El problema para Pardo de Vera es que su sectarismo crónico no le deja ver el bosque y así se lo han hecho saber: Según el artículo 97 de la Constitución,

el Gobierno dirige la política exterior de España.

據官方媒體報道稱

中國哈爾濱工業大學劉永坦院士和解放軍陸軍工程大學錢七虎院士獲得2018年度國家最高科學技術獎

其中

劉永坦教授獲得了800萬高額獎金

這引起了俄羅斯專家的高度關注。

國家科學技術獎

成立至今已有近20年之久

旨在創造良好的科技氛圍、

鼓勵傑出的科技工作者

通過努力為國家發展及科技進步作出傑出的貢獻

從2000年設立至今

除了2004年、

2015年出現兩次空缺

這項國家級獎項每年評選一次

每次有且只有一到兩名傑出的科技工作者獲得榮殊。

相比這數額高達800萬的現金

俄羅斯軍事專家卡申表示

真正值得關注的是中國劉永坦專家和眾位專家攻克的超視距雷達技術

據介紹

超視距雷達是劉永坦團隊的代表作之一

在雷達研究領域

中國已經從落後國家逐漸發展成為領跑者

其中反隱身雷達已經處於世界領先水平。

F-22隱身戰機的飛行軌跡圖 值得一提的是

在2018年12月底

中國另一位雷達專家吳劍旗教授在一場對外報告中

講述了中國反隱身雷達如何在450公里之外探測、

跟蹤並繪出F-22隱身戰機的飛行軌跡圖

據悉這款雷達已經廣泛裝備空軍防空部隊

有趣的是

中國在2013年便具備擊落F-22隱身戰機的能力

但是並沒對外大肆宣揚

而是將中國海岸線全副武裝起來

然後才微微透露出中國具備初始探測能力。

從某種層面上而言

因為這樣一個隱而不發的決策

中國為發展下一代反隱身雷達的研製贏得了五六年甚至十餘年的時間

而美國仍在隱身性能上孤注一擲

有意思的是

未來隱身性能很有可能如「皇帝的新衣」一般

只是剩下一個概念後者時代的印記

在反隱身設備面前何來隱身一說？ 雷達 據俄軍事專家瓦西里·卡申表示

中國科學家在雷達技術現代化方面取得了巨大的成就

並且正在為海軍研製更為先進的雷達

而超視距雷達為海軍雷達的研製提供了技術保障

這款雷達的工作原理是運用雷達信號從電離層發射或者折射回地球

不受地球曲率的影響

如此一來解決了地基或者海基雷達的超視距問題。

其實

在60年代末期

中國就啟動了超視距雷達的研製工作

幾乎和美蘇在同一時間起步

由於某些技術上的阻礙

所以至今才有所突破

據卡申透露

中國從俄羅斯購買的「向日葵」雷達及其相關技術將為中國發展超視距奠定了技術基礎

中國已經在海上攻擊和防禦方面投入巨資

未來俄羅斯是否會挖掘向日葵雷達的海軍潛力尚未可知

相較之下

中國對海基雷達的需求更為迫切。

這款雷達不僅能夠「看」得更遠

還能有效排除雜波干擾

發現超低空目標

對於對海遠程預警來說至關重要。

依靠傳統雷達

我國海域可監控可預警範圍不足20%

有了新體制雷達

則實現了全覆蓋。

什麼是新體制雷達？就是高頻地波雷達。

高頻地波雷達(HF Surface Wave Radar

簡稱HFSWR)作為一種新興的海洋監測技術

具有超視距、

大範圍、

全天候以及低成本等優點

被認為是一種能實現對各國專屬經濟區(EEZ)監測進行有效監測的高科技手段。

各臨海發達國家均進行了研發投入

並實施了多年的對比驗證和應用示範。

高頻地波雷達利用短波（3～30MHz）在導電海洋表面繞射傳播衰減小的特點

採用垂直極化天線輻射電波

能超視距探測海平面視線以下出現的艦船、

飛機、

冰山和導彈等運動目標

作用距離可達300公里以上。

同時

高頻地波雷達利用海洋表面對高頻電磁波的一階散射和二階散射機制

可以從雷達回波中提取風場、

浪場、

流場等海況信息

實現對海洋環境大範圍、

