U.S. President Donald Trump is set to announce his pick for Federal Reserve chair on Thursday.

Two people familiar with the president's plans say Trump will pick Jerome Powell, a governor

on the board of the Fed, to replace Janet Yellen, whose term expires early next year.

Picking Powell would signal that the Trump administration is looking to avoid jolting

the markets.

Powell is seen as likely to keep interest rates low,... whereas other candidates have

indicated they would be more aggressive in raising rates.

The 64-year-old Republican was appointed to the Fed in 2012 by then-President Barack Obama

and has a record of working in private industry for much of his life.

Chickpea seed coat markings – J .Wood | 2017 Know More series | Northern Region - Duration: 3:43.

Chickpea blemishes are basically any sort of blemish that's on the seed so it's

like going into the supermarket and you might see an orange that's got a black mark on

it, that's a similar sort of thing with chickpeas and obviously it doesn't look

very nice for the consumers.

Most of our chickpeas are sold as whole grain overseas so we want to try and minimise any

stain or blemishing on the chickpeas seeds to maximise price.

One of them is obviously caused by Ascochyta blight which is a fungal disease, you can

also get markings on chickpea seeds from hail damage and there's also sort of a staining

dark type of seed coat sort of blemish that you can get from high temperatures and moisture

stress in the grain especially in silo storage so if it's stored under high heat and also

humidity you can get discoloration of the seed as well.

So this is an example of what hail damage looks like on the pods, so you can see that

there's that white mark there and thats actually taken a layer off the pod and it

actually causes bruising to the seeds which will appear as some dark marks.

These are some Ascochyta affected seeds and you can see that a lot of the seeds are quite

small and shrivelled and that's because there was Ascochyta in those pods and that

effectively shuts down those pods and they just die off so you end up with a lot of these

shrivelled seeds.

And these three here I've just picked out show some classic Ascochyta marks on the seeds

and sometimes it can cause quite a deep canker and lesion and so these marks often go through

and you can see the effects on the cotyledon as well.

So these ones are called mosaic markings and they can occur in low frequency in grain samples,

some varieties tend to be more prevalent than others.

These ones here are a characteristic marking, commonly known as tiger striping and it's

where you get, it always seems to occur on this end of the chickpea seed and you get

two stripes and what we've found is that as the severity gets worse we tend to get

these blotches that start to occur as well so we've got the striping and the blotching.

So one of the characteristics of these type of markings is that it only affects the seed

coat so if we actually remove the seed coat from the cotyledon, you can see that the cotyledon

is not damaged at all and the mark does not go through it's purely contained all in

the seed coat.

At this stage, they're not causing a problem but we want to try and understand exactly

why they're happened and whether there is any particular parents in the breeding program

that are throwing these types of markings that we can try to eliminate them.

So you need to understand that if you do have some markings in your seed you need to understand

what's causing the markings so that you know how to manage the seeds properly.

If you're looking at planting it, if you've had any Ascochyta in your paddock, I would

recommend you definitely do not plant that seed.

If you've got some bin burnt type of sample you need to really test the germination and

emergence of that seed because it may be very, very low.

Same if you've had hail damage so you need to test to see how viable that seed is and

whether it's going to come up in your paddock.

South Korea and China issue joint statement on bilateral issues, pointing toward easing of tensions - Duration: 2:29.

Our top story this afternoon...

South Korea and China have taken a significant step toward repairing their once-close relationship.

The two governments released a joint statement on Tuesday on recent discussions over North

Korea, the THAAD missile defense system and other issues.

Although it doesn't resolve all concerns, it's hoped the statement could lead to better

relations between the two countries.

Kwon Jang-ho has this report.

On Tuesday morning, a joint statement was released on the websites of Seoul and Beijing's

foreign ministries, describing the efforts that the two governments have been making

to mend relations.

At the heart of it, the two sides said they will come together to tackle the North Korea

nuclear issue.

They agreed to pursue a peaceful solution, using all diplomatic avenues, and pledged

to strengthen communication and cooperation on the matter.

However, it was the issue of the U.S. missile defense system, THAAD, deployed on South Korean

soil that had driven a wedge between the two nations.

The statement says China reaffirmed its opposition to the deployment, which they have argued

affects their security interests in the region.

But at the same time, Beijing are said to have taken note of South Korea's situation,

and the two sides promised further discussions on the matter.

