MAKEUP TUTORIAL: COLOURPOP DREAM ST PALETTE / COLLAB (ft. Liv Walters) - Duration: 11:30.

Hey guys, it's Annika. Welcome to my channika.

So today, I'm going to be doing a super duper,

f-ing exciting video.

I'm gonna be doing a collab with my friend

Liv Walters on YouTube.

We both got the Dream St. Palette,

and so we're both gonna be doing different looks with it.

She did a blue-ish look,

and I'm gonna be doing a more neutral look,

because I also got one of the lipsticks

that KathleenLights came out with it.

I got the shaaaaaa

aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa

ade "Rever"? I don't know.

It's like a bright orange one.

Right now, I'm here with Rhianna.

She's on the left of me.

It's her birthday.

She went all out. She decorated the entire house.

And August is on my bed acting like a f-ng thot.

I'm wearing the sweatshirt

that Liv got me for Christmas.

We became really close friends.

I don't remember who DM'd who first.

I think I DM'd her, but . . .

I fucking love her.

I don't know why it's taken us so long to collab,

but I'm so excited.

I wish that she were here with me, though.

Let me bust out the eye primer,

just like I'm busting a nut.

Where's my nut button?

RHIANNA: Oh, it's right here.

I don't think it's on.

NUT

NUT

I'm gonna prime my eyelids with the

Essence I Love Color Intensifying Eye Primer,

because I'm trying to use this up in 2018.

I'm putting up a "Project Pan."

That'll go up soon, so you can watch that.

RHIANNA: My skin is so dry.

Do you want this moisturizer? It's really good.

RHIANNA: Can I try it? ANNIKA: Yeah.

RHIANNA: Like my face, it will not . . .

Does it break you out?

It doesn't break me out.

It's by a really good brand.

We're in a full-on blizzard right now.

Rhianna has a snow day. I'm still on break.

My windows are snowed up.

I'm gonna take the Kat Von D

Lock-It Powder Foundation,

and I'm gonna be setting my eyelids.

I really like this foundation.

I got from Sephora when I was in Canada,

and I'm really liking it.

I feel like it adds a little bit of coverage,

which is good, since this primer

doesn't really "concill" all the veins on my lids.

But I absolutely love this palette.

What I love about it is that

it's neutrals, but then it also has blues in it.

And usually, I don't f-- with blue eyeshadow,

but like, I don't know. It works.

I'm gonna take the shade "Shooting Star,"

and I'm gonna put that in my crease.

I've never had a ColourPop palette before.

I have the single shadows, and I f-ing love them.

Not the Super Shock ones.

I'm not really a huge fan of those.

But the single pressed powder shadows.

These are a little bit smaller,

but they blend just like the normal ones.

I kind of wanted to do a "Best of 2017 Makeup,"

but I didn't think that people would want to watch it.

But if you guys want to see that,

let me know in the comments below.

RHIANNA: Eight more follow requests.

I posted a birthday post for Rhianna,

and now everybody's requesting her.

RHIANNA: Yeah. I started out today

at like 1,042 followers,

and now I have 1,163.

As you can see, this color is blending up really nicely.

Yeah. So if you guys don't already watch Liv Walters . . .

I'm pretty sure you guys do,

because a lot of you guys watch her.

She's so funny. She's so genuine. But like . . . go sub.

Okay. Then I'm gonna take the shade "Magical."

Um . . . It's like a light orange . . .

[Rhianna laughs]

RHIANNA: That's from Mattea.

What is that?

RHIANNA: A Q-tip.

Thanks.

"Throw something at her and say it's from me"?

RHIANNA: How annoying.

And I'm just gonna use this to blend.

I don't really know.

I like the color, so I thought I would use it.

RHIANNA: That was so funny.

Yeah, that's really funny.

I wouldn't have thought of that.

I was like, "What the f--?"

I'm also kind of scared to wear this lipstick,

because I think my teeth are gonna look really yellow.

But I whitened them yesterday for my haters.

Go watch the video. I'll put it up in the eye.

I'm gonna take the shade "Potion,"

which is kind of a deeper orange shade

- which I really like, sort of an orange / brown -

and I'm just gonna put that in my outer corner.

I'm really tempted to do a half cut crease today,

but I'm not going to.

I feel like I only do half cut creases anymore,

and I'm sure that it's low-key annoying.

I just feel like it complements my eye shape.

