Hello!
I am the Interim Commissioner for the Massachusetts Commission for the Deaf and Hard of Hearing,
my name is Tricia Ford.
I'm here today to give you some information about the budget.
As you know, the goal of the Commission for the Deaf and Hard of Hearing is to provide
services statewide.
Services include interpreter referral, CART referral, training, Children's Specialists,
Case Management and our important DHILS programs.
The Governor recently announced the budget.
There are two separate budgets: one is called the House, the other is called the Senate.
I'm going to be focusing solely on the House One budget.
The Governor gave the Commission for Deaf and Hard of Hearing 6.1 million dollars, that
is an increase of $154,765 for which we are grateful.
That will help us to continue level support for all of our programs.
The budget supports many programs; for example the referral department receives approximately
30,000 requests every year, of which 85% are filled.
We provide 2,000 people with services in our case management and children's departments.
The independent living programs provide over 20,000 hours of services to almost 1,000 people.
That is statewide.
The commission has two separate accounts: one is called the chargeback.
The chargeback account is for when the state sends out sign language interpreters for various
other agencies like DCF or DPH or for substance abuse services.
The Commission earns revenue from those interpreter services.
The second account is called the trust fund.
That's for when private entities request sign language interpreters out in the community:
say for police, fire departments, emergency services.
We earn revenue back from those interpreter services and we reinvest those funds so that
we are able to provide on-going communication support; as you know that is the goal of the
commission.
Our training department provides many trainings per year to Elder Services, police departments,
fire departments and emergency services; as well as to hospitals.
They provide ongoing training so that when a Deaf or Hard of hearing person shows up,
staff are adequately trained and know what to do.
So the FY20 budget looks promising.
We have not yet heard when public hearings will be taking place, but we will let you
know as soon as we know.

The difference is night and day

For their safety, the owner sent the kittens for adoption
Since then, Aga became violent
For Aga who had a strong, motherly instinct
The owner sending the kittens to another safe place
The stress from the loss of her kittens must've been enormous
Like depression or bipolar disorder
What the owner thought was best, ended up hurting the cat
This wouldn't have happened if she had a different owner
Gives medication
And makes a safe space