高精度和全天候的實時監測。

高頻地波雷達擁有四個獨特的特點：其一、

擁有超遠的測距能力（300-400公里）；其二、

擁有超前的反隱身能力；其三、

可有效地監控低空突防能力；其四、

具有抵禦反輻射導彈的能力。

所以各國都在加強這方面的研究

美國、

加拿大、

英國、

日本和俄羅斯也研製了比較先進的高頻地波雷達

用於海上低空目標、

艦船的探測

其中俄羅斯在上世紀80年代開始研製第一代高頻地波雷達系統

90年代初裝備部隊

它的探測距離可以超過200公里

用於對海探測

稍後俄羅斯又研製了第二代高頻地波雷達

與第一代相比

第二代採用了更大功率的發射機

發射功率可以達到60KW

採用數字波束成形技術

可以進行空間干擾對消

其探測距離提高到300公里。

海岸經濟區發展等領域也都有重要作用。

20世紀70年代中期

中國曾經對這種新體制雷達進行過突擊性的會戰攻關

但由於難度太大、

國外實行技術封鎖等諸多因素

最終未獲成果。

除了基本理論和思路外

劉永坦根本找不到多少資料

更沒有相關的技術可供借鑑。

對此

當時有人說

大的研究院所尚且不具備這樣的條件和能力

更別說一所大學了；還有人說

這樣的研究風險太大、

周期太長

很可能把時間和精力都搭進去了卻一事無成……但是劉永坦不改初衷。

1982年初春

劉永坦專程趕赴北京

向當時的航天工業部預研部門領導匯報

詳實地介紹了當時發達國家新體制雷達發展的動態

並暢談了自己的大膽設想。

預研部門的領導聽得十分認真

當場拍板支持劉永坦的設想

希望他迅速組織科技攻關力量

早日把新體制雷達研製出來。

得到支持後

劉永坦立即進行了細緻的策劃和準備。

他根據當時世界上雷達的最新技術信息

運用自己在國外取得的科研新成果

採用了獨特的信號與數字處理技術

提出研製中國新體制雷達的方案。

經過10個月的連續奮戰後

一份20多萬字的《新體制雷達的總體方案論證報告》誕生了。

1983年夏

原航天工業部科技委員會召開方案評審會

對這份新體制雷達方案報告做詳細評審。

專題會開了整整4天

最後與會專家們一致表決通過該報告。

有兩位與會的知名老專家深有感觸地說：「我們已經多年沒有看到過如此詳細的論證報告了！」 這是一場填補國內空白、

從零起步的具有開拓性的攻堅戰。

接下來的戰鬥更加艱苦卓絕

經過800多個日日夜夜的努力、

數千次實驗、

數萬個測試數據的獲取

劉永坦主持的航天部預研項目「新體制雷達關鍵技術及方案論證」獲得碩果

許多關鍵技術的突破為中國新體制雷達研製成功打下了良好基礎。

1986年7月

航天工業部在哈工大舉行了新體制雷達關鍵技術成果鑑定會。

50多位專家認真審查、

討論和評議

一致認為：「哈爾濱工業大學用兩年多的時間在技術攻關中取得了重大進展

已經掌握了新體制雷達的主要關鍵技術

某些單項技術已經進入國際國內先進行列。

由於主要關鍵技術已經突破

證明原定方案是可行的

已經具備了進一步完善雷達系統設計並建立實驗站的條件。

」從此

新體制雷達從預研項目被列為國家科技應用與基礎研究項目。

1990年建成中國首座高頻地波雷達實驗站 劉永坦和他的團隊已經完成了預研使命

完全可以結題報獎了。

但是

他認為僅僅「紙上談兵」是不夠的

國家真正需要的是進一步建立有實際意義的雷達實驗站。

1986年

劉永坦開始主持「新體制雷達研究」

為研製成完整的雷達系統而奮力拚搏。

1989年

中國第一個新體制雷達站建成。

1990年4月

雷達站完成了整機調試。

1990年10月

國家多個部門聯合舉行的鑑定會宣佈：「新體制雷達研究成果居國際領先水平。

」1991年

該項目榮獲國家科技進步獎一等獎。

1990年我國在威海建立首座高頻地波超視距試驗站

並成功了跟蹤了超視距外的艦船和飛機等目標

並且在此基礎上還進行了艦載地波雷達的試驗工作

成功探測到上百公里外的船舶

為了國產地波超視距雷達的應用打下了堅實的基礎。