I don't know. I feel like I have semi-hooded eyelids,

because when I have my eyes open,

you can't see my eyeshadow.

Do you think I have hooded eyelids?

RHIANNA: Low-key.

Low-key.

RHIANNA: Like, my aunt has full-on hooded eyelids.

Okay. Then I'm gonna take the shade "Spark."

I thought that said "Spork."

It's this bright red color.

I tried this before. It's super pigmented . . .

AUGUST: Hello?

AUGUST: Okay. Wait one sec.

AUGUST: Uh, give me five minutes.

ANYway . . .

I'm gonna take the shade "Spork."

So if you don't have a red color

in your eyeshadow collection,

which I feel is really important.

I feel like I always used to need a red

and never had a red,

but I feel like this is a good palette,

besides it has a good red.

RHIANNA: Just do the half cut crease.

Yeah. I think I'm gonna do a half cut crease.

It just feels so messy.

Did you see the thing on my spam

where I posted that video of Tana Mongeau saying like,

"Funny thing is, the lipstick normally smells like lipstick,"

but I believe mine always smells like weed,

because I'm always smoking weed

and then putting on lipstick."

Did you see that?

So f-ing funny.

Ahhhh. Tana Mongoose.

Oh, I didn't even say what I was doing. Ooop!

I'm taking the shade "Elfish."

Why the f-- is that called "Elvish"?

It's like a dark brown.

It kind of reminds me of the "Cyprus Umber shade

in the Modern Renaissance Palette.

I'm taking that on a really thin Furless ME3 brush,

and I'm dabbing that into my outer corner.

RHIANNA: One of your fan accounts just made a post.

RHIANNA: The annikaisawesome . . .

[laughs]

RHIANNA: did, "Happy bday @king . . ."

It would have been funny if they'd said,

"Happy bday @CoryMiwa."

Everybody always thinks that Rhianna is Cory,

and it's, like, high-key annoying.

I did a Live with her one time,

and everybody was like, "Is that Cory?"

RHIANNA: We look different.

I know. You guys literally look nothing alike.

RHIANNA: We're just two different people.

Yeah. Another thing that I really like about this palette

is that it's all matte. It's not all matte.

There are one, two, three, four . . .

four metallics, and one, like, shimmer satin shade.

But I like it. Because most of the ColourPop palettes

are majority shimmer, and I don't f-- with that.

So I like that it's a majority matte.

Okay. I'm gonna cut out my crease

using the Maybelline Fit Me Concealer.

I'm gonna take the Morphe B16 Brush.

It's like a really, really small concealer brush,

and I like it for cutting out my inner corner.

RHIANNA: Oh, I also hit over 1k on YouTube.

You did? Congratulations! When did that happen?

I don't know. Like, a few weeks ago

Woaaah.

Go follow Rhianna's YouTube. It's Rhianna Daniele.

I'll have it linked in the description.

Okay. And then I'm gonna set it with the Kat Von D.

I always have a huge fear of it transferring

onto my eyelid,

so I always make sure to set it right when I do it.

This one I did way too quick,

so it's really f-ing sh--y. Oh well.

Love my life.

I'm gonna take the "Spork" shade again.

And I'm kind of blending the . . .

Oh wow that looks awful.

Going back into "Potion," to orange it up a little bit.

Wow. Sorry Liv. I've done you dirty.

I bet hers is really way much better, so . . .

"Way much better."

Okay that looks decent.

It's not the best. But let's just throw some glitter on it,

and then maybe it'll look better.

I'm gonna take the shade "Magical" . . .

No, not "Magical."

"Stardust," which is this kind of like . . .

I don't know.

I'm gonna put that where I put the concealer,

starting off with my finger.

And then, to reach the inner corner,

I'm going to use a smaller brush.

I'm gonna take the Too Faced

- I'm gonna move back to my eyes in a sec -

but I'm going to take the Too Faced Hangover Primer.

I finally got this. So let's see if I like it.

It smells like coconut, and I hate coconut.

"Smell like weed, because I'm always smoking weed

and then putting on lipstick."

It's just the way that she said it was so funny.

RHIANNA: I know.

"I always smoke weed and then put on lipstick."

It's very moisturizing. A little bit tacky.

I don't know. I'm also going to try out this

Colourpop Amethyst Priming Spray,

just because . . . for sh--s and f-ing giggles.

NUT

Hmm. Okay.