Shortly after the release of the joint statement, Seoul also confirmed that President Moon Jae-in

will be meeting with President Xi Jinping for a bilateral summit on the sidelines of

the APEC summit in Vietnam next month.

A meeting between President Moon and Chinese State Council Premier Li Keqiang during the

ASEAN-plus-3 summit in Manila a few days later is also said to be on the cards.

Until then, a series of other exchanges are set to take place between the countries.

Later on Tuesday the two countries' nuclear envoys will meet in Beijing to discuss the

North Korea nuclear crisis, as well as lay the groundwork for the summit in Vietnam.

Several lawmakers from both sides are also scheduled to make various trips to Beijing

for seminars and discussions in the next two weeks.

The two countries' health ministers are expected to meet in Shandong Province in mid-November

as well.

Ultimately it's hoped that these exchanges will lead to geo-political tensions easing,

and for China to lift its unofficial economic sanctions on South Korea.

Since the decision to deploy THAAD last year, exports to China dropped due to supposed regulatory

infringements, and tourism from China was hit after flight numbers were restricted without

notice.

UNESCO postpones listing of 'comfort women' documents for archive preservation - Duration: 1:49.

UNESCO has decided to postpone its decision... on the listing of documents related to Korean

victims of Japan's wartime sexual slavery... to its Memory of the World Register.

Although several diplomatic records of Korean envoys to Japan... were added to the archives,...

the omission of the so-called "comfort women" files... will be seen as a disappointment

to many.

On Monday,... UNESCO's International Advisory Committee... did not recommend the "comfort

women" documents... for preservation in its Memory of the World Archive.

More than 2,700 records... chronicling Japan's wartime sexual slavery during World War II,...

had been submitted to UNESCO by nine countries,... including South Korea, China and Taiwan.

However, after a four-day deliberation period,... to assess the historical and cultural significance

of the documents in questions,...

UNESCO has decide to postpone the listing.

Some critics suspect,... that the decision was influenced by heavy opposition from Japan,...

which is a major donor to UNESCO.

The panel did approve the listing... of several other historical documents that had been submitted

for preservation by the Korean government.

These include... centuries-old diplomatic records... relayed by Korean envoys in Japan,...

documents on the National Debt Repayment Movement in the early 20th century... as well as royal

seals used by the Chosun Dynasty.

Despite these setbacks,...

UNESCO has called on Japan to acknowledge its war crimes on "comfort women"... and take

active measures to address both the victims and perpetrators.

The Office of the UN High Commissioner for Human Rights... requested Tokyo,... to take

full legal responsibility... and punish individuals for the issue... with the number of victims

estimated at 200,000 women all across Asia.

Good afternoon.

Some mountainous regions are enjoying spectacular views of the fall foliage and snow-capped

mountains, the picture behind me is of Hallasan Mountain on Jeju Island.

We had a frosty morning to start the last day of October, Chuncheon saw a low of minus

2.5 degrees Celsius while Daejeon had a low of 0.6 degrees.

And it comes to no surprise that ski resorts are getting ready for ski season,... pouring

snow onto the slopes.

But good news, temperatures will rebound this afternoon in most cities hovering above the

seasonal averages under plenty of sunshine.

Seoul, Daejeon, Daegu and Jeju will get up to 17 degrees Celsius.

Enjoy the somewhat mild conditions for the next couple of days.

The autumn cold snap will return this weekend.

With that, let's take a look at the international weather for viewers around the world.

While most regions in South Korea will see the brief cold snap easing up this afternoon,

North Korea will have similar weather conditions to the South under mostly sunny skies.

As for major cities in Asia,.. those in Beijing will also need to be aware of big gaps in

readings of 10 degrees Celsius, getting up to 15 degrees on Tuesday.

Meanwhile, Melbourne and Wellington will be under mostly sunny skies with highs of 16

and 19 degrees.

Heading to North America, Chicago and Montreal will have a chilly and sunny Tuesday with

single digit afternoon highs.

As for South America, Buenos Aires will be under mostly sunny skies.

Taking you to Europe,...those in Moscow will see a mix of rain and snow on Tuesday and

brace for freezing conditions through Thursday.

Lastly to Africa, major cities will be under mostly sunny skies,... while Cape Town will

Samsung Electronics posts record Q3 profits amid strong memory chip demand - Duration: 2:06.

Samsung Electronics has reported record operating profits for the third quarter,... on the back

of its best ever memory chip earnings.

