构

警察皇家委员会正确的警告，"假如马来西亚皇家警察的领导层有正视挑战和捍卫警察服务上的改变以让本身得益"的话，委员会的议将不会产生预期中的果效。它还说道："执行有效的改变是从而下的

所有层级的领导层的角色在像马来西亚皇家警察这样的指挥组织是极重要的。领袖是楷模。他们应该廉正和主导在警队里铲除贪污的计划 " 所以，政策制定者和警队领导层在十多年前没能设立IP MC的失败务必要在现在补正过来，这样马来西亚才会拥有一支世界的警队

我们务必要赶快摆脱现在的疲乏状态，当民众对警察的信心达到上最低，严重的警察行为不检和违反纪律事件都没有受到法律制裁— 就象警察扣留所死亡事件、警察暴力和最近的，警方对茜蒂卡欣无理逮捕

希望联盟政府应该在国会自第十四届大选后在7月中旬首次召开呈上一份体制改革计划，而其中设立IPCMC应该置于体制改革议的前列位置。林吉祥