What does it smell like?

It smells like a green juice, like ginger and cucumber,

and that's weird.

I don't know if I quite enjoy that.

But amethyst is my birthstone.

It doesn't smell like amethyst.

I don't know. I like the spray,

but it squirts out a lot.

Like, it squirts it out evenly, it's a nice fine mist.

But it squirts out a lot.

I'm gonna take the Fenty Beauty Foundation

in the shade 160.

I'm not really a huge fan of this foundation,

just because it's so drying.

But it looks really good on camera,

so I use it a lot in my videos.

Okay. Now for concealer.

I'm gonna use the Tarte Shape Tape Concealer

in the shade "Light."

I honestly haven't been wearing foundation

and concealer on a normal basis.

Like, to school I don't wear foundation or concealer.

I just wear mascara, brows, and highlight.

and contour.

RHIANNA: Oh my god, the trees are swaying so much.

That always makes me so nervous.

Oh my god, one time few years ago . . .

I feel like two years ago . . .

I was sitting on the bed and I was really sick.

Like, I just had food poisoning

and I stayed home from school.

And a tree started falling, and oh my god.

I ran out of that room so fast.

And it fell - not on the house, but . . .

And I turned so white.

So now I'm gonna finish up my lower lash line.

My lips look kind of weird

because there's foundation on this lip,

but not on this lip.

Looking like a snack.

Okay. I'm gonna take that first shade that we took,

and mix it with the second shade

for the start of my lower lash line.

And I'm also gonna connect it to up here.

Then we're gonna take this burnt orange

color that we took, and mix a little bit with the red.

Just a little bit of the red, though.

And then I'm going to take the "Elfish" shade.

Now I'm going to apply mascara.

I'm gonna be using the Essence Lash Princess Mascara.

I'm getting back into this over my Tarte Lifted Mascara,

just because this is black, and that one's brown.

But I still really do like that one.

But this one just makes your eyelashes so f-ing long.

I'm gonna turn this off.

Okay. I'm back.

Now I'm going to bronze my face,

and I'm just gonna use the

Physicians Formula Butter Bronzer

because I'm trying to use this up, too.

But I've been working on her for like

nine months and I still haven't hit pan on it.

Now I'm gonna take my Tarte Fiesty Blush.

And it looks like that.

I don't remember,

I think I got it in my Ipsy bag.

I'm not a huge blush person,

but I have so many blushes,

so I'm trying to force myself to use a few of them

for my "Project Pan."

And then for highlight, I'm gonna be using

the BH Cosmetics Nude Rose Palette.

I think I'm gonna to take . . .

I'm gonna mix the white shade

and then the shade above it together.

Yeah boi!

NUT

I'm also gonna take the white shade,

and I'm just gonna put that on top of

whatever I did in the inner corner,

because it's a little bit more poppin.

Oh, I need to do my brows. Oh my god.

I thought I was dumb, but it I wasn't.

I'm gonna take the Brow Wiz,

and I'm gonna do that off camera.

So I'll come back.

I'm back. And with brows.

Now I'm going to set my face

using the Urban Decay All Nighter Setting Spray.

I'm absolutely obsessed with this.

Just to make everything melt in.

RHIANNA: What about your forehead?

RHIANNA: You're missing your forehead.

F-- you.

I'm so moist.

Oh, that feels so good.

RHIANNA: Oh my God, it smells like flour.

Like . . . like . . .

RHIANNA: Like baking flour.

RHIANNA: Flour and yeast.

RHIANNA: Or whatever smell I just got.

RHIANNA: It smells like flour and yeast to me.

It just smells like setting spray to me.

Now I'm going to be taking

my Kat Von D Everlasting Lipliner

in the shade "Smith's."

Don't ask why I have this.

I think I just bought the wrong shade a while ago,

and I just never returned it.

Oh, but my lips are so crusty.

And I'm going to be taking the ColourPop Ultra Satin Lip

in the shade "Rever."

I don't know what the little accent mark

over the "e" means.

I know that this is a little bit more of a spring lip,

but I thought it was so fun,

and I don't have anything like this in my collection.

It doesn't make my teeth look that yellow.

Actually, yeah. It makes them look pretty yellow.

But, like . . . whatever.

But yeah. I hope that you guys . . .

Oh, also, what I enjoy about the Ultra Satin Lip formula

is that it looks matte like right,

but then . . . completely transferable.