The Korean company has also revealed its shareholders policy for the next three years.

Kim Hyesung has the details.

Samsung Electronics says its third-quarter net profit nearly tripled on-year to a record

high as its semiconductor division posted its highest ever profit.

The tech giant on Tuesday said operating profit for the July to September period hit 12-point-nine-billion

U.S. dollars, matching its forecast earlier in October.

Revenue jumped nearly thirty percent to 62 trillion Korean won, or 55.2 billion dollars.

Memory chips were the main driver of earnings, accounting for two-thirds of operating profit,

as the industry hit a super-cycle with high demand for D-ram chips for mobile devices.

In a statement, Samsung said "For 2018, the company expects earnings to grow primarily

from the component businesses, as conditions in the memory market are likely to remain

favorable and the company expects increased sales of flexible OLED panels."

In the mobile sector, Samsung has shrugged off last year's withdrawal of the fire-prone

Note 7 and posted a jump in mobile profit to 2.9 billion dollars from 89 million dollars

last year.

More than 4 million Galaxy Note 8 smartphones have been sold since the model was launched

in mid-September, but overall revenue and earnings decreased quarter-on-quarter due

to the higher sales of mid-to-low tier models.

Samsung Electronics also announced its shareholder return policy for the next three years.

The Company will increase annual dividends in 2017 by 20 percent, which will be followed

by a 100 percent rise in dividends in 2018, translating into more than 25 billion dollars

in the 2018-2020 period.

The announcement comes as the company reorganizes its leadership structure after vice chairman

Kwon Oh-hyun said earlier this month that he would step down.

Two ex-Trump aides charged in Russia probe, third pleads guilty - Duration: 2:07.

Federal investigators looking into alleged Russian interference in last year's U.S. presidential

election have charged President Trump's former campaign manager Paul Manafort and his business

associate, Rick Gates, with money laundering.

Also, a third former Trump adviser has pleaded guilty to lying to the FBI about contacts

with Russians.

Ro Aram reports.

The White House is saying the charges levied on Manafort and Gates are not directly linked

with the Russia probe.

But it does in the sense that Trump's former campaign manager was taking millions of dollars

from pro-Russian Ukrainian politicians between 2006 and 2015... and allegedly laundering

those funds by various means.

Both Manafort and Gates have been put under house arrest pending their next court hearing

on Thursday, with their bonds set at 10 million and five million dollars, respectively.

Both men have pleaded not guilty to all 12 criminal charges against them, and Manafort's

lawyer has described the accusations as "ridiculous."

Although these revelations are dramatic, a potentially more significant bombshell has

emerged.

One of President Trump's former foreign policy advisers, George Papadopoulos, had pleaded

guilty earlier this month to charges that he lied to the FBI about his contact with

a Russian professor with ties to Kremlin officials.

Court papers show that he admitted the talks happened while he worked for Trump on the

campaign and after he had been told the Russians possessed "dirt" on Hillary Clinton.

The charges against Papadopoulos are the first to be brought by Robert Mueller, the special

counsel investigating possible collusion with Russia and the Trump campaign.

White House spokeswoman Sarah Sanders, however, has said Papadopoulos' role as a foreign policy

adviser was "extremely limited."

She added that he was a volunteer member of an advisory council that met with the president

only once last March, and that nothing came of the encounter.

Olympic Torch to be handed over to 2018 Olympic Committee in Athens - Duration: 2:02.

South Korean officials are in Athens to collect the torch for the 2018 PyeongChang Winter

Olympics.

Its arrival on Wednesday will signal the official start of the 100 day countdown to the Games.

It's also significant as it's the first time the flame has been in South Korea since the

1988 Seoul Olympics.

The Olympic Torch for the 2018 PyeongChang Winter Games has been taken around Greece

by 505 participants,... criss-crossing some two-thousand-kilometers around the home country

of the ancient Olympics.

The sacred fire will be officially handed to the 2018 Olympic Committee members in Athens

on Tuesday by the Hellenic Olympic Committee President, Spyros Capralos.

(KOREAN) "The torch has toured Greece for a week.

It will finally arrive in South Korea on November 1st.

The Olympics have now started."

The organizers of the 2018 Games and honorary ambassadors, arriving in Greece earlier this

week,... have vowed to host a successful event and they believe the Olympics will give South

Korea a renewed sense of national pride.