So definitely not transfer-proof, which is really annoying.

But, you know. Just wear it as you would wear a gloss.

Yeah. Thank you guys so much for watching.

I hope that you enjoyed this video.

Make sure to go check out Liv's channel.

It'll be in the description.

She's also doing a look with the same palette.

Absolutely love this palette,

and I think that KathleenLights did an amazing job

on the colors. And the formula is really good, of course.

So yeah. Thank you guys so much for watching.

Please comment, rate, subscribe and keep on dreaming!

Amazing Movie Easter Eggs You Completely Missed In 2017 - Duration: 8:14.

With everything from superhero team-ups to record-breaking horror releases, 2017 has

been a big year for movies—and an even bigger year for all the Easter eggs they hid.

It's a lot to go through, so we rounded up some of the all-time best movie Easter eggs

of 2017.

Some spoilers ahead.

A mop and a beer

The fifth entry in the Pirates of the Caribbean franchise featured a heavily CGI'd version

of a young Johnny Depp as Captain Jack Sparrow, but that wasn't the only glimpse into the

actor's past.

Just before Sparrow is set to be executed, his Uncle Jack--played by ex-Beatle Paul McCartney--tells

him a joke:

"Did I ever tell you the one about the skeleton?"

"Yes you have many time…"

"Skeleton goes into a bar, orders a beer and a mop."

It sounds like your average bad pirate joke, but it's actually an Easter egg with roots

20 years in the past that started with Al Pacino, of all people.

While Depp and Pacino were filming 1997's Donnie Brasco, Pacino would tell that joke

repeatedly, then laugh and walk off.

Depp later admitted:

"I didn't get the joke!

He thought it was my problem.

He inflicted it upon me and I could feel my IQ points drop…

He would howl every time he told the joke."

What better way to return the favor than to inflict it on millions of moviegoers?

Even better, the guy laughing at the joke in Pirates of the Caribbean sounds a lot like

Pacino.

"Funny as ever."

Play time

Hot on the heels of 2016's Deadpool, Logan proved once again that it's okay for a superhero

to spill buckets of blood and swear like a sailor without sacrificing those ever-important

ticket sales.

Hopefully, this will kick off a new trend in superhero films, but Logan wasn't entirely

focused on the future—it also had a few pretty sweet callbacks to days of Wolverine

past.

While the comic books Laura picks up play a big part in the plot, you may not have noticed

another Easter egg that popped up: during Logan's funeral, you can see one of the mutant

children holding a Wolverine action figure—complete with yellow spandex.

Considering this is most likely Hugh Jackman's last outing with the adamantium claws, it

was a nice touch to put Wolverine's early comics outfit onscreen, even if it only showed

up briefly, and on a plastic toy.

Journey mountain

Director Jordan Vogt-Roberts is a self-proclaimed video game fanatic, and his sophomore feature

film Kong: Skull Island is jam-packed with video game nods, with references to everything

from Resident Evil to The Legend of Zelda.

But the best Easter egg in the film doesn't come from a massive franchise—rather, it's

a subtle nod to Journey, a game in which players have to cross a huge open world while communicating

with other players via musical notes, all while trying to reach a glowing mountain in

the distance.

Perhaps to emphasize the journey the characters in Kong had to take to cross Skull Island,

Vogt-Roberts stuck a re-creation of Journey's mountain in the distance in a few scenes of

the movie.

It's most visible when the helicopters first breach the storm around the island, and again

at the end when the characters are leaving.

It's subtle, but awesome once you've spotted it—a perfect example of what an Easter egg

should be.

Musical cameo

It's the music of Baby Driver that brings the film to life, which is particularly fitting

considering the core premise has its origins in a music video.

In 2002, Edgar Wright—who helmed Baby Driver—directed a music video for "Blue Song" by British band

Mint Royale.

The narrative of the video is this: a sunglasses-wearing driver takes a group of thieves to a heist,

then waits in the car and lip-syncs to a song.

Sound familiar?

That sequence inspired the opening scene in Baby Driver, which sees Baby rocking out to

"Bellbottoms" by Jon Spencer Blues Explosion while the rest of the crew pulls off the heist.

Even better, Wright didn't pay homage to that video in style only.

During a scene in Baby's apartment, the "Blue Song" music video can briefly be seen playing

on the TV.