(KOREAN) "This is my first time in Greece, and it's

very interesting to see the Olympic event ceremony.

I think this will be a memorable experience for me."

After receiving the torch from the Greek officials, the flame will be kept in a special safety

lamp to fly more than eight-and-a-half thousand kilometers to Incheon International Airport.

It's scheduled to arrive on Wednesday morning, when the 100-day countdown to the Winter Olympics

begins.

Once the flame arrives, the torch will start its long journey to the Olympic Stadium in

Pyeongchang, covering exactly 2-thousand-18 kilometers.

Carried by seven-and-a-half-thousand participants,... it will travel through all of Korea's nine

provinces and eight major cities, and pass by several major landmarks along the way.

'Dogphobia'? S. Korea to tighten regulations on negligent dog owners - Duration: 3:39.

There has been a spate of dog bite injuries in South Korea in recent weeks.

As a result,... the government is looking to set stricter regulations on pet management.

This includes widening the scope of dog breeds required to wear muzzles and upping the fine

for violations by owners.

Lee Jeong-yeon has the story.

A hot keyword these days: 'dogphobia'.

But how could this be in a country where more than 10-million households have pets?

It all started when a Korean businesswoman died earlier this month, six days after being

treated for a bite from a French bulldog, owned by K-pop star and actor Choi Si-won.

The buzz led the Korean government to revisit the current law.

(Korean) "The current animal protection law doesn't

have a separate clause for dog attacks, so owners have only been punished for negligence

in such cases.

We will consider making laws to establish a legal framework specifically for dog attacks."

The current South Korean law stipulates that 6 breeds of dogs are required to be leashed

and muzzled in public, and the government has said it will expand the scope of the law

to cover more breeds.

The current fine of 45 U.S. dollars for first-time violators will also be revised to around 180

dollars, with around 270 and 440 dollars for second and third time violations.

From March next year, the government will also offer rewards for reporting owners walking

dogs without leashes.

This is still relatively light compared to other countries.

In the U.S., injury by pet is punishable with a fine of 1,000 US dollars to 6-months of

jail time.

It is stricter in the U.K., where the owner can be sentenced to 5 years in jail for their

dog causing injuries, and up to 14 years for death.

(Stand-up) The stronger punishment for owners involved

in pet attacks is supposed to compel the owners to take responsibility for their animals.

This may be effective to some degree, but experts say more preventative measures need

to be put in place to solve the overarching issue of pet management.

(Korean) "Problems like the recent incident cannot

be resolved by simply strengthening the punishment.

A detailed system should be put in place such as registering and vaccinating pets, and educating

potential pet owners beforehand."

Experts in pet training also agree to raising the bar for potential pet owners.

(Korean) "The pet-culture in Korea is relatively young,

so not many people realize the necessity and diversity of pet education.

If owners are properly educated prior to having pets, we would have less problems."

In the U.K., people who want to own certain breeds need court approval, and the U.S. has

a licensing system.

The South Korean government announced on Monday that new guidelines will be set to include

compulsory safety education for owners of specific dog breeds.

(Korean) "I think it's good they're revising the law.

It will make owners more alert about managing their dogs in public.

Accidents happen unexpectedly so I also keep my dog on a leash."

(Korean) "Dogs are like people.

If they lack social skills, they will take a defensive stance when met with strangers,

and attack when they feel threatened."

The expert adds that eventually it's up to the owners to take precautions and manage

their pets properly if an attack occurs.

Pet etiquette, or "Petiquette" must be kept... meaning owners shouldn't think that their

pets are exceptions to causing accidents, and others should respect boundaries and ask

the owner's permission before handling the animals.

Korea's industrial output figures record triple growth in Sept. - Duration: 2:24.

Korea's industrial output figures for September showed growth in production, consumption and

investment... compared to the previous year.

Business sentiment, is also looking up,... especially for the automobile sector which

recovered from an eight-year-low recorded the month before.

Kim Ji-yeon reports.

Industrial output in Korea rose a staggering 7-point-4-percent in September from the same

period last year.

Statistics Korea attributes the jump to increased output in the mining, manufacturing and services

sectors.

Production of automobiles spiked more than 27-percent last month,... while machinery

rose 19-percent on-year.

Output in the finance and insurance sectors was six-point-eight percent higher on-year.

Retail sales edged up more than eight-percent... as sales of durable goods in automobiles also

increased on-year.