Spider-Signal

You may have missed this quick Easter egg in Spider-Man Homecoming, because it was only

visible for about a second.

In the scene when Spider-Man is locked in the warehouse in DC, he starts tinkering with

his suit to pass the time.

"What?"

"Maybe we should run that refresher course."

That's the Spider-Signal, also known as the worst superhero gadget ever.

The Spider-Signal first appeared in The Amazing Spider-Man #3, published in 1963, in which

the signal is literally nothing more than a warning to criminals that Spider-Man is

somewhere nearby.

Usually--surprise!--at the other end of the beam of light projecting the signal.

So why is this such a great Easter egg compared to everything else in Homecoming, like the

Ultron head Spidey pulls out of a bag later in the same scene?

Mainly because it's such a useless detail to add, and it's all the more amazing because

of that.

Final farewell

The Guardians of the Galaxy movies have a ton of Easter eggs, but one of the best recurring

eggs in the franchise showed up at Yondu's funeral.

One of Yondu's favorite trinkets in the first film was that little blue crystal frog that

he got at the beginning of the movie.

You got any other cute little buggers like this un?

I like to stick em all in a row on my control console."

In Guardians 2, just before Yondu is blasted into space, the camera lingers for a second

on that same frog, sitting by his side just as it did in life.

Among the hundreds of Easter eggs in Marvel movies, this is the only one that'll bring

a tear to your eye.

Walt's initials

Spotting secrets in any Disney film is always fun, and the studio rarely disappoints.

In 2017's live-action Beauty and the Beast, one of the biggest Easter eggs in the film

is built right into the woodwork, so to speak.

In the Beast's massive, ornate ballroom, pay attention to the monogram inscribed on the

ballroom floor.

Hidden within the flowery design is a big "WD"—short for Walt Disney.

Honestly, we'd chalk this one up to a trick of the eye if this Easter egg hadn't been

confirmed by none other than Sarah Greenwood, production designer for the film.

Bookwhacked

By every reasonable measure, the Tom Cruise-led reboot of The Mummy was a complete failure.

Critics bashed the film for everything from the muddled story to its shameless ripoffs

of previous plots, but there was one little highlight in the movie that might warrant

a re-watch.

Maybe.

If you hate yourself.

In the scene when Dr. Jekyll goes full-on Hyde, Annabelle Wallis' character, Jenny,

knocks a guy out by whacking him on the head with a big book.

Look closely, because that book has made an onscreen appearance in the past—it's the

Book of the Dead, first seen in 1999's The Mummy.

You know, the one with Brendan Fraser.

Who would have thought we'd ever miss that version?

"Ah.."

"Ah.."

Gunshot sonata

John Wick: Chapter 2 should be a case study for sequels done right.

It took everything great about the first film and made it even better.

A lot of that comes down to the incredible detail put into building the franchise's hyper-kinetic

world—details that most fans likely won't even notice.

Probably the best example came at the end of John Wick 2, during the gun battle in the

museum.

The shootout is set to Vivaldi's Four Seasons, only the percussion is replaced by the sound

of Wick's gun, literally turning his shots into the musical score.

It's an insanely obscure Easter egg, but a fantastic example of an off-kilter detail

that only the filmmakers are likely to ever notice.

As director Chad Stahelski put it,

"If somebody does pick it up, it'll be two guys going like, holy s—, that's Vivaldi!"

What's in a name?

We know—Ready Player One isn't getting released until 2018, but its Easter eggs are already

spilling over into the film's marketing: when the film's logo was released in July 2017,

fans were quick to spot an Easter egg hiding right in the name of the film.

If you look closely, the letters in "Ready Player One" form a maze that runs to a literal

egg in the center of the "O" in "One."

As noted by Gizmodo, that's a nod to Adventure, a 1979 Atari game that sees the player moving

through the maze-like rooms of a castle.

More importantly, Adventure is widely believed to contain the first Easter egg in gaming

history, and in the Ready Player One book, Adventure is a massive inspiration for one

of the characters.

We don't want to give too much else away, so you'll have to read the book or wait until

March 2018 to see how all those pieces connect.