There was a more than 25-percent increase in facility investment... to aid the production

of machinery and automobiles.

Business sentiment in the local automobile industry recovered from an eight-year-low

recorded earlier last month.

The Bank of Korea says its business survey index for the automobile sector soared to

70 in November,... up five points from the previous month... on releases of new models

and improved auto component exports to China... as Beijing's economic retaliation against

Seoul's deployment of the THAAD U.S. missile defense system shows signs of waning.

(Korean ed: steve) "Also new models by Korea's major automaker,

Hyundai Motor, including the Sante Fe and Tucson SUVs, are expected to become a big

hit around the world next year, particularly in the U.S. market."

Meanwhile, business sentiment in the shipbuilding and transport sectors dropped eight points

to 36... on soaring prices of raw materials including copper and aluminum.

A reading below 100 means there are more pessimists than optimists.

The electronics and chemical sectors had readings above 100... on rising international oil prices.

In fact, sentiment is so good for the chemical sector that the reading soared three points

from the previous month to 105... the highest level in six-and-a-half years.

sites.

Two of Korea's best-loved celebrities, Song Joong-ki and Song Hye-kyo, will become one

this afternoon... when they take their marriage vows at four P.M.

Dubbed "the wedding of the century" by fans,... the details of the ceremony are mostly under

wraps as their entertainment agencies have called the event a "personal occasion."

But reports are saying the couple will wed at the Shilla Seoul's Yeong Bin Gwan,... accommodating

some three hundred guests -- mostly family and close friends.

No media will be allowed in.

The pair starred in the smash-hit drama "Descendants of the Sun" in 2016 and had denied rumors

of their relationship until July this year,... when the two dropped the bombshell announcement

that they would be tying the knot.

Deposed Catalan leader Carles Puigdemont flees to Brussels - Duration: 0:50.

Government officials in Madrid say the ousted Catalan leader has left Spain and is now in

Brussels.

Carles Puigdemont is said to be planning to claim political asylum in Belgium along with

five of his ministers, after Madrid took control of Catalan institutions and the region's government.

After unilaterally declaring Catalonia's independence from Spain, Puigdemont now faces charges of

embezzlement, sedition and rebellion, which could see him jailed for at least 30 years.

Belgium's immigration minister said on Sunday that it was 100 percent legal for Puigdemont

or any other Catalan to seek asylum in the country.

But, those comments were slapped down by Belgium's Prime Minister, who said such a request was

"absolutely not on the agenda."

CO2 at highest level in 800-thousand years: WMO - Duration: 0:51.

The amount of carbon dioxide in the Earth's atmosphere last year was at its highest level

in almost a million years. The 403-parts per million of CO₂in the atmosphere,

is the highest it's been in 800-thousand years,... according to the World Meteorological Organisation.

It rose at a record rate last year,... 50-percent faster than the average increases over the

past decade. These figures mark the second time the levels

went above 400 parts per million since 2015, and concentrations of CO₂are now 145-percent

of pre-industrial levels, according to the Greenhouse Gas Bulletin.

This rapid increase in greenhouse gases and carbon dioxide could lead to "severe ecological

and economic disruptions," according to the report.

SpaceX successfully launches Korean communications satellite - Duration: 0:40.

A rocket carrying a Korean communications satellite was successfully launched on Monday

from the Kennedy Space Center in Florida.

According to satellite service provider KT Sat, the Koreasat-5A satellite, …also known

as Mugungwha 5A, will replace a faulty satellite and expand coverage across Asia and the Middle

East …starting next year.

The satellite, launched by US-based SpaceX, is expected to operate for at least 15 years.

It is the second satellite to be launched by KT Sat this year, …following the successful

deployment of Koreasat-7 in May.

Trump to announce his pick for Fed chair on Thursday - Duration: 0:43.

U.S. President Donald Trump is set to announce his pick for Federal Reserve chair on Thursday.

Two people familiar with the president's plans say Trump will pick Jerome Powell, a governor

on the board of the Fed, to replace Janet Yellen, whose term expires early next year.

Picking Powell would signal that the Trump administration is looking to avoid jolting

the markets.

Powell is seen as likely to keep interest rates low,... whereas other candidates have

indicated they would be more aggressive in raising rates.

The 64-year-old Republican was appointed to the Fed in 2012 by then-President Barack Obama

and has a record of working in private industry for much of his life.