5 Easy ways to Set Goals and Learn English Quickly - Duration: 7:00.

hello and Happy New Year I'm Halima from blackboard English and

today we're going to focus on your goals how you can create strong successful

goals to help you learn English we're going to do this in five easy steps

remember the reason why you need goals is without them you won't go very far so

remember that you need to set goals in order for you to learn English in the

most effective way possible step number one set long-term goals what you can do

is think about what you want to do in the next year two years three years or

more and this is your big goal so why do you want to learn English and what's the

reason you want to learn English let me give you an example I want to be an

advanced level English speaker in five years so that I can start my own

business or so that I can go to an english-speaking country and live there

so that's just an example everyone has different reasons why they're learning

English so you think of what reason you have to learn English you can write this

in a notebook somewhere you can see this goal or you can go back to write this

very carefully or if you're a visual learner like me create a vision board

you can stick pictures on there or words and you can have it somewhere you can

see it all the time this will help you visualize what you want in your life I

take some pictures from Google and I'll stick all the different things that I

want for example if I wanted to get healthier I would have some

running with a great body on there or if I wanted to drink more I would have

somebody drinking lots of water etc so you can decide what you want to have on

your vision board it's a great way to visualize what you want in the future

and it's also motivating so it can help you push you to achieve more so if you

need a little help with this why don't you look at these questions to try to

identify what it is that you want let's look at some examples how will learning

English help you why are you learning English what opportunities will learning

English give you will help you get a job are you planning on traveling or are you

going to live in an english-speaking country this mood board will represent

your goals with visuals number two breaking down long term goals

remember it's not enough just to write one big goal and that's it you have to

really break it down so that it can be manageable for you to do I want you to

break down your big goal into much smaller goals so let's start with six

months and then you can make it into thirty days so in one month and then you

can make it weekly and then daily so an example of a daily goal would be learn

five collocations a day or listen to the radio so listen to English radio five

minutes a day so that would be a smaller and more manageable goals so you'll be

able to actually do this instead of setting really big goals like I will

learn 200 words a day this won't help you because it just becomes really

demotivating when you can't do it remember help yourself stay motivated by

making manageable goals number three be specific when you're making your goals

so how will you learn these words what books are you going to use or websites

are you going to use a dictionary etc so be specific in how you're going to do

this and before be realistic remember setting goals that you can't accomplish

is the best way to make sure that you fail so by setting unrealistic goals

you're just going to set yourself up for failure and you don't want that you want

to keep going so understand your level understand how much you can do if you're

a beginner don't push yourself so much that you'll give up in the end it's

better to be slow and steady as they say and win the race instead of trying

to you know learn the whole entire English language in one day that's just

not going to happen number five share your goals with other

people this could be with your friends or on social media by sharing it with

other people other people know that you're doing it so consciously you'll

know that you need to do it because you don't want to disappoint your friend or

you don't want to look bad in front of other people it also motivates you to

stick to your goals because you are going to be held accountable so make

sure you tell a friend or family member or share it on social media this will

keep you motivated for sure so bonus tip celebrate make sure that when you reach

a certain goal that you don't forget about it and then you make a big deal a

good way is actually to say like if I do learn say 20 words this week and I do

all the activities that I've set I'm going to do X so you could go to the

movies or you could go to a restaurant you can buy something nice for yourself

go to a spa get a massage so you know think of something you'd really like and

then give yourself the treat when you reach a certain milestone

so get started today make goals and remember be a fearless learner

thank you very much for watching guys and if you like this video please be

sure to like and share with your friends and I'll see you next week with another video.

Free speech on campus: Can it be saved? | WHAT IF - Duration: 7:56.

In recent years, the foundational values of free speech and open inquiry have

increasingly come under assault at America's colleges and universities.

Limits on speech and expression have become ingrained in campus culture,

largely due to super-sized campus policies intended to regulate conduct.

Beyond a simple free speech issue, this type of censorship affects the academic

environment. When campus culture prevents students and researchers from

participating in spirited debate or pursuing original research, the very

purpose of the university - the quest for truth - is at risk.

So it got us thinking:

What if there was a way to protect free speech and free inquiry on America's college campuses?

A popular proposal goes something like this: what if we just cut

off all public funds, including student aid, to institutions judged to limit

constitutionally protected speech? Well, there are problems with this approach.

First: restricting federal funds like student aid unfairly harms students

financially and limits future students' educational access. Second: it gives the

federal government far too much power over the choices of individual

institutions and invites bureaucratic meddling. And third: it compromises the

value we place on a wide array of colleges with different cultures.

Alternatively, a better approach recognizes that colleges and

universities are not just places of classroom learning.

They are also research enterprises generously supported with taxpayer funds.

Since World War II, the federal government has used colleges and

universities as subcontractors, dispersing billions annually for

research in medicine, defense, energy, and much more. From the beginning, these

grants and contracts have been funded with the expectation that institutions

receiving taxpayer dollars would adhere to the tenets of responsible science,

including the assurance that research questions, methods, and reporting would be

guided by an unwavering commitment to free inquiry.

As Vannevar Bush explained in a 1945 report to President Harry Truman, the

freedom of inquiry must be preserved under any plan for government support of science.

Likewise, in a 1948 speech that gave rise

to the National Science Foundation, President Truman himself defended the

necessity of academic free inquiry, stating the "scientific method is

characterized by open-mindedness, honesty, perseverance, and, above all, by an

unflinching passion for knowledge and truth. Underlying this subcontracting

relationship was the assumption that institutions of higher ed would respect

and defend the freedom to pursue the truth wherever it may lead.

Traditionally, the fear has revolved around government interference into academia. In their

famed 1915 General Declaration of Principles, the American Association of

University Professors, led then by John Dewey, asserted that the university must

be an inviolable refuge from the tyranny of public opinion, stating

"It is precisely this function of the university which is most injured by any

restriction upon academic freedom."

Today, however, it's often universities

themselves that pose the threat to free speech and free inquiry. On its own, this

imbalance is a problem for robust debate around important questions regarding

race relations, immigration, social policy, and much more. After all, researchers like

anyone else can fall prey to confirmation bias and the more

ideologically uniform a research environment, the greater the risk of that

bias going unrecognized, being reinforced, and ultimately tainting results, but

even more worrisome is when such ideological uniformity is reflected in

formal campus policies and practices that stifle free speech and debate.

Many campus speech policies are unconstitutionally overbroad, hopelessly

vague, and enable viewpoint discrimination. For example, Middlebury

College's general conduct standards state that behavior that "demonstrates contempt

for the generally accepted values of the intellectual community is prohibited."

Such policies have created a chilling effect on campuses, where, in one survey,

54% of students reported that they have stopped themselves from

sharing an opinion in class at some point since they began college because

they were fearful of what classmates would say.

So, how do we protect campus speech

from government and the Academy all at once? The United States

distributes nearly $40 billion a year in research funds to colleges and

universities. Now, while that number pales in comparison to the roughly $160 billion

that Washington distributes to higher education for student aid, federal

research funds constitute some of the most prized dollars in academia.

Put simply, Washington should require that universities protect free speech and

inquiry to get access to federal research funding. It makes sense!

Universities have an incentive to get federal dollars and the federal

government has an incentive to get honest research for taxpayer funds.

So, we propose the following: only colleges and universities that allow all

constitutionally protected speech would be eligible to receive federal research funds.

Schools which receive federal research funds would have to sign a

contract binding them to protect free speech and free inquiry on campus to the

best of their ability. Schools that fail to honor their assurances may be subject

to forfeit the remainder of the federal research funds they receive

and could become ineligible for future federal research funding.

Note: we are not telling colleges and universities that they can't have restrictive

speech codes that suit their ideological slant. However, when it comes to research

funded by taxpayers, it is important that institutions are committed to open inquiry

and create environments where hypotheses can be generated and research questions

can be pursued freely, regardless of the feathers they ruffle or the feelings they hurt.

Why will this policy work? Well, first of all, colleges and universities

are risk-averse. They would be likely to comply with federal directives, much as

they did with the Obama administration's informal guidance so Title IX, simply

because they like to minimize the number of hassles that they wind up involved with.

But more importantly, this policy would also

put pressure on schools to create an environment that retains the best

students and researchers in the natural and applied sciences.

Today, it is students and faculty in the social sciences who are most likely to demand

speech codes, while their quieter peers in other fields often go along for the ride.

But in an environment where research funding is linked to free speech,

universities just might see top-notch faculty in the hard sciences

start to speak up or depart for universities that are now eligible to

receive federal research funds. Our policy would level the playing field

between activism and free inquiry on campus by giving serious researchers and

administrators skin in the free speech game.

Of course, we're not suggesting that we couldn't also explore

other remedies, political or otherwise, but by insisting that colleges

abide by their historic ideals, we might just nudge the balance

of power on campus back towards those seeking the unrestrained pursuit of truth.

What do you think can be done to protect free inquiry on campus?
